Traffic congestion is a problem that is often faced by Indonesian big cities. It is related to land use in an area that causes on-street parking. The main cause is the imbalance between demand and supply, namely the need for parking during rush hour exceeds the capacity of existing parking. Another consequence is the increasing of side barriers resulting in the delays on certain roads. Shopping area in Jl.Kapasan, Surabaya is one of the densely areas attracted most people of Surabaya to conduct trading activities and shopping for daily needs. The denstiy of this region will affect the performance of traffic flow and causing delays.The study aims to identify on-street parking in Jl.Kapasan shopping area, consequences arising from parking on the road, and determine the level of service or performance of roads around this shopping area. The analytical methods used are derived from Indonesian Highway Capacity Manual 1997. Based on calculation and analysis, the capacity of Jl.Kapasan without parking on the road was 1468 pcu/hour and with on-street parking was only 1276 pcu/hour.

Abstract Traffic congestion in the City of Surakarta gave rise to a phenomenal figure among motor vehicle drivers, called the Traffic Control Volunteers or abbreviated as Supeltas. This Supeltas is present on the road to help organize the movement of traffic, as happened at the Surakarta Ganesha Unsignalized Intersection. This study aims to determine the influence of the existence of Supeltas on capacity, degree of saturation, delay, and queuing opportunities that occur at the intersection. The analysis was carried out using the 1997 Indonesian Highway Capacity Manual. The results showed that the intersection without Supeltas had a capacity of 3,114.03 pcu/hour and a degree of saturation of 1.47, while the same intersection but with Supeltas had a capacity of 3,136.81 pcu/hour and a degree of saturation of 1.51. These results indicate that Supeltas has a positive influence on the performance of the intersection. Nevertheless, the degree of saturation in the location increased due to the increase in traffic volume as well as increased capacity. Keywords: unsignalized intersection, intersection performance, intersection capacity, degree of saturation  Abstrak Kemacetan lalu lintas di Kota Surakarta memunculkan sosok fenomenal di kalangan pengendara kendaraan bermotor, yang disebut Sukarelawan Pengatur Lalu Lintas atau disingkat Supeltas. Supeltas ini hadir di jalan untuk membantu mengatur pergerakan lalu lintas, seperti yang terjadi di Simpang Tak Bersinyal Ganesha Surakarta. Penelitian ini bertujuan untuk menentukan pengaruh keberadaan Supeltas terhadap kapasitas, derajat kejenuhan, tundaan, dan peluang antrian yang terjadi di simpang tersebut. Analisis dilakukan dengan menggu-nakan Manual Kapasitas Jalan Indonesia 1997. Hasil analisis menunjukkan bahwa simpang tanpa Supeltas memiliki kapasitas sebesar 3.114,03 smp/jam dan derajat kejenuhan 1,47, sedangkan simpang yang sama tetapi dengan Supeltas memiliki kapasitas sebesar 3.136,81 smp/jam dan derajat kejenuhan 1,51. Hasil tersebut menunjukkan bahwa Supeltas mempunyai pengaruh positif terhadap kinerja simpang. Meskipun demikian, derajat kejenuhan di lokasi tersebut meningkat karena bertambahnya volume lalu lintas di samping kapasitas yang juga meningkat. Kata-kata kunci: simpang tak bersinyal, kinerja simpang, kapasitas simpang, derajat kejenuhan

ABSTRAKPersimpangan merupakan suatu bagian jalan yang menjadi pusat pertemuan dari berbagai pergerakan arus lalu lintas. Pada tipe simpang tak bersinyal, sering dijumpai titik-titik konflik arus lalu lintas yang mengakibatkan kemacetan arus lalu lintas terutama pada saat jam-jam sibuk. Contoh kasus terdapat di Kota Bandung, terjadi pada persimpangan Jalan A.H. Nasution dan Jalan Cikadut. Lokasi ini dipilih karena selain kemacetan yang disebabkan oleh titik-titik konflik arus lalu lintas yang tidak teratur pada saat jam sibuk, di sekitar jalan pada simpang ini juga merupakan kawasan pertokoan, pemukiman, sekolah dan juga terdapat pom bensin. Berdasarkan permasalahan tersebut, dilakukan perhitungan dan analisis data pada kondisi awal simpang, didapat nilai derajat jenuh (DS) sebesar 0,983 untuk pagi hari dan 0,937 untuk sore hari. Karena hasil perhitungan simpang pada kondisi awal tidak memenuhi syarat MKJI 1997, yaitu DS < 0,85, maka perlu dilakukan perhitungan ulang dengan beberapa alternatif agar nilai DS bisa memenuhi.Kata kunci: persimpangan, kemacetan, derajat jenuh, MKJI 1997. ABSTRACTIntersection is a part of the road that becomes the center concourse of various traffic flow movements. In the type of unsignalized intersection, there are often traffic flow conflict points which cause traffic jams, especially during rush hour. Examples of cases are in the City of Bandung, occurred at the intersection of A.H. Nasution Street and Cikadut Street. This location was chosen because in addition to congestion caused by irregular traffic flow conflict points during rush hour, around the road at the intersection this is also a shopping area, residential, school and gas station. Based on these problems, data calculations and analysis are carried out in the initial intersection condition, obtained saturated degree (DS) values of 0,983 in the morning and 0,937 in the afternoon. Because the results of the intersection calculation in the initial conditions did not comply the requirements of the Indonesian Highway Capacity Manual of 1997 (IHCM 1997), that’s DS < 0,85, it is necessary to recalculate with some alternative that value of DS can comply.Keywords: intersection, congestion, degree of saturation, IHCM 1997.


