The article is concerned with the current principles of regional development management and formation of regional policy. The key aspects and mechanisms of regional governance such as public administration and regionalistics are examined. The directions of research in the sphere of regional development management are provided. The main stages and components that provide for the implementation of the State policy of regional development are considered. Based on both Ukrainian and European regional development strategies, the following key principles of regional development management and regional policy formation are allocated: regional development based on the principles of sustainability; regional development based on the principles of circular economy; regional development based on the principles of typologization of regions; regional development based on the principles of investment policy. Each of these principles is considered separately in terms of the importance of application in the formation of regional development policy. During the analysis, it was noted that the topical issues in the formation of regional development strategies on the basis of sustainability were and remain the issues of assessment of the achieved results, which are distilled down to the development of a single conception and determination of the relevant goals of the group of indicators on which this conception should be based. It also emphasized the need to develop certain measures for the implementation of circular business models, development of transition strategy and policy of both the State-controlled and regional support. It is specified that in order to effectively develop territories in the management of regional development and formation of regional policy, it is necessary to take into account the specifics of each region, and therefore to perform a preliminary typologization. When considering regional investments in the formation of a regional development strategy, it is emphasized that in the formation of an effective investment policy at the regional level, the application of the approach based on the typologization of regions both in terms of development in general and in terms of investment development in particular becomes an important aspect. The general conception of regional development management and regional policy formation has been formed. The author emphasizes the conformity of such a conception to modern conditions for the development of Ukrainian regions.

The issues of formation of the decision support system in the field of regional development management have been considered. The presented review of the existing approaches in this field testifies on the one hand to their diversity, and on the other hand, it allows us to draw a conclusion about the need to solute a number of methodological and practical issues of decision support in terms of innovative development of regions. On this basis, the goal of the research is to develop the concept of a decision support system to substantiate the parameters of the innovative strategy of regional development based on adaptive mechanisms for coordinating the interests of economic agents.The research methodology is based on the synthesis of different approaches in the framework of integration into the structure of adaptive simulation models of problem-oriented knowledge bases, as well as intelligent technologies for processing semistructured information, using to find decisions in the process of formation and adjustment of parameters of management of innovative development of the region. The result of the study is a theoretical justification for the development of problem-oriented DSS, including a description of the interrelated stages, determining the main design features of this toolkit.As a part of the study, a conceptual scheme of implementation of the decision support system in the field of management of regional innovative development has been proposed, the key functional blocks of the proposed tools have been described, the place of existing tools in the structure of the regional development management system has been determined, the possibilities of its use in the formation of forecast-planned assessments of regional development, as well as the evaluation of the effectiveness of alternative management actions, have been shown.In our opinion, the proposed tools will expand the possibilities of applying the management theory and decision support methods, intelligent information technology, economic and mathematical methods, modern computer simulation technologies for strategic planning of socio-economic systems of macro- and meso-level. In practice, the tools can be interesting for public authorities to solve problems in the formulation of innovative regional development strategies for the Russian regions, the formation of medium-term forecasts and the justification of the parameters of social, economic and budgetary policy.

During the years of independence in Ukraine, a certain set of investment instruments of state governance for regional development has been created: state and regional target programs, regional development agreements, agreements on implementation of interregional projects, programs for overcoming the state of depression, the State Fund for Regional Development (DFRD), and others. However, their level of performance is quite low.Notwithstanding the provisions of the State Strategy for Regional Development for the period up to 2020, regional development agreements and programs to overcome the state of depression of the territory are not implemented at all. The use of the DFRR in the "manual mode" reduces the role of the fund in solving the tasks of regional policy of the state.One of the main investment instruments of state governance for regional development are regional target programs. The analysis of target programs of the Odesa Oblast, which operated in 2015, showed that most of them did not meet the priorities of the economic and social development strategy of the Odessa region and (or) have other defects.Agreements on the implementation of interregional projects, the implementation of which contributes to the improvement of socio-economic development of two or more regions, have not been used at all. The same situation with regard to programs to overcome the state of depression of the territory.The inadequate institutional support of the DFRD leads to its underfunding, non-compliance with the rules for distributing its funds between regions, and non-compliance with the priorities of regional development.The article proposes: to return the practice of using agreements on regional development as a mechanism for coordinating the interests of central executive and local self-government bodies in relation to the implementation of strategic tasks of regional development; based on the principle of subsidiarity, delegate to the regional level the authority to develop programs to overcome the state of depression of the territory; to implement methodological recommendations for the evaluation of regional target programs.

