Traditional knowledge (TK) has been the keystone to survival in the Arctic for thousands of years. Caribou are integral to the society, health and culture of the Inuit, the Indigenous peoples of the Arctic. There is a lack of research regarding caribou on King William Island (KWI), Nunavut. Through a project in Gjoa Haven, located on KWI, Inuit Elders and hunters used maps to help represent their knowledge of caribou in the region. These 32 maps were processed in a GIS to explore the spatial dimensions of TK, and different forms of knowledge representation. Using vector data the features drawn were separated into lines and polygons to show hotspots of caribou knowledge. Using a fuzzy raster methodology, all caribou data was summed to create a collective knowledge surface of the caribou features. These maps refine the data from the vector maps and create a continuous surface that aims to better reflect the collective nature of TK. This research explores the challenges of representing TK using western technologies, and application of fuzzy methodologies for improving the representation.

Developing democracy institutions and citizen participation in state affairs, the world community focuses on postcolonial studies, which allow us to identify new perspectives, set new priorities in various areas, in law and public administration among others. In Arctic countries, postcolonial discourse has an impact on the methodology of research related to indigenous issues, and this makes possible to understand specific picture of the world and ideas about what is happening in the world. Moreover, the traditions of Russian state and governance are specific and interaction between indigenous peoples and public authorities should be studied with a special research methodology which would reflect the peculiarities of domestic public law and aimed at solving legal issue and enrich public policy. The objective of the paper is to present a new integrated methodology that includes a system of philosophical, anthropological, socio-psychological methods, as well as methods of comparative analysis and scenario development methods to involve peripheral communities into decision-making process of planning the socio-economic development in one of Russia’s Arctic regions — the Yamal-Nenets Autonomous District and to justify and further legislatively consolidate the optimal forms of interaction between public authorities and indigenous communities of the North. In 2020, the Arctic Research Center conducted a sociological survey in the Shuryshkararea of the Yamal-Nenets Autonomous District, which seems to limit existing approaches to identifying public opinion about prospects for developing villages and organizing life of their residents. Our proposed methodology for taking into account the views of indigenous peoples can help to overcome the identified limitations.

AbstractThe Arctic Ocean is undergoing rapid change: sea ice is being lost, waters are warming, coastlines are eroding, species are moving into new areas, and more. This paper explores the many ways that a changing Arctic Ocean affects societies in the Arctic and around the world. In the Arctic, Indigenous Peoples are again seeing their food security threatened and cultural continuity in danger of disruption. Resource development is increasing as is interest in tourism and possibilities for trans-Arctic maritime trade, creating new opportunities and also new stresses. Beyond the Arctic, changes in sea ice affect mid-latitude weather, and Arctic economic opportunities may re-shape commodities and transportation markets. Rising interest in the Arctic is also raising geopolitical tensions about the region. What happens next depends in large part on the choices made within and beyond the Arctic concerning global climate change and industrial policies and Arctic ecosystems and cultures.

Abstract In Part I of this two-part article, we explained why western assumptions built into intellectual property law make this area of law a problematic tool, as a way of protecting traditional knowledge (tk) and expressions of folklore (EoF) or traditional cultural expressions (tce) of indigenous peoples. Part II of this article aims to: 1) provide a brief review of the Convention on Biological Diversity (cbd) and the Nagoya Protocol, and examine the evolution of the intellectual property rights of indigenous peoples from the Agreement on Trade Related Aspects of Intellectual Property (trips Agreement) to the cbd to the Nagoya Protocol; and 2) examine possible core principles, inducted (rather than deduced) from actual practices already in place in the areas of patents, copyrights, and trademarks in relation to protecting tk and EoF. These explorations could allow for discussions regarding indigenous peoples, human rights and international trade law to become less adversarial.