On-street Parking activities on the curb of streets can disrupt the traffic flow and cause traffic congestion. This study aimed to examine the effect of On-street Parking on vehicle velocity and Level of Service (LO). This research was conducted on Cik Di Tiro Street, around Panti Rapih Hospital, Yogyakarta. The analysis of road segmentation was guided by the Indonesian highway capacity manual (1997). The analysis results revealed that during weekdays, the vehicle velocity in the morning without any On-Street Parking was 29.45 kilometers per hour, while the level of service was at level C, meanwhile, in the afternoon, and in the evening, the vehicle velocity was 21,672 kilometers per hour with the parking accumulation as many as 1-2 light vehicles, 4-18 motorcycles, and the level of service was at level E. Meanwhile, in the weekend, the vehicle velocity in the morning without On-street Parking was 29.16 kilometers per hour, and the level of service was at level A. Meanwhile, in the afternoon and evening, the vehicle speed was 23.04 kilometers per hour, with the parking accumulation as many as 1-3 light vehicles, 1-14 motorycles, and the level of services were at Level D and C in the afternoon.

The inbound and outbound traffic flow characteristic of a campus is an important physical component of overall university setting. The traffic circulation generated may create indirect effects on the environment such as, disturbance to lecturetime when traffic congestion occurs during peak-hours, loss of natural environment and greenery, degradation of the visual environment by improper or illegal parking, air pollution from motorized vehicles either moving or in idle mode due to traffic congestion, noise pollution, energy consumption, land use arrangement and health effects on the community of Universiti Putra Malaysia (UPM) Serdang. A traffic volume and Level of Service (LOS) study is required to facilitate better accessibility and improves the road capacity within the campus area. The purpose of this paper is to highlight the traffic volume and Level of Service of the main access the UPM Serdang campus. A traffic survey was conducted over three (3) weekdays during an active semester to understand the traffic flow pattern. The findings on traffic flow during peak hours are highlighted. The conclusions of on-campus traffic flow patterns are also drawn.

In this paper, the analyses of traffic evolution on the road network of a roundabout having three entrances and three exiting legs are conducted from macroscopic point of view. The road networks of roundabouts are modeled as a merging and diverging types 1×2 and 2×1 junctions. To study traffic evolution at junction, two cases have been considered, namely, demand and supply limited cases. In each case, detailed mathematical analysis and numerical tests have been presented. The analysis in the case of demand limited showed that rarefaction wave fills the portion of the road network in time. In the contrary, in supply limited case, traffic congestion occurs at merging junctions and shock wave propagating back results in reducing the performance of a roundabout to control traffic dynamics. Also, we illustrate density and flux profiles versus space discretization at different time steps via numerical simulation with the help of Godunov scheme.

Motorcycle dominates traffic in Bali, particularly in urban roads, which occupy more than 85% of mode share. The three types of vehicles, i.e. motorcycles, heavy and light vehicles share the roadways together. Under mixed traffic conditions, motorcycle may be travelling in between and alongside two consecutive motor vehicles. Considering such a situation, passenger car equivalent values should be examined thoroughly. This study aims to determine passenger car equivalent (PCEs) of motorcycle at mid-block of Sesetan Road. Three approaches are used to examine the PCEs values. This study found that the PCE of motorcycles are in a range between 0.2 and 0.4. This values are about the same to the existing PCE of the Indonesian Highway Capacity Manual (1997). This study also pointed out that motorcyclists and car drivers may behave differently to the existence of motorcycles. Car drivers are more aware than motorcyclists on the existence of motorcycle on the road. Further, more samples are required to obtain comprehensive results. In addition, the presence of heavy vehicles need to be considered for future study.

