The present research featured the issue of regional strategic planning as part of Russian economic system. The research objective was to study the role of strategic planning in improving the sustainable development of local economy. The study was based on the methods of analysis, synthesis, and grouping. The Strategy of Economic Development of Kuzbass through 2035 turned out to be more relevant in its content than previous strategies. The analysis of regional typology helped to identify a wider range of problems that aggravated or appeared over time. The problems were formulated as key priorities aimed at improving the life of local population and boosting the economic growth. The author believes that the main goal of the state regional policy is to reach and maintain a high level of economic development of the region. Regional policy is a set of legislative, administrative, and economic measures aimed at improving the quality of life and productive in the region. The state regional policy has the same economic orientation for all regions, which should be regulated by strategic planning, thus increasing the level of sustainable economic development.

The problem statement. Archival sphere can fit organically into the general concept of digital transformation of Ukraine’s economy. The creation of digital format of archival institutions should be based on identical branch standards and rules for the creation, preserving, accounting, description, using of digital copies in order to ensure a single collaboration algorithm between state, regional and municipal authority levels. The purpose of the research is to analyze the new trends of the management system of the archival sphere from the perspective of regulatory support for the implementation of digitalization tools of Ukrainian archival institutions. The methodology. To resolve the tasks of the research were used traditional complex of common scientific principles (determinism, imaging, unity of opposites) and methods (analysis and synthesis, systematic and structural, questionnaire, content-analysis, observation, statistical). The results. The article analyzes the legal tools as an element of state regulation of digitalization of the Ukrainian archival space. The results of the study were confirmed by a sociological survey on the topic “Do we need to adjust the regulatory basis the archival branch to the digitalization contexts?”. The scientific novelty of the research is to develop the theoretical foundations in the branch of archival sphere management due to context of regulatory support for provision of digitalization issue, including methods of analysis, synthesis and systematization, to generate the problem of introducing the modernizational legislation to manage the digitalization of archival sphere. Conclusions. It is reviewed in the research the influence of the state regulation on the task of systematic development of Ukrainian branch standards and other legal documentation, which is created to regulate the requirements of creation, accounting, preserving, and use of electronic document copies, as well as the collaboration between the archival institutions with stakeholders within a single online platform.

The article emphasizes that increasing of efficiency and competitiveness of Ukrainian industry can be achieved only by its transition to an innovative development way. The aim of the article is to analyze the indicators of innovation activity, invention and to develop proposals for the implementation of a number of measures in the context of the implementation of state regional policy to stimulate innovative development of industry. The article analyzes the indicators of innovation activity of Ukrainian industry in 2014-2019. The analysis of indicators of innovation activity of industrial enterprises, conducted in terms of technological levels of industrial development, shows the lack of stable trends in the dynamics of innovation activity. The general trend for all levels of produce-ability during the analyzed period is a decrease in the volume of sold innovative products. In general, the analysis of the main indicators of innovative activity of industry shows a decrease in the role of high-tech industries in the production and implementation of innovations. The existing potential of the regions in terms of inventions and utility models is analyzed. The analysis of the distribution of applications for inventions and utility models from national and foreign applicants-legal entities by type of industrial activity shows a decrease in inventive activity of enterprises in most types of industrial activity. The priority technical directions of patenting of inventions and utility models in the regions with the highest inventive activity are presented. It is emphasized that the low level of technological development of industry causes insignificant volumes of exports of high-tech products. The analysis shows a critically low level of high-tech exports in the regions of Ukraine, and somewhere its absence at all. It is claimed that the implementation of state regional policy in the regions of Ukraine is associated with the application of an integrated approach to the development and implementation of regional strategies. The use of an integrated approach will contribute to: improving the efficiency of the use of public funds aimed at the implementation of regional and local development projects, national, regional and sectorial programs, as well as programs for the development of problematic regions and the modernization of industry and infrastructure development in general. Under these conditions, the priorities of smart specialization of the regions are competitive advantages and guidelines for structural modernization of their economy.

