This paper presents the analysis of European smart city narratives and how they evolved under the pressure of the COVID-19 pandemic. We approach the smart city concept from the critical perspective of surveillance capitalism, as proposed by Zuboff, to highlight the growing privacy concerns related to technological development. We have collected and analysed 184 articles regarding smart city solutions, published on social media by five European journals between 2017 and 2021. We adopted both human and machine coding processes for qualitative and quantitative analysis of our data. As a result, we identified the main actors and four dominant narratives: regulation of AI and facial recognition, technological fight with the climate emergency, contact tracing apps, and the potential of 5G technology to boost the digitalisation processes. Our analysis shows the growing number of positive narratives underlining the importance of technology in fighting the pandemic and mitigating the climate emergency. Although the discourse on surveillance is often accompanied by the consideration of the right to privacy, those types of concerns are central for only two topics out of the four we discovered. We found that the main rationale for the development of surveillance technologies relates to the competitiveness of the EU in the global technological rivalry, rather than increasing societal wellbeing or safeguarding the transparency of new policies.

This paper will detail smart city initiatives in West Baltimore and evaluate different approaches to ensure the right to privacy and the right to information access of lower-income communities of color. After evaluating these approaches, this paper proposes recommendations to facilitate the right to privacy and the right to information access in lower-income communities.

The object and justification of this chapter is to analyse how Smart Cities will have an impact on workers' social welfare. Another aspect is the opportunity for businesses immersed in Smart Cities to improve working conditions through corporate social responsibility, reverting in this way to the society all that they have to offer. The future of employment in Smart Cities is analysed. Anyway, the realisation of the present work also has allowed to check how finds Spain in the implantation of this model of Cities and as they are involved the Spanish companies. In this sense, the investigation after an unproductive analysis and conceptual of the terms business social responsibility and smart quote analyses the implication of the right of the work in the new cities through the repercussion of these in the conditions of work of the workers taken by the companies so much of the small, of the average as of the big company, to finish with conclusions. It analyses the normative activity that Spain has developed specifically in this regard and his plans in the aim 20/20.

Smart cities are now an established area of technological development and theoretical inquiry. Research on smart cities spans from investigations into its technological infrastructures and design scenarios, to critiques of its proposals for citizenship and sustainability. This article builds on this growing field, while at the same time accounting for expanded urban-sensing practices that take hold through citizen-sensing technologies. Detailing practice-based and participatory research that developed urban-sensing technologies for use in Southeast London, this article considers how the smart city as a large-scale and monolithic version of urban systems breaks down in practice to reveal much different concretizations of sensors, cities, and people. By working through the specific instances where sensor technologies required inventive workarounds to be setup and continue to operate, as well as moments of breakdown and maintenance where sensors required fixes or adjustments, this article argues that urban sensing can produce much different encounters with urban technologies through lived experiences. Rather than propose a “grassroots” approach to the smart city, however, this article instead suggests that the smart city as a figure for urban development be contested and even surpassed by attending to workarounds that account more fully for digital urban practices and technologies as they are formed and situated within urban projects and community initiatives.

This study elaborates the elements which are important in the development of the smart city strategy, both at national and local level. They should provide a good foundation for the development of a longterm sustainable and comprehensive smart city concept. When developing the strategy itself, it is necessary to follow the examples of the smart cities in Europe, Region and based on their experience, to identify advantages and disadvantages in order to form clear goals and vision. This study also gives the proposal for defining the elements necessary for establishing the smart cities development strategy as a solution for improving the quality of life in cities, and therewith overall social and economic sustainable development of a country. Montenegro and the city of Budva have been developed as a case study. Montenegro is keeping pace with technological development and therewith the need to define a development strategy for its smart cities. This study emphasizes the role of state bodies, institutions and citizens themselves in that process.

Abstract. The industrial and academic interest of the research on mobile service recommendation systems based on a wide range of potential applications has significantly increased, owing to the rapid progress of mobile technologies. These systems aim to recommend the right product, service or information to the right mobile users at anytime and anywhere. In smart cities, recommending such services becomes more interesting but also more challenging due to the wide range of information that can be obtained on the user and his surrounding. This quantity and variety of information create problems in terms of processing as well as the problem of choosing the right information to use to offer services. We consider that to provide personalized mobile services in a smart city and know which information is relevant for the recommendation process, identifying and understanding the context of the mobile user is the key.This paper aims to address the issue of recommending personalized mobile services in smart cities by considering two steps: defining the context of the mobile user and designing an architecture of a system that can collect and process context data. Firstly, we propose an UML-based context model to show the contextual parameters to consider in recommending mobile services in a smart city. The model is based on three main classes from which others are divided: the user, his device and the environment. Secondly, we describe a general architecture based on the proposed context model for the collection and processing of context data.

Every smart city has digital technology, but not every city has a digital technology called ‘smart'. This chapter focuses on the impact of digital technologies on nightlife in public spaces. The literature describes the third place as a dramatic zone of situations that articulate current events, referring to the urban nightlife atmosphere as a type of transformation of daily life. The conclusion reveals the importance of understanding cognitive and environmental adaptations to describe daily social life at night. The main finding is that smart city elements differ in terms of technological and digital components. The right description of smart cities and nightlife design will help to plan and develop public spaces in cities.

Contribution: This study contributes to scientific literature by detailing the impact of specific factors on the privacy concerns of citizens living in an African city Findings: The findings reveal that the more that impersonal data is collected by the Smart City of Cape Town, the lower the privacy concerns of the digital natives. The findings also show that the digital natives have higher privacy concerns when they express a strong need to be aware of the security measure put in place by the city. Recommendations for Practitioners: Practitioners (i.e., policy makers) should ensure that it is a legal requirement to have security measures in place to protect the privacy of the citizens while collecting data within the smart city of Cape Town. These regulations should be made public to appease any apprehensions from its citizens towards smart city implementations. Less personal data should also be collected on the citizens. Recommendation for Researchers: Researchers should further investigate issues related to privacy concerns in the context of African developing countries. Such is the case since the population of these countries might have unique cultural and philosophical perspectives that might influence how they perceive privacy. Impact on Society: Cities are becoming “smarter” and in developing world context like Africa, privacy issues might not have as a strong influence as is the case in the developing world. Future Research: Further qualitative studies should be conducted to better understand issues related to perceived benefits, perceived control, awareness of how data is collected, and level of privacy concerns of digital natives in developing countries.

On March 11 2020, the World Health Organization (WHO) officially categorized the Coronavirus disease (COVID-19) as a global pandemic. The rapid spread of COVID-19 prompted governments all around the world to take steps toward controlling the pandemic and its significant socio-economic impacts. Digital technology has been relied upon to provide innovative solutions to aid efforts of stopping the spread of COVID-19. One such innovation is the development and implementation of contact tracing applications or apps. The use of these apps allows public health authorities to track confirmed cases of COVID-19 and mitigate its transmission. However, as useful as they may be, there exists a well-grounded fear that contact tracing apps may be used as a tool to broaden government surveillance powers. This is especially true among member nations of the Association of Southeast Asian Nations (ASEAN), where domestic regulations guaranteeing the right to privacy and protection of personal data are relatively weak. Additionally, ASEAN lacks a comprehensive and strong regional mechanism for the protection of human rights and personal data. This paper aims to analyze the implementation of contact tracing apps in ASEAN member states, whether its implementation fulfills the international standards of the protection of the right to privacy and personal data, as well as provide recommendations to ensure that countries do not spiral towards a state of unrestricted government surveillance.
