Scientometric Parameters of Russian Economic Science:General State and the Evaluation of Thesis boards

The paper analyses the publications of Russian authors in various fields of economics indexed in Web of Science and Russian Science Citation Index. The authors claim that the scientometric parameters are only in a limited way applicable in evaluating the performance of expert and thesis boards in economics in Russia. The authors also put forward the approaches in order to improve Russia’s positions in the international citations indexes in economics.

The review conducted research of the Russian and foreign literature of recent years on the methods of using photo and video recording in dentistry in the databases of the Russian Science Citation Index, SCOPUS, Web of Science, Pubmed and others. The data of the possibilities of using the method of registration of the dental status and the state of the tissues of the oral cavity using photo and video fixation in the diagnosis, treatment and observation of patients are presented.

Introduction. The objective of the paper is to analyze scientific journals published in the post-Soviet states, as well as to identify the role of scientific journals in the information and analytical support for the adoption and implementation of decisions related to the management of scientific activities and socio- economic processes in countries and regions. Analysis of scientific journals based on a set of indicators will make it possible to identify the place of these publications in the national and international information space. Materials and Methods. The authors have analyzed available information about scientific journals published in the post-Soviet states and indexed by Scopus and Web of Science as well as information about such journals given on the website of the Higher Attestation Commission of Russia, data from the website of the Russian Science Citation Index and information from the official websites of the journals and from other sources. To obtain quantitative indicators related to the journals, standard means of search engines provided by the abovementioned resources were used. Data on the population of the countries and the number of researchers in them were taken from official statistics. Results. Data about the number of journals published in the post-Soviet states and indexed by Scopus, Web of Science and the Russian Science Citation Index, as well as those included in the list of the Higher Attestation Commission of Russia have been analyzed. Information on the publication activities of authors from the post-Soviet states has been evaluated as absolute and relative indicators. A number of common features of the editorial policies and practical activities of the considered journals have been identified as well as their approaches to the use of publication languages, to the issue of translated editions, to the formation of editorial boards and to the involvement of national and foreign authors. Discussion and Conclusion. Electronic repositories of scientific information play a crucial role in the formation of international and national scientific spaces. The materials presented in this article may be useful for coping with research tasks related to scientific periodicals as well as to support decision-making by heads of scientific units, editorial and publishing complexes.

Представлен анализ динамики публикационной активности России в области энергетики и топлива (Energy&Fuels) за 2008-2017 гг. В качестве источников данных были использованы семь БД Web of Science Core Collection (WoS), аналитический инструмент InCites и национальная база данных Russian Science Citation Index - Clarivate (RSCI-C), расположенная на платформе WoS. Показано, что мировой поток по разделу Energy&Fuels (E&F) за 2008-2017 гг. увеличился в 3,1 раза, тогда как по всем разделам - только в 1,4 раза. Объем массива публикаций в мире по E&F составил более 406,2 тыс. единиц, а в России - 6,7 тыс. Несмотря на снижение ранга РАН среди лидирующих организаций по E&F в мире с 5-го в 2008 г. до 18-го в 2017г., доля её публикаций в журналах первого и второго квартилей составила 80% от её массива по этой проблеме в 2017 г. Значения показателей цитируемости публикаций России по E&F существенно ниже, чем соответствующие значения для лидирующих по E&F стран. Значительное различие было выявлено в распределении ведущих организаций по данным WoS-CC и RSCI-C соответственно. Негативным фактором является небольшое количество публикаций российских авторов с традиционными соавторами из Германии и США. Международное научное сотрудничество России в области E&F менее интенсивно, чем в целом по РФ.

Purpose The purpose of this paper is to evaluate the journals of the Russian Science Citation Index (RSCI) (Web of Science platform) in respect to publication misconduct and predatory practices. Design/methodology/approach The paper employs formal criteria developed by the Disseropedia of Russian Journals (a.k.a. the Journal Project of the Russian Dissernet). Findings A substantial number of the RSCI journals violate publishing ethics and/or are involved in predatory practices (fake peer-review, plagiarism and self-plagiarism, publication of pseudoscientific papers and so on). The general trend is negative: the number of such journals was higher in July 2018 than in 2015 when the RSCI was launched. The authors propose that this situation is due to the non-transparent and partly defective process of journal selection involved; primarily it can be attributed to problems with the RSCI expert pool. Research limitations/implications Many cases of publication misconduct are inevitably overlooked due to natural limitations of the tools. Originality/value The approach and methods were developed by the Disseropedia of Russian Journals and the Dissernet for the specific local Russian situation, where the scientific and editorial community is corrupt and the institution of reputation does not work properly. The authors believe that the experience may also be helpful for scientists and academic officials from other countries.

In early 2016 a new database was launched on the Web of Science platform — Russian Science Citation Index (RSCI). The database is free to all Web of Science subscribers except those from the post-Soviet states. This database includes papers from 652 selected Russian journals and is based on the data from national citation index — Russian Index of Science Citation (RISC). RISC was launched in 2005 but it is scarcely known to the English-language audience. The paper describes the history, current structure and user possibilities of RISC. We focus on the novel features of RISC which are crucial to bibliometrics and are unavailable in the international citation indexes.

Приведены результаты сравнительного анализа массивов документов с ключевыми словами нанобио/бионано в БД Scopus, Web of Science Core collection, Russian Science Citation Index, БД ВИНИТИ РАН с использованием аналитических инструментариев этих ресурсов. Рассматриваются тематическое распределение, состав источников, ключевые термины. Выявлены различия в массивах документов этих БД при идентичных запросах. Показано влияние особенностей тематического индексирования в различных ресурсах на формирование профильных массивов российских публикаций.

Twenty two science Russian periodicals in informatics and library studies are selected for the bibliometrical analysis of key journal indicators, including publication activity of the same journals’ editorial staff. For the first time for domestic journals, the study reveals hidden self-citation when editorial members include links to their journal from other publications. The available instruments of scientometrical databases, including Web of Science and Scopus, and the national system Russian Science Citation Index do not enable to identify this form of self-citation. The mentioned manipulations are aimed at boosting journal rating. In several cases, intensive and unjustified citation by journals’ editorial staff in other periodicals which we consider the violation of publication ethical principles, is revealed.
