AIDS caused by HIV is a health issue of global concern. In Indonesia, in the first quarter of 2017, the number of HIV cases was 10,376 and AIDS cases were 673. DIY is a tourism city and student city that has a high level of human movement so it is highly likely that behaviors that are at risk of contracting or transmitting HIV and AIDS. DIY has an attraction that makes many people with different socio-economic and demographic backgrounds come to this region. Many tourists from domestic and abroad are interested in the beauty of tourism in DIY. Therefore, collaborative governance among stakeholders is needed in the response to HIV and AIDS. There are eight indicators to see the success of collaborative governance according to DeSeve: Networked Structure, Commitment to a Common Purpose, Trust Among the Participants, Governance, Access to Authority, Distributive Accountability / Responsibility, Information Sharing, Access to Resources. The findings of this study are that cross-sectoral collaboration carried out does not yet have regulations as a guideline in carrying out such collaboration. So that cooperation is only at the stage of mutual involvement in the response to HIV and AIDS, not at the stage of official cooperation that has legality. Because the existence of basic rules is important in collaborative governance as the initial foundation and legitimacy for stakeholders who act. AIDS yang disebabkan oleh HIV adalah masalah kesehatan yang menjadi perhatian global. Di Indonesia, pada kuartal pertama 2017, jumlah kasus HIV mencapai 10.376 dan kasus AIDS sebanyak 673. Daerah Istimewa Yogyakarta (DIY) adalah kota pariwisata dan kota pelajar yang memiliki tingkat pergerakan manusia yang tinggi sehingga sangat mungkin perilaku yang berisiko tertular atau menularkan HIV dan AIDS. DIY memiliki daya tarik yang membuat banyak orang dengan latar belakang sosial ekonomi dan demografi yang berbeda datang ke wilayah ini. Banyak wisatawan dari dalam dan luar negeri tertarik pada keindahan pariwisata di DIY. Oleh karena itu, tata kelola kolaboratif di antara para pemangku kepentingan diperlukan dalam menanggapi HIV dan AIDS. Ada delapan indikator untuk melihat keberhasilan tata kelola kolaboratif menurut DeSeve: Struktur Jaringan, Komitmen untuk Tujuan Bersama, Kepercayaan di antara Para Peserta, Tata Kelola, Akses ke Otoritas, Akuntabilitas / Tanggung Jawab Distributif, Berbagi Informasi, dan Akses ke Sumber Daya. Temuan dari penelitian ini adalah bahwa kolaborasi lintas sektoral yang dilakukan belum memiliki peraturan sebagai pedoman dalam melakukan kolaborasi tersebut sehingga kerja sama hanya pada tahap keterlibatan timbal balik dalam penanggulangan HIV dan AIDS, bukan pada tahap kerja sama resmi yang memiliki legalitas. Bagaimanapun juga, keberadaan aturan dasar menjadi penting dalam tata kelola kolaboratif sebagai landasan awal dan legitimasi bagi para pemangku kepentingan yang bertindak.

HIV / AIDS cases in Indonesia continue to increase and have spread to all provinces in Indonesia. As the province with the highest number of HIV cases, DKI Jakarta through the Provincial AIDS Commission (KPAP) seeks to prevent the increase of HIV / AIDS cases through collaborative governance between the Government, Non-Governmental Organizations (NGOs), and the public. This collaborative governance is reinforced through Governor Regulation No. 231 of 2015 concerning the Organization and Work Procedure of the Jakarta Capital City Provincial AIDS Commission and the DKI Jakarta Provincial Regulation Number 5 of 2008 concerning HIV and AIDS Prevention. This research was conducted to analyze the process of collaboration between the Government, NGOs and Communities in the DKI Jakarta Province. In addition, this study aimed to provide strategic recommendations for effective collaborative governance in the context of HIV / AIDS prevention in DKI Jakarta Province. This study used descriptive qualitative research methods that described the collaborative process of preventing HIV / AIDS in DKI Jakarta Province. Therefore, this study used a collaborative governance theory that focused on the collaborative process. Based on the research, it was known that collaborative governance has been established between KPAP, Health Office, NGOs, Working Groups (Pokja), and the Community. However, it was still not effective because of the lack of roles of working groups and NGOs that were still dependent on donor agencies in carrying out their activities.

Penelitian ini bertujuan untuk mengetahui tata kelola pemerintahan kolaboratif dalam pengembangan pariwisata di Kepulauan Sula. Penelitian ini menggunakan teori Edward DeSeve dan teori lain yang relevan dengan kolaborasi untuk analisis masalah. Kajian ini merupakan penelitian kualitatif deskriptif dengan pengumpulan data melalui wawancara mendalam, observasi dan dokumentasi. Studi menunjukkan bahwa konsep collaborative governance yang di tawarkan terdiri atas delapan dimensi, yaitu: (1) network structure: struktur jaringan yang memungkinkan partisipasi aktif para stakeholder dalam network. struktur jaringan tidak berbentuk hirarki, namun lebih cenderung flat dan tidak monopoli (2) Commitment to a common purpose: perhatian institusi pemerintah terhadap upaya pengembangan pariwisata masih kurang dalam pelaksanaan, pembangunan, pembinaan dan rendahnya aktivitas kolaborasi (3) trust among the participants: dengan adanya kepercayaan atas informasi-informasi dari setiap stakeholder dalam pengembangan pariwisata dan memiliki hubungan profesional (4) Governance: ketegasan siapa yang bukan stakeholder belum tergambar dengan jelas karena kolaborasi yang terjalin belum ada kesepakatan/peraturan tertulis terkait kerjasama secara spesifik membentuk keanggotaan (5) Access to authority: semua stakeholder sudah mengetahui tugas dan kewajiban masing-masing namun dalam komunikasi antar stakeholder masih sulit karena ada beberapa tempat wisata yang jaringan internetnya masih dalam perbaikan (6) Distributive accountability/responsibility: dalam pengembangan pariwisata laporan pertanggung jawaban dilakukan berbeda-beda untuk setiap stakeholder (7) Information sharing: berbagi informasi harus perlu ditingkatkan demi berkembangnya pariwisata yang lebih baik (8) Access to resources: serta dukungan sumberdaya dari pemerintah terutama untuk sumber daya manusia dan teknis terkait infrastruktur yang dimiliki masih lemah pada dinas pariwisata serta terbatasnya tenaga teknis dan ahli dalam pendampingan serta perbaikan sarana prasana.Kata Kunci : Collaborative Governance; Pengembangan Pariwisata

