Performance and planning model for HEIS: A developmental engine for intellectual capital

BACKGROUND: HEIs implement different techniques for the problem of assessing the progress towards the notified goals or the achievements, which is the only way to ensure that the HEIs are functioning properly along the right way or not. OBJECTIVE: The aim of this paper is to propose a model for assessing the performance, which may be of interest to institutions, partners, society and students. METHODS: In this paper, the technique of performance-related goals of HEIs, and a statistical approach are proposed. The methodology of this paper will manage briefly the issues of the applicability of the technique, how to derive the “goals” for HEI’s, taking into consideration the indicators of the Intellectual Capital (Human, Organizational, and Relational), and how to collect the data from HEIs successfully. The processes of assuring the technique of performance-related goals, deriving and implementing the goals, and the acquisition and testing of data are developed. RESULTS: The findings of this paper are in two directions, i.e. in the proposing of a performance model for HEIs which is based on the goals of HEIs; and in the application side, i.e. in the practical results of the evaluation of HEIs and how to clarify the performance of institutions and how to compare between them. The findings show that the practical results are significant, and reliable. CONCLUSIONS: This paper develops a significance model for performance appraisal of HEIs, how we can compare between the performance of HEIs, and to rank their performance. The practical results of the model are both accurate and significant.

If we look at the existing irrigation methods used today in the country, then they are divided into: ground, rainfall, underground or underground, drip and spray. Basically, they are transferred to the irrigation field in two forms: through gravity and pressure irrigation systems. Naturally, a gravity irrigation system is economically more expensive than a low pressure irrigation system. The purpose of this study is to design a performance appraisal model more effectively in accordance with the company's vision and mission, namely by combining management methods based on objectives (management by objective) and graph scaling methods. In the preparation of performance appraisal models with management methods based on objectives (management by objective) and graph scaling methods, carried out with several stages, namely the first stage is planning the making of performance appraisal models, the second is job analysis, third is the preparation of management methods based on objectives (management by objective), the fourth is the preparation of the scaling method and the fifth is the preparation of the performance appraisal form. The making of this performance appraisal design will use a questionnaire method, observation and also interviews to obtain and collect information and data.  Keywords: Performance Appraisal, Management Methods, Graph Scaling.   Tujuan penelitian ini adalah untuk merancang model penilaian kinerja secara lebih efektif sesuai dengan visi dan misi perusahaan, yaitu dengan menggabungkan metode manajemen berdasarkan sasaran (management by objective) dan metode penskalaan grafik. Dalam penyusunan model penilaian kinerja dengan metode manajemen berdasarkan sasaran (management by objective) dan metode penskalaan grafik, dilakukan dengan beberapa tahapan yaitu tahap pertama adalah perencanaan pembuatan model penilaian kinerja, kedua analisis jabatan, ketiga penyusunan metode manajemen berdasarkan sasaran (management by objective), keempat penyusunan metode penskalaan grafik dan kelima adalah penyusunan formulir penilaian kinerja. Pembuatan rancangan penilaian kinerja ini akan menggunakan metode kuesioner, observasi dan juga wawancara untuk mendapatkan dan mengumpulkan informasi dan data.   Kata Kunci: Penilaian kinerja, Metode Manajemen, Penskalaan Grafik.

Introduction. Performance evaluation is the process of evaluating the implementation of the tasks of organizational members, including libraries, in accordance with the performance standards using particular way including instruments. Instruments are needed to document the evaluation carried out by the organization. Therefore, libraries need to pay attention to developa performance evaluation instrument to plan their human resources. This research explains an overview of stages in developing performance evaluation instruments in an organization, particularly libraries. Research methods. The research used a descriptive qualitative approach by involving the existing  performance evaluation dimensions. After that, the performance evaluation indicators were developed. Data analysis. The measurement of validity and reliability was valid when the correlation between items was >0.3 and when Cronbach alpha was > 0.6. The measurement of validity and reliability help to support the development of performance evaluation instruments. Results and Discussion. Of the 36 statements, only 27 items were valid and used in performance appraisal instruments. The items are arranged in a model of development of the performance evaluation instruments. Conclusion and recommendations. A good organization needs to pay attention to the right indicators in an assessment instrument. In its application, it is effective to use the 360 ​​degree method, where employees are evaluated by other staff to ensure the balance professional perspective.

This chapter provides an introduction to problems of performance, which for the most part concern post-contract formation issues, such as a promisee’s rights where the promisor has rendered a performance that is imperfect but substantial. Generally speaking, problems of performance concern sanctions for breach other than damages or specific performance, such as suspension of performance or termination of the contract by the aggrieved party. These sanctions are often much more severe than damages. For example, if a promisee has the right to terminate a contract the promisor may lose the profits she would have earned if the contract had continued in force, as well as the value, or at least the contract price, of the performance she rendered before the contract was terminated.

In industry segments such as automotive and industrial equipment the use of compressed porous materials is well known to improve the global acoustic performance of the complete system. Such porous materials should be designed in a specific way in order to reach a significant acoustic sealing performance at different compression rates. Unfortunately, there are no standard measurement procedures nor predefined material characteristics that allow the selection of the right material with the optimal acoustic performance. The main goal of this research is to link acoustic performance of compressed porous materials with intrinsic material characteristics using statistical techniques.
