“We Can Do Better”: University Leaders Speak to Tribal-University Relationships

Wielding degrees of influence within educational organizations, university leaders are critical in determining how institutions enact their espoused missions and support severely marginalized campus communities. How do universities address and improve educational outcomes for the most severely underrepresented communities? This article presents emergent findings from an illustrative multiple-case study that examined the relationships between two public universities and local American Indian nations in California. As a preliminary step in understanding the present state of “tribal-university relationships,” I present findings on university leaders’ perceptions and knowledge regarding American Indians broadly and relationships with local Native nations specifically. Using tribal critical race theory as an analytical framework, I posit how colonization, federal recognition, and educational practices affect curricular, political, and economic relationships.

The purpose of this study was to describe and explain the portrayal of American Indians in U.S. textbooks selected for review in Hillsborough County, Florida’s 2012 textbook adoption. The study identified which of the textbooks under consideration contained the greatest amount of information dedicated to American Indians and analyzed how that information was portrayed. The exploratory question that guided this study was, under what conditions can Tribal Critical Race Theory help illuminate how American Indians are portrayed in textbooks? The methodology used is a critical case study (Janesick, 2004; Rubin & Rubin, 2005). The Five Great Values, as developed by Sanchez (2007), are Generosity and Sharing, Respect for Women and the Elderly, Getting Along with Nature, Individual Freedom, and Courage and were used in the organization, coding, and analysis of the data. The theoretical framework that guides this study is Tribal Critical Race Theory (Brayboy, 2005), created in order to address issues from an indigenous perspective. This study found that while overt racism has declined, colonialism and assimilation were still used as models when American Indians were depicted in the five selected textbooks. It also discovered the portrayal of American Indian women to be particularly influenced by the models of colonialism and assimilation.

This paper takes into view the broad range of contemporary conflicts regarding outdoor lighting. It proposes a working-definition that allows for differentiating lighting conflicts from other forms of lighting-related contention, as well as an analytical framework that allows for the structured description of individual lighting conflicts, and the comparative analysis of multiple cases. The analytical framework was developed based on the social-scientific analysis of media reports of existing conflict cases in Europe and North America, and informed by existing knowledge from the fields of lighting and conflict studies. A central challenge for developing such a framework is dealing with the high level of contingency and complexity of lighting conflicts. The framework reduces this complexity by focusing its field of vision to those aspects that are directly related to the lighting and its contestation. For each of these aspects, it provides sets of descriptive variables that allow for describing the conflicts’ individuality in a standardized – and thus comparable – way. The framework strictly separates the regarded aspects from their judgment by the conflict parties, making it possible to contrast their views on one and the same lighting situation. A visual template supports the process of analysis. It allows for depicting individual cases in short, and for clearly identifying where perspectives differ. At the multiple-case level, the framework not only opens up possibilities for spatial and temporal comparisons of lighting conflicts and the subsequent development of typologies, but also for harnessing their potential for informing the development of more sustainable planning and policy approaches for artificial lighting.

This chapter is intended as a contribution to the establishment of a theoretical foundation for the e-commerce field. Our specific contribution to methodology is through the description of a qualitative approach based on multiple case studies across industry and country boundaries. This has enabled us to propose an analytical framework that will identify the triggers for value chain transformation that will encourage SMEs to adopt e-commerce. The chapter describes seven elements that make up this framework, including the automation of value activity interactions between partners in the value chain. These elements form the basis for a discussion of future trends.

This chapter presents a cultural diagnosis of three schools of differing effectiveness states – ‘excelling', ‘mostly effective' and ‘under academic watch' within Trinidad, which face socio-economic challenges. It utilizes a multi-method, multiple case study approach and presents an adapted conceptualization of school culture, which is used as an analytical framework to diagnose the professional orientation of teachers within the cultures of the participating schools. Findings reveal that teachers' professional orientation, particularly their dispositions and psychological states, are critically important to many aspects of schooling, including students' orientations and their academic performance and achievement.