The Gradual Release of Responsibility (GRR) model for instructional delivery is well supported by research evidence and is often identified as a critical element of instruction for students with learning difficulties. However, there are challenges associated with effectively releasing responsibility to students. This may be especially true during instruction for primary-grade students with or at risk for learning disabilities. In general, educators want to provide a high level of support to young, struggling students in order to ensure that they feel successful and bolster their confidence. However, too much support means that students are not provided with opportunities for independent practice or independent mastery of content being taught. This article describes the GRR model of instruction and provides specific guidance and resources to support special education teachers in implementing the GRR model during small-group reading instruction in primary-grade classrooms, with a particular emphasis on facilitating group and independent practice.

Abstract The emergence of the COVID-19 pandemic has presented the addiction services with an unprecedented set of challenges. Opioid users are particularly vulnerable because of their high level of pre-existing health problems and lifestyle factors. In order to minimise their risks to self and to others in the current Covid-19 crisis, the service has sought to urgently identify vulnerable individuals, and induct them into OST treatment promptly. Additionally, several guidelines have been created and regularly updated by the HSE for any healthcare staff working with opioid users. These include guidance documents, to facilitate prompt induction of patients onto the OST programme, the prescribing of naloxone to all patients at risk of overdose, eConsultation, medication management for those in self-isolation, and the delivery of injecting equipment. The guidance documents and resources will provide a template for a new way of working for the sector during these challenging times and into the future.

OBJECTIVE: To compare HIV seronegative (HIV-) and HIV seropositive (HIV+) males in terms of sexual behavior with female and male partners of different types. METHOD: Cross-sectional study. From August 1994 to February 1995, a sample of 236 respondents (150 HIV- and 86 HIV+) recruited from public health centers in the State of S. Paulo (Brazil), answered a questionnaire, including questions on demographic aspects, HIV and AIDS related knowledge, sexual orientation, use of alcohol and other drugs, sexual behavior with regular and casual female and male partners, and perceived risk of HIV infection. Sexual behavior with regular and casual female and male partners within the previous three months, was investigated. RESULTS: A lower proportion of HIV+ engaged in sexual contact with regular female partners (p < .01) and in vaginal intercourse with this type of partner (p < .01). A lower proportion of HIV+ engaged in overall sexual activity (p < .001) and reported lower frequency of penetrative sexual practices (p < .05). A high level of condom use with female and male partners was identified with no significant differences being found between the two serostatus groups. Some risky sexual behavior was identified, however, especially with regular partners, suggesting that some men were continuing to practice unsafe sex. CONCLUSIONS: The high level of condom use identified suggests that safer sex advice has been taken up. Condom use was not universal, however, and some men continue to place themselves at risk, especially with regular partners. Prevention programs should strive not only to encourage HIV- to practice safer sex, but also to encourage HIV+ to do so in order to prevent further transmission of the virus.

Purpose The purpose of this paper is to offer an alternative explanation for inconclusive results in the existing literature on the information sharing-firm performance link by examining a moderated mediation model in which operations capabilities mediate the interactive effects of information sharing and market intelligence responsiveness on firm performance within a supply chain context. Drawing on the indirect view of dynamic capability theory, the authors propose that information sharing redeploys and reconfigures operations capabilities, thus leading to superior firm performance, even with a high level of market intelligence responsiveness. Design/methodology/approach The hypotheses were tested using hierarchical regression and bootstrapping methods with a sample of 154 Chinese manufacturing firms. A survey-based, two-informant design was used to collect data. Findings The results revealed that operations capabilities fully mediate the relationship between information sharing and firm performance. The information sharing-operations capabilities link is positively moderated by market intelligence responsiveness. Moreover, operations capabilities positively mediate the interactive effects of information sharing and responsiveness on performance. Originality/value The study shifts the research focus from the moderating effect of market intelligence responsiveness in the information sharing-performance link to the interactive effects between information sharing and responsiveness on performance via operations capabilities, thus offering a finer-grained picture of the essential information sharing-performance link. To the best of our knowledge, this study is among the first to advocate and substantiate the theoretical claim that even with a high level of responsiveness, a firm’s performance relies on its operations capabilities, which are renewed and enhanced by information sharing, rather than on information sharing itself.

In this paper, we measure the size and the direction of the spillover effects among European commercial banks, with respect to their size, geographical position, income sources, and systemic importance for the period from 2006 to 2016, using a state-dependent sensitivity value-at-risk model, conditioning on the state of the financial market. Low during normal times, the same shocks cause notable spillover effects during the volatile period. The results suggest a high level of interconnectedness across all the European regions, highlighting the importance of large and systemic important banks that create considerable systemic risk during the entire period. Regarding the non-interest income banks, the outcomes reveals an alert signal concerning the spillovers spread to interest income banks.
