The introduction of gender quota in Morocco in 2002 has been the subject of much debate revolving around the nomination processes and the ranking orders within the national list. The procedures followed by political parties can uncover other aspects related to gender dynamics. In this article, I set out to understand the processes by which female candidates are selected on the national list. While analyzing the discourses taking place concerning the recruitment process, I will try to pay attention to the gap between discourses and practices. This study allows us to go beyond the approach that looks at gender quotas as a global phenomenon, exploring at the same time the personal views of women who are experiencing the process from inside. How is gender displayed and social structures recreated through this discourse? The analysis of these discourses can contribute significantly to our knowledge of women’s political representation and political elite formation. Listening to candidates’ views about criteria of selection informs us about the way in which gendered discourses are reproduced and internalized.

This article advances a party-centric analysis of gender quotas in Brazil. We examine how parties mediate electoral rules, finding that neither the implementation of the Lei de Cotas (Quota Law) in 1995 nor its 2009 mini-reform was sufficient to induce significant change in party strategies for the nomination and election of women. Moreover, we find that while the open-list proportional representation electoral system is an important part of the explanation for the quota's failure to enhance women's representation, an analysis of how those electoral rules interact with decentralized party politics and women's absence from subnational party leadership structures yields superior explanatory power for understanding quota (non)compliance. We marshal extensive evidence on interparty variation in candidacies to Brazil's Chamber of Deputies and state legislative assemblies and interviews with candidates, party leaders, bureaucrats, and activists throughout Brazil to show how electoral rules and party dynamics interact to undermine the gender quota, resulting in a limited increase in the number of female candidates and stagnation in the number of women elected. We conclude that reform efforts must target not only electoral rules but also the subnational party structures that mediate these rules if they are to enhance women's political representation.

Research on the impact of gender quotas in open-list proportional representation systems has described quotas as ineffective or even paradoxical. While some authors argue that gender quotas without a placement mandate will be essentially ineffective since most women will be nominated to unpromising positions, others suppose that women will be disadvantaged by gender quotas because the increase in the number of female candidates will decrease the average number of preferential votes cast for women. We reexamine the evidence for these claims by analyzing the case of Poland. We demonstrate that the gender quota introduced there in 2011 increased the number of women placed at promising ballot positions and had very little impact on the number of preferential votes cast for women. Additionally, using simulations, we show that the quota had a positive impact on the number of elected women.

Problem setting. The flourishing of populism in recent years is caused, in our opinion, by an important factor – the current political bankruptcy of the Ukrainian left forces related, some way or another, to the Soviet past. Under the conditions of the authority concentration in the hands of the centrists and right centrists, the public request for social justice and more equal access of the citizens to the basic social benefits has lost common in the previous decades mechanisms of political representation. Thus, it was populists who touched on this topic and filled in the empty social and political niche. The positions of the majority of the political elite and the mood of the general public are apparently similar within the scope of this aspect. The citizens unsatisfied first of all with their economic position, which worsened sharply under the conditions of war and crisis, hope that the reforms will become the tool for the improvement of their lives. However, the reforms, in the direction of which the Ukrainian government has been mowing after the Euromaidan and which are supported by the international donors and strategic allies of Ukraine, focus on the value-based choice, which is quite different from the intrinsic to the majority of Ukrainians aspiration for “social justice”. Recent research and publications analysis. This problem was studied by such scientists as V. Haiets, O. Maidanchyk, T. Podorozhna, B. Makhonchuk, O. Yushchyk, and other scientists. Highlighting previously unsettled parts of the general problem. Analysis of the parties' programs, which nominated their candidates for deputies, found out discrepancies in their area of focus with important for the citizens problems. Some issues are covered very generally, and promises are not backed up with the mechanism of realization. Particularly, the economic block of issues related to the filling of local budget and development of local economy very faintly touches all subjects of the election process. Promises for the provision of additional benefits to medical workers, educators, and socially disadvantaged categories do not explain from which resources these promises will be funded. Moreover, election campaigns paid little attention to the demographic problem. Paper main body. Most citizens ignored the local election as they considered their role insignificant. Complicated ballots and oppressive epidemiologic statistics also became a constraining factor for many people. There was plenty of political advertisement in social media, direct meetings with electors, but there was a lack of the element of involvement or discussions. Apparently, some of the mentioned attributes are intrinsic to the politicians and public in general in western countries as well. But the main difference lies in the level of application of such attributes and the attitude to them of electors and society in general. Since it is clear: politicians act the way their electors allow them to act.  Conclusions of the research and prospects for further studies. Although the main subjects of the local election process were political parties, the party principle was of secondary meaning. During the election, the citizens of the hromads (communities) focused on the candidates of local or national level and were not interested in the election programs of the parties. But there is one detail: the current election legislation provides the imperative mandate. That is, if an elected deputy does not work well or does not follow party discipline, they can be dismissed by the decision of a party. Discussions not about which street shall be reconstructed next, but about the outlook on life and related things: how we are planning to live the next 5 years, how we can make our city more convenient for the citizens, etc. The absence of interesting innovative ways of solution of relevant local problems caused some kind of weariness and inactivity of electors. Unfortunately, none of the candidates and political parties did manage to mobilize their electors and heighten the interest of society in this election campaign. The first feature – this election was conducted under the conditions of quite unbalanced and non-perfect Electoral Code. It can be proved by the fact that during the election campaign – in September – the parliament tried to introduce amendments to the Code. Thus, the range of problems taking place during the election was caused by the imperfection of the legislation. Secondly, local parties, which do not have significant influence during parliamentary elections, most often do not participate in them at all. In sociological polls, quite big part of respondents chooses different parties for local and parliamentary elections. During nation-wide elections, significant role play popular political leaders and parties headed by them. Secondly, the next nationwide election in our country will be held in 2025.

