Despite its potential for curbing greenhouse gas emissions, carbon taxation encounters strong public resistance in many countries. However, social acceptability of carbon taxation heavily depends on how the generated revenues are used. Citizens prefer carbon taxation schemes where tax revenues are earmarked for environmental protection rather than for non-environmental purposes (e.g., lowering the value-added tax or labour taxes). Here, we test the hypothesis that acceptability varies across earmarking domains according to a mental accounting heuristic, by which people create mental budgets where the origin of revenues is matched thematically with their domain of use. Across two experiments conducted in the United Kingdom and in France (Ntotal = 3500), we show that citizens display a specific preference for tax designs where the earmarking domain is matched with the revenue source (i.e. a carbon tax earmarked for environmental protection), relative to an unmatched tax scheme. Moreover, we find that acceptability of carbon taxation increases with the proportion of tax revenues earmarked for environmental protection.

Carbon taxes are widely regarded as a potentially effective and economically efficient policy instrument for decarbonizing the global energy supply and thus limiting global warming. The main obstacle is political feasibility because of opposition from citizens and industry. Earmarking revenues from carbon taxation for spending that benefits citizens (i.e., revenue recycling) might help policy makers escape this political impasse. On the basis of choice experiments with representative samples of citizens in Germany and the United States, we examine whether revenue recycling could mitigate two key obstacles to achieving sufficient public support for carbon taxes: (i) declines in support as taxation levels increase and (ii) concerns over the international economic level playing field. For both countries, we find that revenue recycling could help achieve majority support for carbon tax levels of up to $50 to $70 per metric ton of carbon, but only if industrialized countries join forces and adopt similar carbon taxes.

Environmental tax in general is one of the state's instruments in environmental protection and financing of the environmental protection measures. The purpose of the tax is to encourage business entities to reduce emissions / discharges of pollutants into the air / water bodies, to establish direct dependence of the amount of tax deductions on the degree of negative impact on the environment, mobilization of funds to budgets of different levels in order to finance the costs of protection and rational use of natural resources. This article examines and compares with Ukraine and EU countries the experience, rates and background policies of the carbon taxation. The carbon tax as an environmental tax with a significant effect on economic and legal incentives for business entities and state authorities to fulfill the policy of energy efficiency, energy saving and energy transition to renewable energy sources what is coincided with the mitigation of greenhouse gas emissions and achievement of National Determined Contributions according to the Paris Agreement and Kyoto Protocol. The main issue is that rate of carbon tax, used nowadays in Ukraine is not being sufficient to provide the energy transition of country economy to the less consuming model according the examples from Germany, Netherlands, Finland and other countries of Europe. Interconnected linkage between carbon tax, energy and climate policy is proven in the article along with mechanisms of economic, political and environmental peculiarities and benefits of the carbon taxation regulation improvement in national legislation

Aim of the study. Analysis of medical tourism’s organizational features based on the example of the large medical organizations in the United Kingdom, South Korea, Italy and China. Materials and methods. The data were collected by the authors by interviewing the heads of medical organizations and their deputies in the United Kingdom, South Korea, Italy and China (3–4 respondents per medical organization) using the developed questionnaire to identify the main mechanisms and tools for organizing the export of medical services. SWOT-analysis (Strengths; Weaknesses; Opportunities; Threats) was performed in order to comprehensively evaluate the received information. Results. Along with weaknesses and threats that slow down the development of medical services exports, strengths (internal factors) and opportunities ( external factors) that contribute to the development of medical tourism were also identified: the widespread popularity of the brand of medical organizations abroad which is associated with the provision of premium medical services; versatility and ability to conduct high-tech surgical operations; the presence of a separate premium class building and an international department for working with foreign patients and promoting a medical organization in the world market; well-established business relationships with assistance companies; foreign medical personnel who speak foreign languages and possess necessary skills to treat foreign patients; developed electronic medical care system; developed system of quality control of medical care; the presence of branches in other countries; the presence of a medical visa in the system of legislation; established cooperation with many countries at the embassy level; state licensing and accreditation for the provision of medical services to foreign citzens; the availability of a state website on the provision of medical assistance to foreign citizens; the possibility of the age of value added tax. Conclusion. We identified main patterns in the organization of export of medical services that can be applied to develop this direction in medical organizations of the Russian Federation during the analysis the strengths and weaknesses of four large medical organizations abroad, as well as external factors that affect the work of these medical organizations.

