This paper aims to create infrastructure-free networking capabilities for people in need such as when inadequate infrastructure including mobile cell towers and power supplies are damaged or when all communication means are restricted. In general, this means finding a way to communicate without mobile cell towers, repeaters, or Wi-Fi hotspots on mobile devices. This paper focuses on introducing an ad-hoc network based on Bluetooth where users can communicate without barriers. The proposed network implementation uses Google’s API Nearby Connection which is one of Google Play Services that can provide high bandwidth, low latency, encrypted data transfers between nearby devices in a fully-offline P2P mode. Kotlin language was used to program an application called BlueEmergency installed on Android devices to broadcast data as bytes payloads in a form of text messages from one node to all nodes in proximity using Bluetooth only. The test and verification of the system are performed showed that successful communication is achieved with the latest versions of both the Android operating system and Bluetooth. Finally, the designed network can be extended to cover large geographical areas by multi-hopping the messages between devices to make the system more efficient to use in the time of need.

This type of network communications is a temporary networkwith utilizing a WiFi network or Bluethoot as a medium of communications. In the entirenetwork, node moves with a speed varying and unpredictable direction. Packets data delivery from the source node to destination node by using an ad hoc network requires its owntechniques. In this research discussed the existing data communication technique inVehicular Ad Hoc Network (VANETs) Communications with attention: Broadcasting Time, Routing Protocol, Message Dissemination, Delay Tolerant Network Dissemination and / DTN.These techniques can increase the delivery ratio / sending data packets to the destination as well as a smaller delay time. In order to maintain the integrity of the data packets received bythe destination node, the authors have proposed a method of duplicate messages in thisresearch.

The recent earthquakes, tsunami events raised the necessity for having appropriate disaster warning and recovery systems. There are on-going researches in the area of mobile networks which can be directly applicable to sensor networks. In this paper, we present how the disaster warning systems can be enhanced by using these smart sensor networks. Moreover, emergency communications can use ad-hoc network architecture. In the paper, we present how emergency communications can utilize the surviving network infrastructure for transmission of data such as Audio/video conference, access to Geographic Information System (GIS) etc.

There are a number of volunteer and statutory organizations who are capable of conducting an emergency response using helicopters. Rescue operations require a rapidly deployable high bandwidth network to coordinate necessary relief efforts between rescue teams on the ground and helicopters. Due to massive destruction and loss of services, ordinary communication infrastructures may collapse in these situations. Consequently, information exchange becomes one of the major challenges in these circumstances. Helicopters can be also employed for providing many services in rugged environments, military applications, and aerial photography. Ad hoc network can be used to provide alternative communication link between a set of helicopters, particularly in case of significant amount of data required to be shared. This paper addresses the ability of using ad hoc networks to support the communication between a set of helicopters. A simplified network structure model is presented and extensively discussed. Furthermore, a streamlined routing algorithm is proposed. Comprehensive simulations are conducted to evaluate the proposed routing algorithm.

In emergency scenarios we can obtain a more effective coordination among team members, each of them equipped with hand-held devices, through the use of workflow management software. Team members constitute a Mobile Ad-hoc NETwork (MANET), whose topology both influences and is influenced by the workflow. In this paper we propose an algebraic approach for modeling workflow progress as well as its modifications as required by topology transformations. The approach is based on Algebraic Higher-Order Nets and sees both workflows and topologies as tokens, allowing their concurrent modification.
