Based on Rosstat data, the article provides a comparative analysis of population development in the Russian Federation and the Republic of Belarus, as a result it is concluded that the demographic situation in the Republic of Belarus as a whole can be regarded as more favorable compared to the Russian Federation. The general mortality in Belarus is lower, and life expectancy is longer than in the Russian Federation. Belarus has achieved particularly succesful in reducing infant, child and maternal mortality, as well as mortality from infectious and parasitic diseases and respiratory diseaseseven even in comparison with European countries-leaders of humanitarian development. However, due to lower fertility, the reproductive potential of the population of Belarus is weaker compared to the Russian Federation. The migratory attractiveness of Belarus is also lower than that of the Russian Federation. In solving demographic problems in the Russian Federation, it is proposed to use the experience of the Republic of Belarus in reducing infant, child, maternal mortality, as well as from diseases of the digestive system, respiratory system and from infectious and parasitic diseases.

Significance. The demographic crisis in Russia, registered since 2016, has deteriorated again and the forecast remains unfavorable, substantiating the need for reserves to protect the reproductive potential. Assessment of medical and demographic processes and the possibility of managing them is an important scientific and practical task, the solution of which is relevant for the Udmurt Republic against the background of the existing unfavorable trends in the socio-economic situation. Purpose of the study. To evaluate medical and demographic situation in the Udmurt Republic. Material and method. Medical and demographic indicators for 2012-2019 were studied on the basis of the Rosstat official statistics and materials of the Territorial Body of the State Statistics Service of the Udmurt Republic (according to the information support schemes approved by the Ministry of Health of the Udmurt Republic). Data of the federal statistical observation forms No. 13 for the period 2012 - 2019 were used as the research material. To compare the analyzed indicators in the Udmurt Republic, the Volga Federal District and the Russian Federation as a whole, the authors used materials available from the website of the Federal Research Institute for Health Organization and Informatics of the Ministry of Health of the Russian Federation (https://mednet.ru). To assess dynamics in the analyzed indicators, the growth rate index (%) was calculated. Results. The study has analyzed and evaluated major health and demographic indicators of the Udmurt Republic and compared them with similar indicators of the Russian Federation and the Volga Federal District. Results of the study include as follows: a steady decline in the Republic population; the reproduction indicators in the Republic are below the replacement level; low level of health across all age groups; the gynecological morbidity among females is 1.5-2-fold higher than in Russia and the Volga Federal District; high morbidity among females during pregnancy, childbirth and the postpartum period.

В статье рассматривается современное состояние приграничных муниципальных образований Республики Карелия и приграничных городов Финляндии. Проведен сравнительный анализ демографической ситуации в городах Костомукша, Лахденпохья, Питкяранта, Сортавала, Вяртсиля, Кухмо (Кайнуу Kainuu), Йоэнсуу (Северная Карелия Pohjois Karjala), Тохмаярви (Северная Карелия Pohjois Karjala), Лиекса (Северная Карелия Pohjois Karjala), Париккала (Южная Карелия). Указаны общие проблемы приграничных территорий: уменьшение численности населения снижение уровня рождаемости, высокий уровень безработицы. Crossborder cooperation between the Russian Federation and Finland is one of the important areas of international relations. The article discusses the current state of the border municipalities of the Republic of Karelia and the border cities of Finland. A comparative analysis of the demographic situation in the cities of Kostomuksha, Lakhdenpokhya, Pitkranta, Sortavala, Vyartsilya, Kuhmo (Kainuu), Joensuu (North Karelia), Tohmayarvi (North Karelia), and Parikkala (South Karelia). The general problems of the border areas are indicated: population decline reduced birth rates, high unemployment.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.

The article is devoted to the analysis of the results of the study of the ethnic identity of South Ossetians who have the citizenship of the Republic of South Ossetia and dual citizenship (the Republic of Southt Ossetia and the Russian Federation). It has been shown that the respondents’ ethnic identity is relevant and significant, which is accompanied by a positive value image of their ethnos and a positive attitude to its culture and history, which they try to preserve, traditions and norms of behavior adopted in it, as well as high satisfaction with membership in their ethno-cultural community with a pronounced need for identification with it and consolidation. The paper presents statistically reliable results of comparative analysis of indicators of ethnic identity of South Ossetians depending on citizenship: of the Republic of South Ossetia or dual (the Republic of South Ossetia and the Russian Federation).

The article provides a comparative analysis of the adversarial principle of the parties in the procedural legislation of the Russian Federation and the Republic of Armenia. The author comes to the conclusion that this principle in Russia and Armenia is normatively fixed at different levels and occupies a different place in the system of principles of national law. From the standpoint of dividing the principles of law into sectoral, inter-sectoral and general legal in the Russian Federation, the adversarial principle is inter-sectoral, and in the Republic of Armenia it is a principle of criminal procedural law. From the position of division the principles of law according to the source of consolidation in Russia, the adversarial principle is one of the constitutional principles duplicated in sectoral legislation, and in Armenia this principle is simply sectoral.

Questions of the organization of rendering an emergency medical service to the children's population of the Russian Federation are considered. They are connected with a demographic situation in the country - growth of the children's population, decrease in indicators of infantile and maternal mortality. Against common problems of system of rendering an emergency medical service in the country its pediatric link looks rather safe. Protection of motherhood and the childhood was and remains the priority direction of a state policy of our country.