Тhe creation and development of the digital economy in the regions of Russia is a new factor in their socio-economic development. This should be reflected in near future in the strategies of socio-economic development of regions. In the Russian Federation, at present, for developing and evaluating the implementation of the socio-economic development strategy of the region, a universal methodology has not been developed, and the standard approaches for implementing strategic planning have been adapted from the management of corporate structures.The purpose of the article is to test the methodology of statistical evaluation of the socio-economic development of the region in the digital environment. The methodological basis of the study are: the general statistical method of dynamic standards, index and coefficient analysis, the method of pairwise comparisons. The scientific novelty of the presented results are the author’s methodological developments: the system of indicators of the socio-economic development of the region in the digital environment and the regulatory assessment model. The practical significance of the research results lies in the possibility of applying the author’s assessment methodology for monitoring regional development strategies.The creation of integral statistical measures (models) for monitoring traditional and new factors of the region’s development will provide solutions to their quantitative assessment, allow clarify both the planning and implementation stages of the region’s shortcomings and problems, ensure the implementation of the principle of integrated socioeconomic development of the region, contribute to enhancing the consistency of the objectives of regional development strategies, it will allow diagnostics of the development of the digital economy and develop new strategic orientations at the regional level, which in turn will make it possible to develop organizational mechanisms for involving people in the region in resolving issues of territorial strategic development.

The article is aimed at identifying the main areas of regional policy with reference to ensuring economic security. It is proved that the state regional policy is an integral part of the state policy aimed at providing the spatial organization of a region, maintaining balance, eliminating regional differentiation. The mechanism of regional policy provision is considered. The powers of regional policy actors in Ukraine are apecified. The global and local goals of regional policy are characterized, the goal hierarchy is created with respect to ensuring regional economic security. Estimates of the local goals of regional policy on achieving the strategic goal of regional policy are defined. The main global goals of regional policy are highlighted, in particular: territorial integrity, socio-economic integration and spatial development, sustainable development of the region’s diversified competitive economy, development of rural territories and territories adjacent to cities, development of human capital and life quality, effective regional development management. It is determined that the following local goals are estimated highest for achieving the strategic goal of regional policy: protection of regional interests, territorial unity, prevention of deepening imbalances in regional development, rationalization of agricultural production pattern aimed at increasing its productivity, development of a competitive industrial sector.

This article looks at the emerging role of the regional chambers in England. Ostensibly acting as the first step towards elected regional government, these new partnerships have become an integral part of New Labour's pragmatic approach to English regionalisation. Providing a counterweight to the Regional Development Agencies (RDAs), regional chambers are intended to provide an inclusive forum for the various local and regional stakeholder interests. The remit of these voluntary bodies will include monitoring the activities of the RDAs and providing strategic input into a range of regional policy initiatives. Focusing on developments in two English regions, the article considers whether regional chambers will be able to compensate for the democratic deficit that has long been an intrinsic part of the regional state apparatus in England.

The model of long-term planning of sustainable regional development in the context of providing a effective state regional policy is developed in the article. The received model is simulated and it’s involves the coordination of macro and micro indicators of sustainable development. The GRP value is calculated with the forecasted values of these indicators, and then their equilibrium is estimated which is possible, as was noted above, on the basis of the Gini coefficient. This allows to receive an agreed forecast for all indicators. To ensure the effectiveness of the state policy influence on sustainable development is possible by systematizing the activity and formalization of the state regional policy and improving its organizational, legal and methodological support, in particular, correction of the defining and adjusting parameters of the sustainable development in the scale of separate regions and the state. Since the normatively fixed criteria for evaluating such a development differ significantly among themselves (applied for the quarterly and annual evaluation). The main stages of planning of regional development processes in the social and economic directions are specified. In view of them, information and analytical technology is built. The forecasting technology should provide a refinement of the system of indicators of the sustainable development of regions and expansion of those indicators that are necessary to describe the conditions of this development in relation to the state as a whole. In our view, the realization of this task should take place provided that the correlation analysis of the indicators is applied. The choice of a method of research of development of regional processes is proved. The adequacy of the model of long-term planning of sustainable regional development in Ukraine is estimated. The results received are the basis for working out of a complex of actions for indicative plans and monitoring of the development of the state regional policy.
