Fissidens gracilifolius, Leptodontium flexifolium, Lindbergia dagestanica, Tortella bambergeri are recorded for the first time in the Republic of North Osetia — Alania. Rare species for the Republic are discussed: Fabronia ciliaris, F. pusilla, Lindbergia grandiretis, Tortula modica, Weissia wimmeriana, Zygodon rupestris.

First records of Myxomycetes from the Republic of Tuva, Russia, are presented. We identified 24 species of myxomycetes from 12 genera, 7 families and 4 orders in the State Natural Customer “Sut-Khol”. For the Republic of Tuva, 14 species of myxomycetes have been identified for the first time. Arcyria globosa, first identified on the bark of a live Сaragana in the Asian part of Russia using the “moist chamber”. We have also identified a rare species of Echinostelium fragile on the bark of a live Pinus sylvestris.

The complex studies of mesotrophic and aapa mires in the Luza R. basin (subzone of middle taiga, Republic of Komi) have been carried out. The aapa mires have been recorded in this region for the first time, it was considered earlier that the southern boundary of distribution of aapa mires in the Republic went near the Peteldin settlement (southward of the Ust-Schugor R.). The general characteristics of different mire types has been given, the rare species of the Red Book of RK have been revealed. The decifering of aerial photos has been made and geobotanical maps have been compiled.

В изучении истории Великой Отечественной войны, как правило, основное внимание уделялось героике – битвам, сражениям, славным воинам. Гораздо меньше исследовательского внимания пришлось на военную повседневность, трудовые будни тыла. Актуальность этого вопроса сегодня заключается в многочисленных попытках фальсификации истории войны. К сожалению, тема тыла в условиях оккупации отдельных регионов стала использоваться в провокационных проектах, направленных на разжигание межнациональной розни. Ангажированность и политизированность таких исследований подтверждается многочисленными тиражами отдельных «трудов», очерняющих вклад народов страны в победу. Противостоять таким попыткам необходимо с позиций академической науки. В настоящей статье рассматриваются трудовые процессы, происходившие в тылу боевых действий в Северной Осетии: всеобщая мобилизация трудового населения на помощь фронту, деятельность промышленных предприятий на территории республики. Поставленные вопросы в той или иной степени нашли свое отражение в советской историографии, но многие события и явления, оказавшиеся на периферии исследовательского внимания, нуждаются в анализе или переосмыслении. В настоящей статье впервые вводятся в научный оборот новые источники – материалы периодической печати военных лет: республиканской газеты «Социалистическая Осетия», а также заводских газет «На рельсы» и «Рабочий Электроцинка», которые существенно дополняют сложившиеся представления о жизни тыла ‒ хорошо организованного хозяйственно-экономического, социально-политического и культурного пространства, с помощью которого удалось остановить врага от захвата столицы ‒ города Орджоникидзе, и дальнейшего продвижения немецкой армии в Закавказье. Study of the history of the Great Patriotic War, as a rule, focuses on heroics − battles, glorious warriors. Much less research attention was paid to military everyday life and the working days of the rear. The relevance of this issue today is accounted for by numerous attempts to falsify the history of the war. Unfortunately, the topic of the rear under the occupation of certain regions began to be used in provocative projects aimed at inciting ethnic hatred. Partisanship and politicization of such research is confirmed by numerous copies of individual "works" to blacken the country's contribution to the victory of the peoples. It is necessary to resist such attempts from the standpoint of academic science. This article discusses the labor processes that took place in the rear of the hostilities in North Ossetia: the general mobilization of the working population to help the front, the activities of industrial enterprises in the republic. The questions raised, to one degree or another, were reflected in Soviet historiography, but many events and phenomena that have fallen on the periphery of research attention need analysis or rethinking. This article for the first time introduces into scientific circulation new sources − materials from the periodical press of the war years: the republican newspaper "Socialist Ossetia", as well as the factory newspapers "On the Rails" and "Electrozinc Worker ", which significantly complement the prevailing ideas about the life of the rear − a well-organized economic, socio-political and cultural space, with the help of which it was possible to stop the enemy from seizing the capital − the city of Ordzhonikidze, and further advance the German army in Transcaucasia.

