One of the main issues faced by the Toronto District School Board (TDSB) is the poor structural condition of its aging school buildings. As of school year 2016/2017, the total renewal/repair backlog for all of TDSB schools has reached $3.4 Billion, with approximately 103 TDSB schools operating at a 65% or lower utilization rate (TDSB, 2014f). There is an immense pressure on school boards, particularly the TDSB, to sell off schools that have been declared as surplus (Mangione & Suen, 2015). However, the selling of school properties that have a high social and economic value is not a sustainable approach for the long run. Hence, there is a need for an effective and resilient planning strategy that will efficiently address the issues faced by the TDSB. As a result, this research will be recommending a land assessment tool that will efficiently repurpose and redevelop school properties, in critical condition, into community hubs and replace old and deteriorating TDBS schools with newer school facilities. Background/Context Chronic absenteeism has received increased attention from educational leaders and policy makers, in part because of the association between attendance and important student outcomes. Student attendance is influenced by a range of student-, school-, and community-level characteristics, suggesting that a comprehensive and multilayered approach to addressing chronic absenteeism is warranted, particularly in high-poverty urban districts. Given the complexity of factors associated with chronic absenteeism, we draw from ecological systems theory to study absenteeism in Detroit, which has the highest rate of chronic absence of major cities in the country. Purpose/Research Questions We use administrative and public data to advance the ecological approach to chronic absenteeism. In particular, we ask: (1) How are student, neighborhood, and school characteristics associated with individual absenteeism? (2) How are structural and environmental conditions associated with citywide rates of absenteeism? Our study helps to fill a gap in the research on absenteeism by moving beyond a siloed focus on student, family, or school factors, instead placing them in relationship to one another and in their broader socioeconomic context. It also illustrates how researchers, policy makers, and administrators can take a theoretically informed approach to chronic absenteeism and use administrative data to conceptualize the problem and the potential routes to improving it. Research Design Using student-level administrative data on all students living and going to school in Detroit in the 2015–2016 school year, we estimate a series of multilevel logistic regressions that measure the association between student-, neighborhood-, and school-level factors and the likelihood of a Detroit student being chronically absent. We also use publicly available data to examine how macrosystemic conditions (e.g., health, crime, poverty, racial segregation, weather) are correlated with citywide rates of absenteeism in the 2015–2016 school year, and we compare Detroit with other large cities based on those conditions. Findings/Results Student-, neighborhood-, and school-level factors were significant predictors of chronic absenteeism in Detroit. Students were more likely to be chronically absent if they were economically disadvantaged, received special education services, moved schools or residences during the year, lived in neighborhoods with more crime and residential blight, and went to schools with more economically disadvantaged students and less stable student populations. Macro-level factors were also significantly correlated with citywide rates of absenteeism, highlighting Detroit's uniquely challenging context for attendance. Conclusions/Recommendations Our ecological understanding of absenteeism suggests that school-based efforts are necessary but not sufficient to substantially decrease rates of chronic absenteeism in Detroit and other high-absenteeism contexts. Policies that provide short-term relief from economic hardship and aim to reduce inequalities in the long-run must be understood as part of, rather than separate from, a policy agenda for reducing chronic absenteeism.