A particular component of two-way stop unsignalized intersection analyses as presented in the 1994 Highway Capacity Manual (HCM) is described. Specifically, advantages to minor movement capacity are evaluated where traffic flows overlap in multiple lanes. From vehicular arrival data collected by the author, it was determined that the current HCM can significantly underestimate the true potential capacity of minor movements that face multiple lanes of free-flow conflicting traffic. A modification to the HCM procedure is introduced in which an “effective” conflicting flow is calculated on the basis of “blockage” caused by individual lanes of traffic, assuming a Poisson count distribution. In every case examined (24 total), a more accurate potential capacity estimate resulted relative to that determined by the HCM procedure. The modification also resulted in a more accurate level of service in 8 of the 24 cases.

Transportation is a very important and strategic means to facilitate the movement in an effort to meet the needs of the community. Planning and construction of transportation facilities and infrastructure, greatly influence in determining the increase of economic growth in supporting the achievement of development targets. The real impact that occurs as a result of rapid economic growth, population growth, and changes in land use affects the performance of intersections and roads, especially the problem of congestion, delays, queues opportunities and other issues. Based on the result of calculation analysis which have been done by using Indonesian Highway Capacity Manual method (IHCM), capacity of intersection of Angkatan 66 Palembang on the condition of the morning peak was 3007 smp / hour at peak lunch was 2875 smp / hour and the afternoon peak is 2997 smp / hour. The high movement of vehicular traffic flow at the intersection of Angkatan 66 and the road R. Soekamto indicates that the level of service is not sufficient to meet traffic needs, this can be seen from the Lower level of service or performance (Level of Service / LOS) at the intersection Angkatan 66 and the road R. Soekamto C (0,7908) and D (0,889) are at the level where the current begins unstable operation speed relatively quick decline due to the obstacles that arise. So to overcome the problem of alternative road widening or construction of fly over (fly over) and traffic management in the form of traffic engineering management has to be implemented.

Driving in a traffic flow implies involvement in difficult traffic situations that adversely affects response time of a driver, which in turn is considered when estimating stopping distance of a vehicle and determines road safety. This relationship shows the effect of driver behaviour in traffic flow on the road traffic situation. The objective of the study was to study behavioural factors that influence driver’s decisions. The study used methods of driver behaviour modelling, mathematical modelling, experimental studies of the mental and psychological functions of drivers. Modelling the driver’s behaviour, considering various combinations of many behavioural and other factors, leads to a large number of options for mathematical description of driver behaviour, which makes it difficult to use this approach to describe behaviour of drivers under the conditions of a real street-road network. The research has analysed several works devoted to the study of control action of drivers, using unknown coefficients, describing a model of movement of vehicles considering accuracy of their control. Driving through an unregulated intersection is considered as the most complex and informative version of driver’s behaviour. It is found that when modelling a traffic flow, it is necessary to take into account the degree of resoluteness of drivers (through determination of a coefficient of resoluteness which is a random variable that takes into account the probability distribution of the coefficient’s value in conjunction with the probability distribution of the function of traffic flow intensity). The distribution of the coefficient of resoluteness of drivers, obtained from experimental data, was subject to analysis. It is determined that the driving style affects formation of traffic congestion. The assessment of the driving style is made through conditional classification of driver behaviour on the road, namely marked by manifestation of aggression and timidity. When studying the behaviour of timid and aggressive drivers, several pairs of trajectories and the dynamics of the corresponding traffic flow density, were considered and calculated based on Edie’s model. It has been confirmed that traffic congestion has the greatest negative effect on choleric drivers and sanguine drivers. Besides, there is a relationship between the response time of a driver and the change in his functional condition. It is concluded that to improve road safety thanks to a more accurate assessment of possible risks of formation of congestion situations, it is necessary to consider behavioural characteristics and temperaments of the drivers.

Level of Service is a quantitative measure to characterize operational conditions within a traffic stream. There is a set of factors affecting the Level of Service. These factors describe geometric parameters of the road, traffic conditions, traffic regulation conditions and base conditions. In this article, the Level of Service as a criterion for operational quality is described. Level of Service factors and performance measures are described on the basis of Highway Capacity Manual considering verifications done by countries for their own road conditions. German Highway Capacity Manual (HBS) and Highway Capacity Manual are compared for the purpose of possible adaptation for Lithuania.
