Climate change has now become a reality that has intensified the sufferings of people living in arid ecosystems. Decrease in rainfall, rise in temperature and increase in the frequency of extreme events are some of the changes observed in the semi-arid desert of district Tharparkar. For thousands of years, people of Tharparkar are coping with drought and aridity of the land by using indigenous knowledge. However, global changes in the climatic pattern and deterioration of social and economic conditions have pushed the inhabitants of this arid region into extreme vulnerable situation. This paper investigates the link between climate-induced natural disasters, particularly drought, from the perspective of changing climate patterns which have resulted in food insecurity and water scarcity. The paper analyses the rainfall pattern in the last 38 years—dividing it into two periods i.e. from 1975-1994 and 1995-2014. The findings of the paper have challenged the prevailing notions about aridity and rainfall patterns in Tharparkar district. The research found that there is an increase in average annual precipitation in the district with erratic patterns. Thus, the nature of drought in the district has changed from its historic pattern of less or no rainfall to more but erratic rainfall that is more threatening to livelihoods of the people that in turn have multiplier effect on water and food insecurity. In particularly, women are more vulnerable in the absence of social security and lack of basic necessities for their survival amidst drought. For instance, traditionally the burden of managing water resources falls on women, which leads to an increased work load during the time of drought and also water scarcity. There is an increasing need and interest for Human Factors and Ergonomics (HFE) professionals to apply our discipline to a larger context. HFE researchers are starting to conduct research outside of traditional settings, focusing their efforts on complex societal challenges; however, this type of work is still in its infancy and there is a need to define how HFE can be used in broader contexts, outside of formal institutions. In this panel, we begin a formalized conversation of how our field can scale its impact. Each panelist will introduce a societal challenge they are addressing and discuss how HFE can be adapted to this context. The topics of this panel will span elections technology, sustainability and climate change, universal access to mental healthcare, social isolation in older adults, and food insecurity. This session will conclude with a moderated discussion between the panelists and audience to brainstorm specific societal challenges that HFE can address as well as how methods can be adapted to this context.

Climate change was conceived as a “risk multiplier” that could exacerbate security risks and conflicts in fragile regions and hotspots where poverty, violence, injustice, and social insecurity are prevalent. The linkages have been most extensively studied for the African continent, which is affected by both climate change and violent conflict. Together with other drivers, climate change can undermine human security and livelihoods of vulnerable communities in Africa through different pathways. These include variability in temperature and precipitation; weather extremes and natural disasters, such as floods and droughts; resource problems through water scarcity, land degradation, and food insecurity; forced migration and farmer–herder conflict; and infrastructure for transport, water, and energy supply. Through these channels, climate change may contribute to humanitarian crises and conflict, subject to local conditions for the different regions of Africa. While a number of statistical studies find no significant link between reduced precipitation and violent conflict in Africa, several studies do detect such a link, mostly in interaction with other issues. The effects of climate change on resource conflicts are often indirect, complex, and linked to political, economic, and social conflict factors, including social inequalities, low economic development, and ineffective institutions. Regions dependent on rainfed agriculture are more sensitive to civil conflict following droughts. Rising food prices can contribute to food insecurity and violence. Water scarcity and competition in river basins are partly associated with low-level conflicts, depending on socioeconomic variables and management practices. Another conflict factor in sub-Saharan Africa are shifting migration routes of herders who need grazing land to avoid livestock losses, while farmers depend on land for growing their harvest. Empirical findings reach no consensus on how climate vulnerability and violence interact with environmental migration, which also could be seen as an adaptation measure strengthening community resilience. Countries with a low human development index (HDI) are particularly vulnerable to the double exposure to natural disasters and armed conflict. Road and water infrastructures influence the social and political consequences of climate stress. The high vulnerabilities and low adaptive capacities of many African countries may increase the probability of violent conflicts related to climate change impacts.

Climate change is increasingly being framed as a “climate crisis.” Such a crisis could be viewed both to unfold in the climate system, as well as to be induced by it in diverse areas of society. Following from current understandings of modern crises, it is clear that climate change indeed can be defined as a “crisis.” As the Intergovernmental Panel on Climate Change 1.5oC special report elaborates, the repercussions of a warming planet include increased food insecurity, increased frequency and intensity of severe droughts, extreme heat waves, the loss of coral reef ecosystems and associated marine species, and more. It is also important to note that a range of possible climate-induced crises (through, e.g., possible increased food insecurity and weather extremes) will not be distributed evenly, but will instead disproportionally affect already vulnerable social groups, communities, and countries in detrimental ways. The multifaceted dimensions of climate change allow for multiple interpretations and framings of “climate crisis,” thereby forcing us to acknowledge the deeply contextual nature of what is understood as a “crisis.” Climate change and its associated crises display a number of challenging properties that stem from its connections to basically all sectors in society, its propensity to induce and in itself embed nonlinear changes such as “tipping points” and cascading shocks, and its unique and challenging long-term temporal dimensions. The latter pose particularly difficult decision-making and institutional challenges because initial conditions (in this case, carbon dioxide emissions) do not result in immediate or proportional responses (say, global temperature anomalies), but instead play out through feedbacks among the climate system, oceans, the cryosphere, and changes in forest biomes, with some considerable delays in time. Additional challenges emerge from the fact that early warnings of pending so-called “catastrophic shifts” face numerous obstacles, and that early responses are undermined by a lack of knowledge, complex causality, and severe coordination challenges.