<p>Siwab or its extension Mandatory cattle breeding is a manifestation of government commitment in increasing beef cattle population, and as a target for meat sufficiency in 2026. The program is believed to lead Indonesia to achieve beef self-sufficiency in the next 5-10 years. Beef cattle can be maximized in order to produce calves, and become a government’s focused program on enhancing beef cattle production through artificial insemination (AI). Based on the above problems, the government hopes to develop the program, it should not fail the umpteenth time to fulfil meat needs of the country. The purpose of this review is to describe the SIWAB program and the economic value of female beef cattle produced by AI which produces calf. This study approach is done through literature reviews related to SIWAB program implementation. SIWAB program includes two main programs namely the increase of porong cattle population through artificial insemination of AI and natural mating (Inka). With the AI through prgram, the parent beef cattle can regulate the cow's birth well. The mother cow bunting AI results can increase the selling value higher and can improve the welfare of farmers. The government's policy to pursue targeted beef self-sufficiency by the year 2026 is achieved, but the program must be responded and done well. Government policy to boost short-term beef cattle population can help to meet the needs of beef consumption, and in the long run the economic impact of farmers.</p><p> </p><p>Abstrak</p><p>Program Sapi Induk Wajib Bunting (SIWAB) adalah perwujudan komitmen pemerintah dalam meningkatkan populasi sapi potong dan sebagai target untuk kecukupan daging tahun 2026. Program tersebut diyakini dapat mengantarkan Indonesia mencapai swasembada daging sapi pada 5-10 tahun ke depan. Sapi potong dapat dimaksimalkan potensinya agar dapat menghasilkan pedet, dan menjadi program pemerintah yang difokuskan untuk peningkatan produksi sapi potong melalui inseminasi buatan (IB). Berdasarkan permasalahan tersebut di atas, harapan pemerintah dengan mengembangkan program tersebut tidak boleh gagal ke sekian kalinya dalam mencukupi kebutuhan daging di dalam negeri. Tujuan tulisan review ini adalah untuk  mendiskripsikan program SIWAB dan nilai ekonomi pada usaha sapi potong betina hasil IB yang menghasilkan pedet. Kajian ini merupakan studi pustaka melalui review berbagai referensi terkait pelaksanaan program SIWAB. Program SIWAB mencakup dua program utama yaitu peningkatan populasi sapi porong melalui inseminasi buatan IB dan kawin alam (Inka). Program IB memungkinkan mengatur kelahiran anak sapi dengan baik. Sapi induk bunting hasil IB dapat meningkatkan nilai jual lebih tinggi dan dapat meningkatkan kesejahteraan peternak. Kebijakan pemerintah adalah untuk mengejar swasembada daging sapi yang ditargetkan sampai tahun 2026 bisa tercapai, namun program tersebut harus direspon dan dikerjakan dengan baik. Kebijakan pemerintah untuk menigkatkan populasi sapi potong dalam jangka pendek bisa membantu memenuhi kebutuhan konsumsi daging sapi dan dalam jangka panjang berdampak peningkatan ekonomi peternak.</p>

This chapter examines the shooting deaths of several young Black men from 1988-2007 and how these deaths produced a spectrum of affects for those working to develop the school. This affective spectrum would coalesce with other feelings of empowerment and safety produced by the governing and patterned sequences of neoliberalism and biopolitics. The shootings accelerated the becoming of the school, and specifically, how the school settled into an established array of dispositifs concerned with recognition, difference, and safety. The chapter maps the policy landscape that used and perpetuated these specific dispositifs, largely products of anti-racist literatures. The second half of the chapter maps how Toronto District School Board Trustees used - and were used by - these dispositifs. The chapter concludes with showing how Trustees altered anti-racist dispositifs in favour of the ascendent logics of economic and educational choice. Trustees were simultaneously constituted by the ensemble of anti-racist dispositifs but in ways that accommodated and reinforced the policy mechanisms of educational choice and neoliberal ideas of freedom, understood as unfettered access to (quasi) educational markets.

The state protected areas (PAs) lack with financial resource, which weakens the PA management including lack of human resource and their skill development, transparent cooperations, and of equipments and vehicles for ecosystem conservation and rehabilitation activities of the PAs. Thus, research on analysing the economic value of the PAs is vital important for the decision makers and policy planners, because they have lack of understanding of benefits of investing to the PAs. In 2013, United Nations Development Programme published a book that reflects the approach of “Targeted Scenario Analysis”, which is used in our study. The Khangain Nuruu National Park (KNPA) locates in 11 soums of three provinces, namely Arkhangai, Bayankhongor and Uvurkhangai, and we analyzed economic value of the KNPA for six economic sectors (livestock husbandry, crop farming, forestry, tourism, mining and industry), and two non-economic but consumption based sectors (carbon sequestration from larch trees, and drinkable water). The economic value or the contribution to the economy of Mongolia from KNPA was about MNT 165.4 billion in 2014, and it summed up to MNT 1 trillion between 2002 and 2014. Livestock husbandry, mining and tourism sectors benefitted about two third of this value. In case of “Business As Usual-BAU” scenario takes, continuesly, in place the total economic loss would reach to MNT 1.4 trillion between 2015 and 2040, compared to “Investing in Natural Capital-INC” scenario. Hence, implementing INC in the KNPA management would save this loss. We recommend to increase the financial resources for the KNPA management, therefore the economic sectors will not diminish due to lack of ecosystem services of the PA, which would then develop the sectors in the long run sustainably.

With the development of science and technology and industry level, solid wastes are fully utilized. Among which gangue is the solid waste generated in the process of coal mining, its comprehensive utilization rate is more than 60%. Environmental pollution in the process of coal mining is one of the typical environmental problems confronted in China. In this paper, the life cycle inventory (LCI) of gangue was acquired by the method of life cycle assessment and further environmental impact assessment was achieved as well. The results showed that environmental impacts based on allocation of calorific value were greater than that of economic value, and it’s about 3.68 times the impacts assigned by economic value. Therefore allocation of economic value was better.