Abstract This article is the first part of a two-part piece, which considers the intellectual property rights of indigenous peoples. After establishing pragmatic working definitions of who “indigenous peoples” are and what folklore (or “traditional cultural expression”) is, as compared with, but dialectically related to, “traditional knowledge,” this article does the following: 1) explains why western assumptions built into intellectual property law make this area of law a problematic tool for protecting traditional knowledge (TK) and expressions of folklore (EoF) or traditional cultural expressions (TCE) of indigenous peoples; and 2) creates a general sketch of human rights related legal instruments that could be and have been harnessed, with varying degrees of success, in the protection of the intellectual property of indigenous peoples.

Culturally and spiritually important landscapes in the Arctic region express the interconnectedness of Indigenous Peoples with the natural and spiritual environment, and their preservation has been, and continues to be, essential to Indigenous People’s identity and traditional livelihoods. During the last decade, the importance of cultural landscapes for the conservation of biological and cultural diversity has received increasing legal attention. One of the international legal instruments developed are the Akwé:Kon Voluntary Guidelines, under the Convention of Biological Diversity (CBD). This paper elaborates on the worldwide first implementation process of the Akwé:Kon Guidelines in Finland, and draws on first experiences made during the testing case of these guidelines in the management process of the Hammastunturi Wilderness Area, in order to investigate to what extent culturally and spiritually important landscapes of Arctic Indigenous Peoples are recognized internationally, especially under the CBD and related international agreements and jurisprudence, and in the national context of Finland, in particular at the local level of the Hammastunturi Wilderness Area.

Frank Sejersen: Arctic people as by-standers and actors at the global stage For centuries, the indigenous peoples of the Arctic have been perceived as isolated from the rest of the world. The article argues that secluded Arctic communities do not exist and that Arctic peoples are integrated into numerous political, cultural and economic relations of a global extent. The pre-colonial inter-continental trade between Siberia and Alaska and the increased militarization the whole circumpolar region are but two examples. Throughout history, indigenous peoples of the Arctic have been players on the global stage. Today, this position has been strengthened because political work on this stage is imperative in order to secure the welfare and possibilities of local Arctic communities. To mention an example, Arctic peoples’ hunting activities have been under extreme pressure from the anti-harvesting movement. The anti-harvesting organizations run campaigns to ban hunting and stop the trade with products from whales, seals and furbearing animals. Thus, political and cultural processes far from the homeland of Arctic peoples, have consequences for the daily life of many Arctic families. The global stage has become an important comerstone in indigenous peoples’ strive to gain more control over their own future. The right to trade, development and self-determination are some of the rights they claim.

Abstract The research on the ice cover of waterways, rivers, lakes, seas and oceans by satellite remote sensing methods began at the end of the twentieth century. There was a lot of data sources in diverse file formats. It has not yet carried out a comparative assessment of their usefulness. A synthetic indicator of the quality of data sources binding maps resolution, file publication, time delay and the functionality for the user was developed in the research process. It reflects well a usefulness of maps and allows to compare them. Qualitative differences of map content have relatively little impact on the overall assessment of the data sources. Resolution of map is generally acceptable. Actuality has the greatest impact on the map content quality for the current vessel’s voyage planning in ice. The highest quality of all studied sources have the regional maps in GIF format issued by the NWS / NOAA, general maps of the Arctic Ocean in NetCDF format issued by the OSI SAF and the general maps of the Arctic Ocean in GRIB-2 format issued by the NCEP / NOAA. Among them are maps containing information on the quality of presented parameter. The leader among the map containing all three of the basic characteristics of ice cover (ice concentration, ice thickness and ice floe size) are vector maps in GML format. They are the new standard of electronic vector maps for the navigation of ships in ice. Publishing of ice cover maps in the standard electronic map format S-411 for navigation of vessels in ice adopted by the International Hydrographic Organization is advisable in case is planned to launch commercial navigation on the lagoons, rivers and canals. The wide availability of and exchange of information on the state of ice cover on rivers, lakes, estuaries and bays, which are used exclusively for water sports, ice sports and ice fishing is possible using handheld mobile phones, smartphones and tablets.
