Kanchanpur district is one of the disaster-prone districts identified by Nepal Risk Reduction Consortium (NRRC). Every year the community of Kanchanpur district are affected by multi-disaster primarily flood. The most communities are highly vulnerable due to the poverty, disadvantage caste and ethnicity, hazard, education etc. This study endeavour to explore the status of community initiative to build up disaster resilient. This study covers 10 villages of Mahakali river basin in Kanchanpur district. The villages are under the process of disaster resilience through establishing Community Disaster Management Committee (CDMC), who supports to get access to disaster risk reduction (DRR) information, vulnerability and capacity assessment and developing trained man power for preparedness and response.

This paper explores the policy concept and community enactments of ‘shared responsibility’ for disaster resilience in the context of wildfires in Victoria, Australia. Since the state-wide Black Saturday fires of 2009, we contend, first, the State’s decreasing ability to protect its citizens has shifted the responsibility for adapting to uncertainty to individuals, and second, this responsibility has been translated into compliance approaches to disaster risk management. We develop the concept of two distinct imaginaries at play: the reactive and the relational life. Policy discourse invokes a reactive life, a normative resilience maintaining the status quo, rather than a potentially transformative relational process enabling citizens to be ‘response-able’. Facing uncertainties, government legitimacy hinges on increasing citizen safety, with decentralised community resilience programs intended to manage and reduce disaster risk by emphasising shared responsibility. For citizens, however, ‘shared responsibility’ reveals an increasing tension in relation to the risk and uncertainty associated with life on the newly designated ‘fire-prone’ periphery, and within expectations of government. We conclude that the emphasis on responsibility as the work to be done in community-based resilience programs demands a more nuanced set of expectations that reflect citizens’ relational life as a starting place for rethinking safety and security.

This paper outlines the process of formalizing Priority Action 4, “Build Back Better,” in recovery, rehabilitation, and reconstruction in Sendai Framework for Disaster Risk Reduction 2015–2030. We propose this formalization by introducing the background and existing framework of recovery, rehabilitation, and reconstruction, a case-study of Post-War Japan, and the outcome of discussions implemented in the Global Forum on Science and Technology for Disaster Resilience 2017 held at the Science Council of Japan in Tokyo on November 23–25, 2017. This paper also summarizes the results of discussions regarding further development of Priority Action 4.

BUILDING RESILIENCE BASED COMMUNITIES IN DISASTER RISK REDUCTION IN THE PILOMONU VILLAGE GORONTALO REGENCY. This article discusses the concept of community-based disaster risk reduction so that it can realize community resilience to disasters. The implementation of community-based disaster resilience programs uses participatory approaches, observation, interviews, socialization, training, and Forum Group Discussion (FGD). The establishment of the PRB and TSBM forums received a positive response from the community because Pilomonu Village was classified as a disaster-prone village, especially landslides and floods. Analysis of the resilience index conducted by the forum based on indicators and achievements found that Pilomonu Village is included in the category of 'village not yet strong' and the level of preparedness is low. Indicators of community disaster resilience that have been established and adjusted in the document can be the main focus of all parties related to disaster risk management. The PRB and TSBM forum are those who have overall access to improving disaster resilience because forum skills in involving stakeholders are a determinant of the success of disaster resilience to lower-level communities. Integration between the Pilomonu Village government program and disaster risk reduction forums can guarantee the sustainability of forum performance.

Purpose The purpose of this paper is to analyze the status quo of disaster risk reduction (DRR) policy and legislation in Cameroon. Design/methodology/approach Using a qualitative method, this paper examines historical data from sectoral administrative reports, plans, declarations, commitments and speeches, texts and peer-reviewed journals on disaster and risk management in Cameroon for the period 1967-2017. Empirical data from ten selected government sectors were used to analyze the status quo, together with quantitative data collected by using four instruments (i.e. HFA Priority 1 & 4, USAID Toolkit, GOAL Resilience Score and the Checklist on Law and DRR). Findings Findings show that Cameroon largely still practices disaster response through the Department of Civil Protection. Transparency and accountability are the sine qua non of the state, but the lack thereof causes improper implementation of DRR within development institutions. DRR is seen as an ad hoc activity, with the result that there is not effective institutional capacity for implementation. The need to develop a new national DRR framework is evident. Originality/value Analyzing the status quo of DRR in Cameroon could assist with the review and reevaluation of a new DRR framework within the Cameroonian territory.