Background Objective structured clinical examinations (OSCEs) are a useful method to evaluate medical students’ performance in the clerkship years. OSCEs are designed to assess skills and knowledge in a standardized clinical setting and through use of a preset standard grading sheet, so that clinical knowledge can be evaluated at a high level and in a reproducible way. Objective This study aimed to present our OSCE assessment tool designed specifically for radiology clerkship medical students, which we called the objective structured radiology examination (OSRE), with the intent to advance the assessment of clerkship medical students by providing an objective, structured, reproducible, and low-cost method to evaluate medical students’ radiology knowledge and the reproducibility of this assessment tool. Methods We designed 9 different OSRE cases for radiology clerkship classes with participating third- and fourth-year medical students. Each examination comprises 1 to 3 images, a clinical scenario, and structured questions, along with a standardized scoring sheet that allows for an objective and low-cost assessment. Each medical student completed 3 of 9 random examination cases during their rotation. To evaluate for reproducibility of our scoring sheet assessment tool, we used 5 examiners to grade the same students. Reproducibility for each case and consistency for each grader were assessed with a two-way mixed effects intraclass correlation coefficient (ICC). An ICC below 0.4 was deemed poor to fair, an ICC of 0.41 to 0.60 was moderate, an ICC of 0.6 to 0.8 was substantial, and an ICC greater than 0.8 was almost perfect. We also assessed the correlation of scores and the students’ clinical experience with a linear regression model and compared mean grades between third- and fourth-year students. Results A total of 181 students (156 third- and 25 fourth-year students) were included in the study for a full academic year. Moreover, 6 of 9 cases demonstrated average ICCs more than 0.6 (substantial correlation), and the average ICCs ranged from 0.36 to 0.80 (P<.001 for all the cases). The average ICC for each grader was more than 0.60 (substantial correlation). The average grade among the third-year students was 11.9 (SD 4.9), compared with 12.8 (SD 5) among the fourth-year students (P=.005). There was no correlation between clinical experience and OSRE grade (−0.02; P=.48), adjusting for the medical school year. Conclusions Our OSRE is a reproducible assessment tool with most of our OSRE cases showing substantial correlation, except for 3 cases. No expertise in radiology is needed to grade these examinations using our scoring sheet. There was no correlation between scores and the clinical experience of the medical students tested.

Many built-up and high-density cities such as the City of Toronto are beginning to look at new strategies to increase parkland at a time when land is scarcer and more expensive to acquire. Schoolyards have been identified as underutilized public resources since many of them are deteriorating and predominantly asphalt. Some cities have established initiatives that revitalize public schoolyards into green spaces for student and community use, defined generally as ‘schoolyard parks’. Such initiatives are based upon public-private partnerships between city governments, school boards, park departments, and other stakeholders. This paper uses spatial analysis to estimate how much parkland Toronto District School Board schoolyards could contribute to Toronto’s park system if they were converted to schoolyard parks. It also reviews four schoolyard park programs in different cities to determine what kind of program structure would best suit Toronto, and it provides recommendations on how to implement such an initiative. In this paper, I propose a new framework for analysing the short and long-run effects of temporary educational disruptions on the learning progression of children. The framework integrates into a coherent model recent advances in the literature on learning acquisition (Kaffenberger, 2021; Kaffenberger and Pritchett, 2020b, 2021) and the literature on estimating the immediate costs of instructional disruptions (Neidhöfer et al., 2021). The integrated framework includes explicit modelling of continuous parental investments, filling a gap in the literature related to the Potential Pedagogical Function and other explicit models of learning progression and acquisition. In the same way, the model considers the role of economic resources as part of the resources employed by parents to mitigate the effects of a temporary shock in instruction., expanding the notion of attenuation capacity developed by Neidhöfer et al. (2021). Finally, I take this framework to the data to estimate the potential effects of the instructional disruption caused by the COVID-19 pandemic in Mexico. The estimates suggest that, for the Mexican cohort affected by the instructional disruption,the potential persistent loss in learning with respect to the counterfactual lies on average between 20% and 90% of the learning acquired during a usual school year, depending on the effectiveness of the remote learning policies implemented during 2020 and 2021.These results already consider the mitigating role of parental investments. Furthermore,my results suggest substantial variation between inhabitants from different regions of the country and inside inhabitants of the same region, being the South of the country the region where the losses are the largest.
