The measures for effective investment control of construction project include: raise the scientific nature of feasibility study report, compile practical and feasible design task book, strengthen design bidding and quota design, optimize design scheme, compile scientific bidding documents, properly sign construction contracts, strictly control design changes, strengthen investment management of equipment and material, make good analysis on investment and budget, strictly control payment progress and quality, correctly prevent and treat claims, and carefully examine and verify quantities and costs.

The article considers the legal aspects of construction law in Latvia in 1920–1940, describing historical legal aspects of the building plan (construction project, building design) approval process. Requirement to approve the building plan was the main precondition for implementing the idea of construction. The article is the first study about legal aspects of the construction industry on the issue of the building plan approval process in Latvia in 1920–1940.

Rework can bring negative effect to construction project. This research aims to identify the importance level of factors causing reworks in structural, finishing, and mechanical, electrical and plumbing (MEP) works by a way of importance performance analysis (IPA). In order to reach this objective, the research evaluates the degree of occurrence the factors in each type of works and analyzes the level of difficulty in preventing the occurrence of the factors. The results are based on questionnaire survey, involving general and MEP contractors in Surabaya. Design related factors are the most frequent and most difficult to prevent in structural and finishing works. In MEP works, the most frequent factors are tight construction duration and unclear instructions from owner and designer; whilst insufficient owner’s capital is the most difficult to prevent. The research finds two factors that have high importance level, i.e. design changes and insufficient detail drawings.

Changes will always occur in project construction and can not be avoided. Many factors can cause changes in the construction project. Most dominant factors of cause of changes in project construction is design change. Design changes will have bad impact on the performance of construction projects, especially the performance of cost and performance time. Many factors can be the cause of design changes. Knowing the factors that cause a design change and knowing its behavior is very important to do. Knowing factor and behavioral of design changes that occur in project construction, and then can be managed properly, it will can be reduce the occurrence of design changes in projects construction. With the reduction of design changes will be able to improve the performance of construction projects, especially at cost and time performance. Construction projects carried out by using a project delivery system. Each project delivery system used will have different contractual relationships, rules, and responsibilities of each party involved. These differences will lead to in the occurrence differences in design change in project construction. Selection of appropriate project delivery system to complete a construction project is needed. The purpose of this paper is to provide a conceptual framework that can be used to determine the behavior, and the effect of design changes on project construction at some project delivery system used.
