Despite eminent progress in recent years, various challenges associated with object tracking algorithms such as scale variations, partial or full occlusions, background clutters, illumination variations are still required to be resolved with improved estimation for real-time applications. This paper proposes a robust and fast algorithm for object tracking based on spatio-temporal context (STC). A pyramid representation-based scale correlation filter is incorporated to overcome the STC’s inability on the rapid change of scale of target. It learns appearance induced by variations in the target scale sampled at a different set of scales. During occlusion, most correlation filter trackers start drifting due to the wrong update of samples. To prevent the target model from drift, an occlusion detection and handling mechanism are incorporated. Occlusion is detected from the peak correlation score of the response map. It continuously predicts target location during occlusion and passes it to the STC tracking model. After the successful detection of occlusion, an extended Kalman filter is used for occlusion handling. This decreases the chance of tracking failure as the Kalman filter continuously updates itself and the tracking model. Further improvement to the model is provided by fusion with average peak to correlation energy (APCE) criteria, which automatically update the target model to deal with environmental changes. Extensive calculations on the benchmark datasets indicate the efficacy of the proposed tracking method with state of the art in terms of performance analysis.

The article addresses the problem of bridging the divide between the present-day technological advancement, primarily in the field of normative legal and technical regulation of fire safety, and the qualification of persons, authorized to regulate relations in fire safety assurance (hereinafter — “Authorized persons”) in the context of transition of the state regulation of fire safety relations from an obsolete standard target model to a new analytical and scenario-based (risk-oriented) target model used to make decisions in the area of control over the safe condition of the technosphere in view of a sudden increase in the dynamics of sociocultural processes.The Education and Research Supervision Unit of the State Fire Academy of the EMERCOM of Russia (the Ministry for Civil Defense, Emergencies, and Elimination of Consequences of Natural Disasters), responsible for the drafting of suggestions concerning the implementation of point 10, Minutes № 1 of the meeting of the workgroup of EMERCOM of Russia on May 20, 2019 “Regarding the arrangement of interaction with the management authorities of the institutional firefighting service of executive federal authorities and organizations”, has developed “The list of milestones of professional culture for the persons responsible for regulating relations in the field of fire safety for the period of transition from a standard target model to the risk model of controlling, supervisory, and authorization-related activities” (hereinafter — “the List”).This List represents a basic set of conceptual professional milestones, whose attainment enables authorized persons to re-focus their conscience from an obsolete standard paradigm, used to make decisions in the area of fire safety, to a new risk-oriented one.Given the focus of this article, it defines some, or the most significant, milestones of professional risk-oriented culture of authorized persons.

The millimeter-wave terminal guidance ammunition monitoring scanning field is small. The modified design is in order to improve the search section trajectory guidance. This study established seeker search area to capture the target model, which leads to the missile engine unpowered glide distance formula after flameout. At the millimeter-wave terminal on the missiles contraction section ballistic. Each missile is designed for the flat road, the swash decline ballistic programs. Flat missile road program scans and does not shrink. Its flight speed falls and declines rapidly, has different gliding distance and terminal velocity. After the missile engine is flameout, its start-gliding speed is great. Ramp fell ballistic program enhances the air-air (or air-ground) guided missile’s gliding ability, helping to improve range. But shortcomings are that target tracking scanning domain contracts. Using the seeker optical axis in the pitch direction can achieve accurate positioning with the height precession. Two ballistic designs can both meet the target seeker’s scanning, thus effectively improve the striking precision.

Recently, there has been growing interest in formalizing UML, thereby enabling rigorous analysis of its many graphical diagrams. Two obstacles currently limit the adoption and use of UML formalizations in practice. First is the need to verify the consistency of artifacts under formalization. Second is the need to validate formalization approaches against domain-specific requirements. Techniques from the emerging field of requirements traceability hold promise for addressing these obstacles. This paper contributes a technique called retrieval by construction (RBC), which establishes traceability links between a UML model and a target model intended to denote its semantics under formalization. RBC provides an approach for structuring and representing the complex one-to-many links that are common between UML and target models under formalization. RBC also uses the notion of value identity in a novel way that enables the specification of the link-retrieval criteria using generative procedures. These procedures are a natural means for specifying UML formalizations. We have validated the RBC technique in a tool framework called UBanyan, written in C++. We applied the tool to three case studies, one of which was obtained from the industry. We have also assessed our results using the two well-known traceability metrics: precision and recall. Preliminary investigations suggest that RBC can be a useful traceability technique for validating and verifying UML formalizations.

The European Union Target Model aims to integrate European energy market by removing barriers to trade and align markets. The most important goals of the Target Model are to provide consistent prices, enhance liquidity, support cross boarder trading, facilitate interconnections, and coordinate the use of transmission system capacity. In that context, the smooth operation of both forward and spot markets is a core development that directly affects the good operation of the wholesale market. This paper examines the application of the Target Model in the wholesale electricity market of Greece and its impact on electricity prices. The study explores the time period before the implementation of the Target Model, which took place on November 2020, and the first nine months of its execution. Based on the feedback received by the rest of the European countries, which are already part of the European Single Market, this crucial period of time is considered transitional, when many distortions and unethical behaviors take place. Empirical findings indicate a relatively successful implementation of the Target Model in Greece, with price disorders mostly met in the Balancing Market.