The paper provides the data on aphyllophoroid fungi of the planned protected area “Haapalampi–Northwest shore of Lake Ladoga” situated in the Sortavala District of the Republic of Karelia. The list includes 216 species annotated by data on their habitats, substrates and frequency. In total 11 species of aphyllophoroid fungi protected in the Republic of Karelia (Krasnaya…, 2007) were found in the protected area. Athelia binucleospora, Byssocorticium pulchrum, Hydnum ellipsosporum, H. umbilicatum, Junghuhnia autumnalis, Phanerochaete livescens, Phlebia subcretacea, and Vuilleminia alni are published for the first time for the Republic of Karelia. The specimens of new and rare species are kept in the Mycological Herbarium of the Komarov Botanical Institute RAS (LE).

The genus Lemanea and a species belonging to this genus, Lemanea fucina Bory 1808, are reported for the first time in the Republic of Montenegro (southeast Europe, in the river Tara, at one locality - ?Splaviste? (N-43? 07? 721?, E 019? 18 ?609?). This is a new finding, and also the southernmost point of occurrence of this species in Europe. The species is characteristic mostly for rivers of the countries of northern and western Europe. The variable morphological characteristics of this species are described and illustrated in this work.

A rare species of fungi, Hypsizygus marmoreus, collected in the Republic of Tyva, Russia, and a rare species of myxomycetes, Reticularia olivacea, collected in the Mongolia, were recorded for the first time in Inner Asia. The article provides a photographs of fruiting bodies of these species, distribution in world is provided.

The paper is devoted to ethno-cultural landscapes of the Republic of Tuva. Ethnocultural landscapes (ECLs) are specific socio-environmental systems that developed as a result of the interaction of ethnic groups with their natural and social environments and are in a constant process of transformation. An attempt is made to identify the mechanisms of the formation, functioning and dynamics of ethnocultural landscapes in the specific conditions of the intracontinental cross-border mountain region, as well as to establish the main factors-catalysts of their modern changes. For the first time an attempt is made to delimit and map the ethnocultural landscapes of Tuva. For this, literary sources, statistical data and thematic maps of different times are analyzed using geoinformation methods. The results of 2014-2018 field studies are also used, during which interviews with representatives of different ethno-territorial, gender, age and social groups were taken. It is revealed that the key factors of Tuva’s ethnocultural landscape genesis are the natural isolation of its territory; the features of its landscape structure; the role of government; population migrations from other regions and the cultural diffusion provoked by them. 13 ethnocultural landscapes are identified at the regional level. Their modern transformation is determined by the shift of climatic cycles, aridisation, globalisation of sociocultural processes, changes in economic specialisation and ethnopsychological stereotypes.

This article reports the occurrence of the thalloid liverwort Cyathodium denticulatum Udar et Srivastava was collected first time from the Achanakmar – Amarkantak Biosphere Reserve (AABR) Bilaspur, Chhattisgarh. It is shown that Cyathodium denticulatum a narrow Himalayan endemic has been reported earlier from Darjeeling, India. There is no record of its occurrence from central India. Cyathodium denticulatum is a rare species known only from eastern Himalayan region. A key to related Indian taxa and taxonomic description is provided.

The history of local government in South Africa dates back to a time during the formation of the Union of South Africa in 1910. With regard to the status of local government, the Union of South Africa Act placed local government under the jurisdiction of the provinces. The status of local government was not changed by the formation of the Republic of South Africa in 1961 because local government was placed under the further jurisdiction of the provinces. Local government was enshrined in the Constitution of the Republic of South Africa arguably for the first time in 1993. Under the interim Constitution local government was rendered autonomous and empowered to regulate its affairs. Local government was further enshrined in the final Constitution of 1996, which commenced on 4 February 1997. The Constitution refers to local government together with the national and provincial governments as spheres of government which are distinctive, interdependent and interrelated. This article discusses the autonomy of local government under the 1996 Constitution. This it does by analysing case law on the evolution of the status of local government. The discussion on the powers and functions of local government explains the scheme by which government powers are allocated, where the 1996 Constitution distributes powers to the different spheres of government. Finally, a conclusion is drawn on the legal status of local government within the new constitutional dispensation.