Abstract Public opinion on complex policy questions is shaped by the ways in which elites simplify the issues. Given the prevalence of metaphor and analogy as tools for cognitive problem solving, the deployment of analogies is often proposed as a tool for this kind of influence. For instance, a prominent explanation for the acceptance of austerity is that voters understand government deficits through an analogy to household borrowing. Indeed, there are theoretical reasons to think the household finance analogy represents a most likely case for the causal influence of analogical reasoning on policy preferences. This article examines this best-case scenario using original survey data from the United Kingdom. It reports observational and experimental analyses that find no evidence of causation running from the household analogy to preferences over the government budget. Rather, endorsement of the analogy is invoked ex post to justify support for fiscal consolidation.

Abstract Background The introduction of a carbon tax on passenger transport is currently being discussed in Germany. Various stakeholders favour a consumption-based, revenue-neutral carbon tax with a uniform lump-sum offset for private households and a tax rate of 40 € per ton of CO2. Objective In this study, we examine the distributional effects of carbon taxation for the German passenger transport sector under the assumption of the proposed tax model. We discuss as to what extent which socioeconomic groups would be burdened and who might even benefit from carbon taxation. To answer these questions we use a uniquely modelled data set that encompasses all forms of passenger transport (i.e. in Germany and abroad) of the German resident population over 1 year. The national household travel survey Mobility in Germany 2017 is the basis of the microscopic data set. We derive annual CO2 emissions and carbon tax burdens for various population groups using the data on passenger transport, as well as specific emission factors. Results Results show that low income households, retirees, single parents and family households with two or more children would benefit from the proposed carbon taxation scheme due to below-average emissions per person; in contrast, working age households without children and car owners with heavy car use would be burdened. Our results are of particular relevance to transport researchers, transport politicians and decision makers as a basis for designing, developing and introducing a carbon taxation scheme.

Scientists highlight that actions that address environmental protection and climate change can also help with reducing infectious disease threats. Results using data from a national sample survey in New Zealand indicate that perceptions of co-benefits of actions to address environmental protection that also protect against infectious disease outbreaks such as the coronavirus is associated with policy support and political engagement. This association was partly mediated through perceived collective efficacy. Local councils with higher level of community collective efficacy were more likely to declare climate emergency. Communication about potential co-benefits is likely to shape public engagement and enact policy change.

Although the idea of carbon tax was debated widely in the early 1970s, the first carbon taxes were imposed in some Northern European countries at the beginning of the 1990s. Since the Paris summit in 2015, there has been a growing interest in carbon tax that has begun to increase again. Although Turkey’s share of carbon emissions in terms of total global emissions is low, the rate of increase in emissions has increased in recent years and should be a cause for concern. Therefore, the aim of this paper is to analyze the possible effects of carbon taxes on Turkey’s economy by disaggregating the electricity sector a by using the computable general equilibrium model. Simulation results show that carbon taxation is a highly effective means to reduce carbon emissions. Despite all sectors being adversely affected, some low emission energy, textile, and other service sectors benefit from carbon pricing. The results also indicate macroeconomic costs of imposing a carbon tax at $7 per ton of carbon in terms of the decrease in GDP by 0.061% and associated with per capita utility of the representative household by 0.09% in scenario a. Imposition of successively higher carbon taxes in scenario b and scenario c results in 5.75, 12.02, and 16.95% reduction in carbon emissions at decreasing rate, respectively. However, these reductions are also accompanied by a decrease in real GDP and per capita utility from household expenditure, as macroeconomic costs, in scenarios a, b, and c at increasing rates.