The surge in gender quotas across Africa raises questions about the varied impacts of these measures on women's empowerment in legislatures. This study contends that we must explore the diverse political conditions under which quotas are adopted to understand the potential for empowerment in legislatures. By examining political context, we can pinpoint why political parties acquiesce to gender quotas and how they design laws to either empower women or reinforce party control. Parties influence aspects of gender quota design that have lasting effects on women legislators elected through these laws. Employing a new measure of legislative leadership equity, this article compares political conditions under which quotas are adopted across 18 African countries and the extent to which women reach leadership positions following the implementation of a quota. Levels of political competition and women's mainstream political activity at the time of gender quota adoption indicate how the interests of political parties shape the design and effects of the law. That the outcomes of gender quotas are highly contingent on adoption context suggests the need for academics and policy makers to analyze the politics behind these measures to develop country-specific approaches for empowering women in politics.

Abstract In 2012 legislative gender quotas were introduced as part of the Fine Gael/Labour coalition government’s political reform agenda. The legislation specifies that payments to political parties ‘shall be reduced by 50 per cent, unless at least 30 per cent of the candidates whose candidatures were authenticated by the qualified party at the preceding general election were women and at least 30 per cent were men’. The 30 per cent gender threshold came into effect at the 2016 general election. Research demonstrates that gender quotas work to increase women’s political descriptive representation, but to do so, political parties must engage with them in ‘goodwill’, be ‘wellintentioned’ or place women in ‘winnable seats’. This article examines if this was the case at the 2016 general election. Using statistics, as well as drawing from interviews with party strategists, the article assesses the impact of gender quotas on women’s candidate selection and election. We conclude that parties did embrace the spirit of the gender quota law but resistance remains.

Abstract This article addresses the empirical uncertainty regarding whether gender quotas establish a foundation of political representation and experience that encourages female candidates to compete against men. It updates and expands existing empirical research by contributing an analysis of the most recent electoral data across four municipal corporations in India over two election cycles. Critical questions on the theoretical expectation that gender quotas should encourage and enable women politicians to compete in open-gender contests over time are considered. The Indian quota system has not encouraged women to broadly compete outside the quota at the local level but has made some wards more likely to elect women. Parties also continue to resist nominating women outside the quota but are more likely to do so in wards previously represented by a woman. Finally, the unique overlap of gender and community quotas can discourage incumbency by essentially blocking incumbents from running again in their ward due to shifting community requirements.

