Modern society is characterized by dynamism of social and cultural interactions in the context of globalization of social and economic processes. According to the authors’ opinion this increases the importance of improving the quality of training, all education, including higher professional education. Improving the competitiveness of higher educational institution may make on the basis of conformity of quality of the educational product to the requirements of actual and potential consumer demand. The article raises the question of improving the quality of educational services of a higher educational institution through innovative implementations, since it is the quality of education that forms the high level of competitiveness of a university, and therefore, there is a need to create a mechanism for educational services quality management. To create this mechanism, the main subjects, objects and functions of market relations in the field of educational services were identified, and the most optimal types of innovations for institutions of higher professional education were considered. The aim of the study is to determine the essence of quality management of educational services of a modern university on the basis of innovative implementations. During the study the following methods were used: theoretical, analysis, comparison. The result: the developed model allowed us to identify the most complex areas of the quality management mechanism development. Based on this, a five-block model of the cycle of harmonizing the quality of educational services with the task of implementing innovations was developed, which will contribute to the creation of a single set of educational services and the goals of innovative potential development. Conclusion: considering the results obtained, evaluative combinations of the university’s efficiency and effectiveness indicators were identified for determining the direction of innovative development, which allow us to characterize the level of the university development and, in accordance with it, introduce the optimal type of innovations that will contribute to the successful development of the institution of higher education.

This article highlights current issues of the organization of distance learning and its role in the educational policy of the Republic of Uzbekistan. The role of this form of education as a factor in improving the quality of education in higher education is considered. One of the factors for improving the quality of education in the system of higher professional education is the widespread adoption of modern information technologies, including multimedia and virtual. Modern information technologies in combination with pedagogical technologies can significantly increase the effectiveness of the educational process; to achieve a solution to the main problem: the development of cognitive skills of students, critical and creative thinking, the ability to independently construct their knowledge, navigate in the information space.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

The article deals with the problems of professional education at the current stage of national economy’s development. The authors attract attention to the difference between the approaches to improving secondary and higher professional education. Government agencies of the highest level focus on improving the system of higher education and labour force training, but training of mid-level specialists has recently fallen out of their sight. Lately a great number of colleges have become part of higher educational institutions. However, during the latest reorganization of the Ministry of Education and Science, which resulted in foundation of the Ministry of Education, secondary professional education fell under the jurisdiction of the latter. The authors suggest uniting secondary and higher professional education into one single system and consider that as higher education. Line engineers will be trained at colleges (even on the basis of basic general education) but probably the term of training will be a little longer due to the fact that colleges are expected to be part of the university structure. Such educational programs could be implemented in regional branches of head universities to provide local industries, small and medium businesses with skilled workforce. The practice of students’ training proved that the division of Bachelors’ and Masters’ competences by the type of their future job is senseless as students do not determine their preferences for future occupation during the period of their studies. The authors suggest developing generalized competence models of graduates. The models could be used to formulate the requirements to the graduates with different level of education. Graduates with professional education will receive diploma together with a supplement containing the list of competences obtained. New Federal State Educational Systems of all levels of higher education read that professional competences are established by an educational institution itself. Therefore, the authors suggest considering issuing university diplomas instead of those of state educational standard.

The current phase of the socio-economic development in Ukraine is marked by the transformation in the national higher education system in order to harmonize it with international standards. These standards are based on the basically new competence-oriented paradigm of the higher education, making emphasis on the quality of higher professional education. An important component of the education quality is the performance of a higher education establishment (HEE), which significance is growing given the increasing competition among HEEs and stricter requirements to the transparence and information openness of their operation. This raises the relevance of the problem related with selection of indicators for assessment of HEE performance. It is pointed out that methodical approaches to quality assessment of HEEs for official accreditation and ranking purposes, practiced in Ukraine now, include the indicators capable for only fragmented assessment of HEE results and focused on education processes. These approaches to performance assessment in HEEs cause a gap between the quality of HEE performance and the quality of education provided by them. It is found that variations between indicators of domestic and international rankings by which HEE performance is assessed occur because international rankings, in contrast to domestic ones, account only for HEE performance, including job placement of graduates or applications of R&D, whereas ways to achieve the performance are considered as a matter of HEE choice.   A theoretical and methodological approach to constructing a set of indicators of HEE performance is justified, which is based on the principle that a set of these indicators must provide as full as possible coverage of goals and operative tasks of HEEs, specified in the Law of Ukraine “Higher Education”. It is argued that the result of education process as a propriety operative task of HEE must be specific achievements of graduates, expected and measurable. A set of the indicators measuring results of education activities is proposed. A number of new indicators in addition to R&D spending are proposed for assessment of R&D in HEEs. Also, specific indicators are proposed for assessment of task completion: established international relations and performed international actions in the field of education; the increased education and cultural level of citizens.   It is concluded that assessment of HEE performance need to be made by multi-criteria set of components and be based on a system of estimates.

