PT PTPN IV (PTPN IV) as one of the state-owned enterprises (SOEs) has made the transformation, including in terms of human resource management. This is reflected in a transformation program which has been launched by the Board of Directors PTPN IV, namely: human resources as the most important asset that must be transformed into a level of qualification that is recognized universally, in the aspects of competence, capability and integrity. To increase knowledge (knowledge), skills (skills) and attitude (attitude) to fit the demands of the post, periodically HR should be given education and training means that the education and training of human resources is an investment that can be interpreted by issuing a number of funds. Evaluation of training can be used as a measuring tool to help identify and analyze the training benefit significantly, demonstrating clear returns for the company, as the basis for evaluation of the training system during this time so that it can be improved in order to contribute to the training of the company. Significant changes occur on the competence of the ex-trainee aircraft operator on duty at the boiler palm oil mill PT PTPN IV, after they followed the training. This is evident from the average value of the competence of the former participants of the training changes are relatively high at 4.27 (good category) of the three domains of competence studied, the greatest changes occur is on the domain of skills of participants increased quality of the work with a score of 4, 44 followed by Attitudes that increased motivation with a score of 4.40, respectively. Planting criteria of new vineyards should comply with rational and sustainable criteria, taking into account the potential mechanisability of existing viticultural areas. However, an established methodology for this assessment is still lacking. This study aimed at analysing the parameters which influence the vineyard mechanisability, with the objective to propose a new mechanisability index. The mechanisability index proposed was based on GIS-analysis of landscape and management parameters such as mean slope, shape of the vineyard block, length-width ratio, headland size, training system and row spacing. We identified a sample of 3686 vineyards in Italy. Based on the above-mentioned parameters, vineyards were categorised by their level of mechanisability (l.m.) into four classes. Moreover, we analysed the correlation between l.m. and economic indicators (area planted with vineyard and wine production). Results showed that the main factors limiting the mechanisability potential of some Italian regions are the elevated slopes, horizontal training systems and narrow vine spacings. The l.m. showed a moderate positive correlation with the size of vineyards and the volume and value of production. The methodology presented in this study may be easily applied to other viticultural areas around the world, serving as a management decision-making tool.

Recent advances in the literature regarding local government and governance are demonstrating that models of intermunicipal cooperation are becoming widespread and having an impact on both the organizational dimension and the policy making/service planning side. The success of these arrangements can vary according to several variables such as the regional context, and the services on which is focused the cooperation and the presence/absence of normative constrains that promote these models of cooperation. The aim of this article is to develop a better understanding of a new regional policy focused on area social plans which requires a change in the governance of interorganizational collaborations. This article addresses the gap in the literature on local governance of interorganizational collaborations and area social plans. An empirical study was conducted of four emblematic case studies in one of the most important Italian regions. The results confirm that the new governance of interorganizational collaborations must be characterized by positive interaction between structures, processes, and actors. The results also showed that the presence of certain circumstances such as close ties, many pre-existing relations among the municipalities, and a high level of trust among political parts and administrative offices, appears to smooth the path to success of intermunicipal coordination.