In 1911, a group of American Indian intellectuals organized what would become known as the Society of American Indians, or SAI. SAI members convened in annual meetings between 1911 and 1923, and for much of that period the Society’s executive offices were a hub for political advocacy, lobbying Congress and the Office of Indian Affairs (OIA), publishing a journal, offering legal assistance to Native individuals and tribes, and maintaining an impressively voluminous correspondence across the country with American Indians, “Friends of the Indian” reformers, political allies, and staunch critics. Notable Native activists, clergy, entertainers, professionals, speakers, and writers—as well as Native representatives from on- and off-reservation communities—were active in the Society. They worked tirelessly to meet daunting, unrealistic expectations, principally to deliver a unified voice of Indian “public opinion” and to pursue controversial political goals without appearing too radical, especially obtaining U.S. citizenship for Indian individuals and allowing Indian nations to access the U.S. Court of Claims. They maintained their myriad activities with scant financial resources solely through the unpaid labor of dedicated Native volunteers. By 1923, the challenges exhausted the Society’s substantial human and miniscule financial capital. The Native “soul of unity” demanded by non-white spectators and hoped for by SAI leaders could no longer hold the center, and the SAI dissolved. Their work was not in vain, but citizenship and the ability to file claims materialized in circumscribed forms. In 1924 Congress passed the Indian Citizenship Act, granting birthright citizenship to American Indians, but citizenship for Indians was deemed compatible with continued wardship status. In 1946 Congress established an Indian Claims Commission, not a court, and successful claims could only result in monetary compensation, not regained lands.

This Article employs the emergent analytical framework of Dis/ability Critical Race Theory (DisCrit) to offer a race-conscious critique of a set of immigration laws that have been left out of the story of race-based immigrant exclusion in the United States—namely, the laws that exclude immigrants based on mental health-related grounds. By centering the influence of the white supremacist, racist,and ableist ideologies of the eugenics movement in shaping mental health-related exclusionary immigration laws, this Article locates the roots of these restrictive laws in the desire to protect the purity and homogeneity of the white Anglo- Saxon race against the threat of racially inferior, undesirable, and unassimilable immigrants. Moreover, by using a DisCrit framework to critique today’s mental health-related exclusionary law, INA § 212(a)(1)(A)(iii), this Article reveals how this law carries forward the white supremacist, racist, and ableist ideologies of eugenics into the present in order to shape ideas of citizenship and belonging. The ultimate goal of the Article is to broaden the conceptualization of race-based immigrant exclusion to encompass mental health-related immigrant exclusion, while demonstrating the utility of DisCrit as an exploratory analytical tool to examine the intersections of race and disability within immigration law.

Racism is pervasive, endemic, and historically rooted in systematic assumptions inherent in superiority based on race and requires the critical attention of all social workers. The National Association of Social Workers (NASW) has made strides in tackling racism as demonstrated by the social worker and civil rights activist Whitney Young Jr. (1921–1971), other pioneers, and more recently, the NASW zero-tolerance racism policy. Undergirded in empirical discussion, this article leads with the etymology of race(ism), followed by a discussion of Racial Formation Theory and Critical Race Theory. The article gives a historical sketch of racism, followed by examples of its contemporary indicators—throughout social institutions—in the United States. Racism is pervasive and impinges on micro-level and macro-level systems. It is, therefore, beyond the scope of this article to address how racism impacts each group in America. Social work scholars and other experts have provided extensive empirical documentation about the historical trauma and sufferings of other racial groups (e.g., Native Americans/Native peoples/American Indians, Mexican Americans) discussed elsewhere. Specifically, the racism endured by blacks in America is the emphasis of this article. Themes of “colorism” and historical trauma are provided to contextualize advances in national reform and encourage a broader conversation about the racism that blacks experience globally. In addition, this article highlights strides by the social work profession to eradicate racism. Implications for social work are discussed.
