On the Essence and Tipology of International Public Goods

The basic properties of international public goods are analyzed in the paper. Special attention is paid to the typology of international public goods: pure and impure, excludable and nonexcludable, club goods, regional public goods, joint products. The author argues that social construction of international public good depends on many factors, for example, government economic policy. Aggregation technologies in the supply of global public goods are examined.

This survey investigates the increasing importance of global public goods (GPGs) in today’s interdependent world, driven by ever-growing, cross-border externalities and public good spillovers. Novel technologies, enhanced globalization, and population increases are among the main drivers of the rise of GPGs. Key GPGs include curbing climate change, instituting universal regulatory practices, eradicating infectious diseases, preserving world peace, discovering scientific breakthroughs, and limiting financial crises. The survey presents a compact theoretical foundation for GPGs, grounded in the provision of public goods. Because countries may be contributors or noncontributors to a particular GPG, coalition formation and behavior play a role, as do strategic interactions between a contributor coalition and other countries. In the survey, recurrent themes include strategic considerations, alternative institutional arrangements, GPGs’ defining properties, new actors’ roles, and collective action concerns. The four properties of GPGs—benefit non-rivalry, benefit non-excludability, aggregator technology, and spillover range—influence the GPGs’ supply prognoses and the need for and form of provision intervention, which may affect the requisite institutional changes. Three representative case studies illustrate how theoretical insights inform policy and empirical tests. Regional public goods are shown to involve a question of subsidiarity and different actors compared to GPGs. (JEL C71, C72, D62, D70, H41, Q54)

The relationship between the concepts of international investment law and global public goods poses two essential challenges. The first is whether the international investment regime by design is a global public good. The second is whether the regime delivers benefits that are public and global in nature. This chapter addresses these two challenges through a largely empirical perspective. Drawing on three datasets, the authors seek to move beyond the current theorizing in the literature on this theme and base their findings on a comprehensive de jure and de facto analysis. After having discussed the idea of global public goods, they find that the regime high levels of de facto exclusion and in places rivalry, together with an uneven distribution of benefits, such that the international investment regime only partly fits the requirements for a global public good.

<abstract> <p>ISWGN (Inter-Secretariat Working Group on National Accounts) is revising 2008 SNA and is expected to publish the latest version of SNA in 2025. In this context, this paper observes SNA (System of National Accounts) from a new perspective of global public goods and further understands the public goods attributes of national accounts. The global public good is developed from the theory of public goods. According to its definition, classification, and supply rule, SNA is considered a global public good in essence. In terms of characteristics, SNA belongs to means-oriented and best shot supply-oriented global public goods. It has network effect and belongs to network global public goods. And it is also global institutional knowledge, belonging to knowledge-based global public goods. Although SNA serves as a global standard of national accounts, it is not mandatory for consumption. As a global public good, SNA can enhance a country's statistical ability, avoid and reduce the cost of developing the system of national accounts, and reduce transaction costs. At the same time, SNA has the problem of underprovision and underuse, which requires global cooperation in the revision process of SNA. The evolution of SNA demand determines the evolution of SNA supply. Therefore, even if SNA is a global public good, it does not mean that countries should copy SNA, but need to "localize" SNA and transform it from a global public good to a national or regional public good.</p> </abstract>

Abstract With a linear public goods game played in six different variants, this article studies two channels that might moderate social dilemmas and increase cooperation without using pecuniary incentives: moral framing and shaming. We find that cooperation is increased when noncontributing to a public good is framed as morally debatable and socially harmful tax avoidance, while the mere description of a tax context has no effect. However, without social sanctions in place, cooperation quickly deteriorates due to social contagion. We find ‘shaming’ free-riders by disclosing their misdemeanor to act as a strong social sanction, irrespective of the context in which it is applied. Moralizing tax avoidance significantly reinforces shaming, compared with a simple tax context.

This study considers how ethnic trust and minority status can impact the ability of ethnic groups to pursue cooperative public goods, focusing on groups with a history of conflict and lingering hostility. A public good experiment between ethnic Albanians and Serbs in postwar Kosovo reveals that subjects contribute far more to a mutually beneficial public good when they are part of an experimentally induced coethnic majority. However, when in the minority, subjects not only underinvest, but many actively divest entirely, privatizing the public good. Majority/minority status also has wide-ranging implications for how individuals relate to real-world public goods and the institutions of government that provide them. Compared to majority Albanians, survey data indicate how minority Serbs in Kosovo express greater safety and security concerns, feel more politically, socially, and economically excluded, are more dissatisfied with civil liberties and human rights protections, and are less likely to participate politically or pay taxes to support public goods. Conflict-related victimization and distrust of out-groups are strong predictors of these minority group attitudes and behaviors. This suggests a mechanism for how conflict amplifies out-group distrust, increasing parochial bias in public good commitments, especially among minorities who are wary of exploitation at the hands of an out-group majority. To restore trust, this study finds that institutional trust and intergroup contact are important to bridging ethnic divides that inhibit public good cooperation.