Examined is the problem of achieving the quality of education of university graduates in implementation of competence-based learning. Shown is that when assessing quality, it is necessary to focus on achieved level of compliance with requirements. The project of the higher education reform of the Ministry of Education and Science is analyzed from the standpoint of implementation of the competence-based approach in vocational education. Attention is drawn to the need to make adjustments to the formulation of competencies of graduates, and to develop real mechanisms for achievement of such by university graduates.

Today the state is focused on the innovative way of development, on the rapid development of the economy, and rapid creation and distribution of new digital technologies. The education system, as a vital area of socio-economic activity, must be reformed in accordance with the requirements of contemporary society. Numerous organizational innovations in the educational sphere of Rossiya have been made in recent years. Characteristic features of the up-to-date system of higher professional education are: liberalization; optimization of the state and non-state sector of education; the introduction of information and communication technologies as well as changes in demand and the degree of accessibility of higher education. For these purposes there should be no doubt that the basis of all are all the necessary conditions for the further reform of Russian education.The Object of Study. Evaluation of the consequences of the introduction of the Bologna System, identifying the causes of the slow progress of reforms.The Theoretical Aspect is based on the concept of Smart-education - education, aimed at obtaining a qualitatively new educational, scientific, social and commercial results in terms of the collective production of knowledge and their multiple sources.The Empirical Aspect of the subject is based on the results of research on the dynamics of spending on education, the number of state and non-state universities, the number of students and positions of Russian universities in international rankings.The Main Theoretical Provisions of the Article. The process of reforming the national system in accordance with the requirements of the Bologna process does not take into account the specifics and features that led to the loss of the accumulated progressive achievements that existed in Russian education. The transition to a new education model is stuck in an intermediate state. At the present stage of the reform of education, the main goal should be a radical update of the content of education and its resource provision. In the USSR, after graduating from higher educational institutions, graduates were sent to work at pre-determined jobs. At the stage of transition of the country to the market, this mechanism was canceled. The supplement to the Federal Law “On Education in the Russian Federation” Article 71 (August 2018), introducing quotas for the admission of citizens for targeted training, is designed to ensure competitive conditions for the selection of trained applicants who will enroll in competitive conditions, to train professionals who, after graduating from a higher educational institution, will go to work to the region where they are in demand as specialists. If the graduates did not get a job, they or the company that signs the contract with them will have to compensate for budget expenses.The implementation of these requirements of the Federal Law requires the elimination of contradictory management decisions in terms of graduate level training, adherence to the principle of social justice, provision of sufficient budget financing in accordance with institutional changes and higher flexibility of the entire educational system.The authors consider the organizational mechanism of the system of higher professional education as a system of external and internal relations arising in the course of its functioning and changing depending on the changing goals of the educational model (administrative, collegial and market) of the university and the needs of the labour market at the federal and regional levels.

The development of trends in modern society (with its rapid development of cloud, communication technologies, technological innovations in education, scientific and technological progress) requires education to increase the dynamism and efficiency in training highly qualified specialists. The issue of providing quality educational services in order to meet the requirements and needs of the constantly changing demand for specialists, the labor market becomes urgent. The article identifies the factors influencing the quality of educational services at the modern university, describes the importance and functions of institutions of different levels in ensuring the quality of higher education, the purpose of higher education by students and audience, the level of their satisfaction with educational quality and educational process in higher education institution was found out. The analysis of assessment of educational services received by students and university audience is presented. Particular attention is paid to European institutions of assessment and quality assurance in higher education.

Today, the idea of "digitalization" of many areas of activity is being actively implemented in Russia as a factor in the implementation of modern management technologies: "digitalization" of society, "digitalization" of the economy, "digitalization" of production, "digitalization" of management, etc. This idea was not spared by the “digitalization” of the organization of higher education management and the process of training the specialists in Russian universities for domestic organizations. However, not all “good” theoretical ideas have the same “good” practical implementation, since the practice reveals many problems in this area and expects the science to advise on their solution. This article shows the problems associated with the implementation of the ideas of "digitalization" of the organization of domestic higher education and shows possible ways to overcome them and improve the quality of training students as future professionals for domestic organizations, as well as the effective use of "digitalization" in higher education to increase its efficiency as a result of scientific and technological progress. Moreover, the development of such recommendations was based on the historical and modern domestic experience of organizing higher professional education in Russian universities.