This article is dedicated to the analysis of the essential hallmarks of social services procurement. The attention is focused on the absence of the unity of the scientists’ thoughts as for the definition of the term “social procurement”. It has been determined that in the foreign scientific literature the scientists to denote the term “social procurement” use the notions “social contracting”, “social order” and “social commissioning”, and they use these notions with slightly different meanings. Therefore, the notion “social procurement” is defined as: 1) activity of a country; 2) form of the state support; 3) complex of measures; 4) legal mechanism. The article has grounded the expediency of the definition of social procurement in the legal relations of social care as a special legal way to influence the behavior of the parties of the social care legal relations. The publication advocates the idea that social procurement is one of the conditions for the rise of the state and private sectors partnership. The state-private partnership in the legal relations regarding the provision of social services is proposed to be defined as cooperation between Ukraine, AR of Crimea, territorial communities represented by the competent state bodies, self-government bodies (authorized bodies in the sphere of social services provision) and legal entities, but for the state and municipal enterprises and establishments, and organizations (providers of social services) regarding the provision of social services, which is carried out on the basis of an agreement and under the procedure set by the Law of Ukraine “On Social Services” and other legal acts that regulate the social care legal relations. The article substantiates the thesis that the subject of the social procurement is social services and resolution of social issues of the state/regional/local levels in the aspect of the satisfaction of the needs of people/families for social services (state/regional/local programs of social services). It has been determined that the main forms of realization of the social procurement in the social care legal relations are public procurements of social services and financing of the state/regional/local programs of social services. The public procurement of social services is carried out under the procedure set by the Law of Ukraine “On  Public Procurement” taking into account the special features determined by the Law of Ukraine “On Social Services”. The social procurement in the form of financing of the state/regional/local programs of social services is decided upon the results of the tender announced by a client according to the plan for realization of the corresponding target program.

A taxonomic and nomenclatural review of the genus Croton (Euphorbiaceae) in the Mexican state of Michoacán is presented. Six sections and 20 species are here reported. The greatest diversity is in the Balsas Depression province, where at least 12 species occur. There is a strong tendency to thrive in tropical deciduous forest. An identification key is provided, and for each species, the following information is included: protologue citation, type information, habit, habitat, and elevation within the state, regional and global distribution, and phenology. Relevant synonyms are listed, as too are herbarium specimens. Lectotypes are designated for Croton draco, C. niveus, and C. calvescens. One species, Croton rojasii, is described as new and illustrated with photos. It is known only from tropical deciduous forest in the Zicuirán-Infiernillo Biosphere Reserve, at elevations from 400 to 700 m. It belongs to sect. Geiseleria and is remarkable because of the strongly unequal pistillate sepals, the larger of which becoming accrescent and exceeding the fruit.

The article examines the modern realities of the functioning of the State Regional Development Fund as a budget program within the State Budget of Ukraine. The purpose of the study is to reveal the key features of the Fund functioning in modern conditions, to assess the current state of financial support of regional development projects, to identify the main problems in this field, and to develop possible solutions. The article substantiates the importance of sustainable development of territories as a mode of functioning of the region, characterized by harmonious positive changes in the most important spheres of life of the individual, society, and state, considering the interests of present and future generations. The change of the tendency of the gap between the declared and approved volumes of financing of regional development projects in 2015-2021 is estimated and the possible consequences of such gap are outlined. The volume and number of development projects in the regional and district dimension, funded by the Ukrainian State Regional Development Fund in 2020, are marked on the map of Ukraine. The need for uniform distribution of project financing based on the new zoning and elimination of "white spots" on the project map is emphasized. The ratio of the number of regional development projects in terms of settlements of implementation by their status was studied. Structural analysis of the use of funds of the Ukrainian State Regional Development Fund by purpose and type of work is performed; the average cost of regional development projects by category and in general are calculated and compared. Based on the analysis, the "bottlenecks" of the Ukrainian State Regional Development Fund functioning at the present stage are identified and the ways to solve them are proposed.

Nurses are on the frontline fighting COVID-19, as they are caring for patients during the days and nights they spend at the hospital. The purpose of this study is to determine the direct impact of job satisfaction on motivation, commitment, and performance of nurses during the COVID-19 pandemic. Furthermore, the roles of work motivation and employee commitment on nurse performance are also tested. The population in this study is nurses at the State Regional Hospital in Pasuruan, East Java, Indonesia, totaling 161 nurses. The sample in this study is 62 respondents. The analysis technique used in this study is path analysis. The results show that job satisfaction has a significant role to foster motivation, commitment, and performance of nurses in the hospital. Furthermore, employee commitment and work motivation are also proved to affect nurse performance. The results provide a better understanding of the approaches that can be taken to maintain nurse performance, especially during a pandemic. Subject. This article discusses the issues related to the development of special economic and legal status areas in terms of attracting foreign investment and developing foreign economic activity. Objectives. The article aims to study the peculiarities of the special economic and legal status areas’ functioning as a tool for attracting investment in the economic systems of the regions of the Russian Federation from the standpoint of customs regulation. Methods. For the study, we used the methods of logical and statistical analyses. Due to the peculiarities of statistical information, we analyzed the areas industrial special economic zones are located in. Results. The article defines the essence of preferential treatment and the main issues of customs regulation of the activities of special economic and legal status areas. It describes the role of special status areas in the development of regional socio-economic systems. Conclusions. Priority social and economic development areas are the most appropriate tool to implement the State regional policy. This is confirmed by statistical data on the dynamics of the creation of such areas.
