As an institution that manages social funds, transparency must be met for the Amil Zakat Institution. By measuring the zakat transparency index, the Amil Zakat Institution can find out the extent of the implementation of transparency in the organisation. Information disclosure to the public is believed to increase public confidence in paying zakat at the Amil Zakat Institution. This study aims to measure the zakat transparency index of the Amil Zakat Institution in Banten Province. The Simple Additive Weighting (SAW) method is used to calculate the transparency index of zakat institutions. The Simple Additive Weighting (SAW) method is a multiple attribute retrieval method, where the weight of each predetermined dimension is multiplied by each variable weight, then added up. The results showed that the Amil Zakat Institution in Banten Province was included in the reasonably transparent category with an index of 0.706.

Subject. The article provides considerations on the formation and development of a successful person model in the modern Russian society. Objectives. The study is an attempt to model a successful person in the Russian society, when the ideological subsystem of the institutional matrix is changing. Methods. The study relies upon the theory of institutional matrices by S. Kirdina, theories of human and social capital. We focus on the assumption viewing a person as a carrier of social capital, which conveys a success, socio-economic position, social status, civic activism, doing good to your family and the public, confidence in people and association with your region. The empirical framework comprises data of the sociological survey of the Russian population in 2018. The data were processed through the factor analysis. Results. We devised a model of a successful person in today's Russian society, which reveals that a success, first of all, depends on the economic wellbeing and has little relation to civic activism. The potential involvement (intention, possibility, preparedness) in the social and political life significantly dominates the real engagement of people. The success has a frail correlation with constituents of the social capital, such as confidence in people and doing good to the public. Conclusions and Relevance. Based on the socio-economic wellbeing, that is consumption, the existing model of a successful person proves to be ineffective. The sustainability of socio-economic wellbeing seriously contributes to the social disparity of opportunities, which drive a contemporary Russian to a success in life.

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

Kursus merupakan salah satu sarana penunjang bagi setiap mahasiswa untuk menambah dan mengasah kemampuan serta pengetahuan dalam belajar. Terutama bagi jurusan teknik informatika, manajemen informatika dan sistem informasi yang memerlukan praktik dalam kegiatan belajar sehari-hari. Kursus yang diselenggarakan untuk ketiga jurusan tersebut terdiri dari 3 tingkatan, yaitu fundamental, beginner dan intermediate yang disesuaikan dengan semester yang sedang dijalani oleh mahasiswa. Materi tingkat beginner dan intermediate merupakan cabang dari kursus materi tingkat fundamental yang berjumlah 12 materi. Proses penjadwalan kursus untuk ketiga jurusan tersebut seringkali terdapat kendala berupa penentuan materi beginner yang merupakan cabang dari materi fundamental, yang masing-masing materi fundamental memiliki 2 cabang untuk tingkat beginner sehingga mahasiswa memiliki 4 cabang materi beginner sebagai pilihan yang di ambil dari materi fundamental yang telah diikuti pada tingkat 1, yaitu semester 1 dan 2. Hal ini menyebabkan pengelolaan data untuk penentuan materi dilakukan secara acak tanpa melihat prioritas tertinggi dari mahasiswa dan kriteria pendukung lainnya. Maka untuk menyelesaikan masalah yang terjadi, dibuat perancangan pembangunan sistem pendukung keputusan untuk menentukan materi tingkat beginner dengan alternatif terbaik berdasarkan dengan kriteria yang telah ditentukan akan menggunakan metode Fuzzy Multiple Attribute Decission Making (FMADM) dengan metode Simple Additive Weighting (SAW).

Decision Support Systems atau lebih dikenal dengan Sistem Pendukung Keputusan adalah bagian dari sebuah sistem informasi yang berbasis komputer termasuk sistem yang berbasis ilmu pengetahuan dan dipakai untuk mendukung pengambil  keputusan dalam suatu organisasi atau perusahaan. untuk memudahkan pimpinan dalam mengambil sebuah keputusan dibuatlah suatu sistem pengambil keputusan dengan menggunakan Fuzzy Multiple Attribute Decision Making  (FMADM) digunakan untuk mencari alternatif optimalkan dari sejumlah alternatif dengan kriteria tertentu, sedangkan metode Simple Additive Weighting (SAW). Metode SAW sering juga dikenal istilah metode penjumlahan terbobot. Konsep dasar metode SAW adalah mencari penjumlahan terbobot dari rating kinerja pada setiap alternatif dari semua atribut.