This chapter considers the implementation and effect of legislative gender quotas in the 2016 general election, a first for Ireland and a first for the proportional representation by means of the single transferable vote electoral system (PR-STV). It focuses on political parties and examines how they integrated the formal gender quota law into their candidate selection processes. Particular attention is paid to whether the law changed existing candidate selection practices, many of which are guided by informal candidate selection norms, such as a preference for incumbents and those exhibiting localist traits. The chapter concludes that the gender quota law did engender change in the candidate recruitment, selection, and election of women, but, as scholars of feminist institutionalism would describe, the change was ‘nested’ and ‘bounded’ within existing practices surrounding candidate selection, thereby denting but not dismantling the gendered norms of this process.

This study sought to explore whether indeed the increase in number of women occasioned by Affirmative Action principles in the 2010 Constitution of Kenya has enhanced women’s political participation in the National Assembly. The specific objectives were: to analyze the levels of women parliamentarians’ participation on agenda setting and policy output in the National Assembly; to assess the effectiveness of gender quotas as a political tool for ensuring pursuance of the gender agenda in the National Assembly and to discuss constraints faced by women parliamentarians as they seek to influence policy output and enact laws. The March 4, 2013 General Elections which ushered in the 11th Parliament were considered landmark owing to the fact this it was the first General Election to incorporate affirmative action seats. As the term of the 11th Parliament came to a close, it was highly important to find out how effective gender quotas have been in achieving meaningful change for women representatives. The study was guided by Hanna Pitkin’s (1967) framework that she employed in her work “Conception of Women’s Political Representation”. The study was additionally informed by Dahlerup (1988) “Critical Mass theory”. The study made use of cross-sectional descriptive study design. The study was done with members of KEWOPA from the National Assembly of the Parliament of Kenya. The membership of the association consists of all the women Members of Parliament from all the political parties both elected and nominated. The target population of the study were the 68 KEWOPA members from the National Assembly with a sample size of 40 respondents calculated using the Yamane model. Questionnaires were used as the main data collection tool alongside key informant interviews and in-depth interviews. Validity and reliability of the instruments were measured to ensure accuracy and consistency. The study data was analysed thematically. A descriptive approach was involved where direct quotes and selected comments from informants have been used to explain the trends. Triangulation of data was done by looking into complementary and divergent opinions across the key informant interviews and in-depth interviews. The findings of the study suggest that there is still need to create and expand opportunities for women parliamentarians to enable them become more active and effective participants in the legislative processes of the National Assembly. The findings raises the question on what current efforts are being put in place by political parties and the Registrar of Political parties to ensure that the Affirmative Action. The findings are useful to assess the gains of women political representation and inform the lessons; experiences and can be harnessed to strengthen effective women’s political participation in legislature and policy making. They will contribute to informed public debate and critique on the effectiveness of women’s affirmative action for increased participation and visibility on political platforms. Finally, legislators in parliament and policy makers in government will benefit from insights into what it takes to effectively support women’s participation in legislative processes and how to leverage their numbers in parliament to the country’s advantage. Women aspirants need to be made aware of the challenges they expect to face at the National Assembly. It is also critical to raise awareness among women aspiring politicians and other members of the community to create awareness and address the stereotypes that have continued to ensure only a handful of women succeed in the legislative space. As women and women’s organisations continue to agitate for an increase in number of women legislators, they should equally work to transform the ideology of patriarchy and retrogressive institutional culture in Parliament. Jana Morgan and Magda Hinojosa examine women’s representation within parties as leaders, candidates, and officeholders and find that these positions are increasingly accessible to women. They argue that candidate selection procedures are important for women’s presence within parties, while gender quotas and ideology matter less than we might expect. They also evaluate whether parties advocate for women’s issues or employ strategies to articulate women’s concerns. They find that even as descriptive representation has advanced, parties rarely offer substantive linkages for women. As a result, women are less likely to identify with parties than men. To improve women’s descriptive representation in parties, they argue for better candidate selection processes, candidate training programs, and increased state funding for female candidates. To advance substantive representation, they advocate for parties to craft policy and organizational ties with women and to align gender issues with existing partisan divides, thereby integrating rather than isolating gender issues.