This paper introduces an auditor reliability framework that repositions the role of auditor independence in the accounting profession. The framework is motivated in part by widespread confusion about independence and the auditing profession's continuing problems with managing independence and inspiring public confidence. We use philosophical, theoretical, and professional arguments to argue that the public interest will be best served by reprioritizing professional and ethical objectives to establish reliability in fact and appearance as the cornerstone of the profession, rather than relationship-based independence in fact and appearance. This revised framework requires three foundation elements to control subjectivity in auditors' judgments and decisions: independence, integrity, and expertise. Each element is a necessary but not sufficient condition for maximizing objectivity. Objectivity, in turn, is a necessary and sufficient condition for achieving and maintaining reliability in fact and appearance.

Urban public transportation hubs are the key nodes of the public transportation system. The location of such hubs is a combinatorial problem. Many factors can affect the decision-making of location, including both quantitative and qualitative factors; however, most current research focuses solely on either the quantitative or the qualitative factors. Little has been done to combine these two approaches. To fulfill this gap in the research, this paper proposes a novel approach to the public transportation hub location problem, which takes both quantitative and qualitative factors into account. In this paper, an improved multiple attribute group decision-making (MAGDM) method based on TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) and deviation is proposed to convert the qualitative factors of each hub into quantitative evaluation values. A location model with stochastic passenger flows is then established based on the above evaluation values. Finally, stochastic programming theory is applied to solve the model and to determine the location result. A numerical study shows that this approach is applicable and effective.

‘Confidence’ is widely taken to be a crucial measure of the relationship between citizens and public services such as policing. It is acknowledged that confidence is multifaceted and hard to measure, but often discussions are based on one ‘headline’ rating of a single item, for instance: ‘What is your level of confidence in…’. The subsequent focus for research is explaining what might drive ‘confidence’, or what it might predict. We are interested in a more fundamental question: what does it mean when we ask the public if they are ‘confident’ in policing? To answer this, we analyse extensive and detailed survey data specifically designed to measure public confidence, within the jurisdiction of a UK police force – West Midlands Police. We develop then validate a three-part model of confidence as trust, fairness and presence, and find good evidence to support this model across different waves of the survey. This extends existing literature with implications for policy.

AbstrakPersoalan utama dalam upaya penanganan wabah Covid-19 adalah pemerintah kesulitan memperoleh kepatuhan masyarakat untuk mentaati kebijakannya sesuai protokol kesehatan. Berbagai kebijakan ataupun himbauan pemerintah tentang protokol kesehatan terkesan diabaikan atau tidak dipatuhi masyarakat. Studi ini menggunakan konsep legitimasi untuk memahami  ketidakpatuhan masyarakat dalam upaya penanganan wabah Covid-19. Metode yang digunakan dalam studi ini adalah penelurusan kepustakaan dan dokumentasi. Hasil studi menunjukkan bawha dalam penanganan Covid-19 pemerintah mengalami krisis legitimasi, sehingga pememerintah mendapatkan tentangan (resistensi), dan kepercayaan masyarakat terhadap hukum, peraturan dan keputusannya akan meluap. Hal terjadi karena pencintraan politik berlebihan yang hanya melahirkan demokrasi semu tanpa fondasi politik yang kuat. Pemerintah seperti ini sulit mengharapkan kepatuhan masyarakat dalam situasi krisis. Kata Kunci: pandemi global, krisis legitimasi, politik pencitraan Abstract The main problem in the efforts to deal with the Covid-19 outbreak was that the government had difficulty obtaining community compliance to comply with its policies according to health protocols. Various policies or government appeals on health protocols appear to be ignored or not obeyed by the public. This study uses the concept of legitimacy to understand community non-compliance in efforts to deal with the Covid-19 outbreak. The method used in this study is searching literature and documentation. The results of the study showed that in handling Covid-19 the government experienced a crisis of legitimacy, so that the government received opposition (resistance), and public confidence in the laws, regulations and decisions would overflow. This happened because of excessive political intelligence which only gave birth to pseudo democracy without a strong political foundation. Such a government is difficult to expect community compliance in a crisis situation. Keywords: global pandemic, crisis of legitimacy, imaging politics
