Climate change has now become a reality that has intensified the sufferings of people living in arid ecosystems. Decrease in rainfall, rise in temperature and increase in the frequency of extreme events are some of the changes observed in the semi-arid desert of district Tharparkar. For thousands of years, people of Tharparkar are coping with drought and aridity of the land by using indigenous knowledge. However, global changes in the climatic pattern and deterioration of social and economic conditions have pushed the inhabitants of this arid region into extreme vulnerable situation. This paper investigates the link between climate-induced natural disasters, particularly drought, from the perspective of changing climate patterns which have resulted in food insecurity and water scarcity. The paper analyses the rainfall pattern in the last 38 years—dividing it into two periods i.e. from 1975-1994 and 1995-2014. The findings of the paper have challenged the prevailing notions about aridity and rainfall patterns in Tharparkar district. The research found that there is an increase in average annual precipitation in the district with erratic patterns. Thus, the nature of drought in the district has changed from its historic pattern of less or no rainfall to more but erratic rainfall that is more threatening to livelihoods of the people that in turn have multiplier effect on water and food insecurity. In particularly, women are more vulnerable in the absence of social security and lack of basic necessities for their survival amidst drought. For instance, traditionally the burden of managing water resources falls on women, which leads to an increased work load during the time of drought and also water scarcity. AbstractCities around the world are confronted with the need to put in place climate adaptation policies to protect citizens and properties from climate change impacts. This article applies components of the framework developed by Moser and Ekström (2010) onto empirical qualitative data to diagnose institutional barriers to climate change adaptation in the Municipality of Beirut, Lebanon. Our approach reveals the presence of two vicious cycles influencing each other. In the first cycle, the root cause barrier is major political interference generating competing priorities and poor individual interest in climate change. A second vicious cycle is derived from feedbacks caused by the first and leading to the absence of a dedicated department where sector specific climate risk information is gathered and shared with other departments, limited knowledge and scientific understanding, as well as a distorted framing or vision, where climate change is considered unrelated to other issues and is to be dealt with at higher levels of government. The article also highlights the need to analyze interlinkages between barriers in order to suggest how to overcome them. The most common way to overcome barriers according to interviewees is through national and international support followed by the creation of a data bank. These opportunities could be explored by national and international policy-makers to break the deadlock in Beirut.

There is an increasing need and interest for Human Factors and Ergonomics (HFE) professionals to apply our discipline to a larger context. HFE researchers are starting to conduct research outside of traditional settings, focusing their efforts on complex societal challenges; however, this type of work is still in its infancy and there is a need to define how HFE can be used in broader contexts, outside of formal institutions. In this panel, we begin a formalized conversation of how our field can scale its impact. Each panelist will introduce a societal challenge they are addressing and discuss how HFE can be adapted to this context. The topics of this panel will span elections technology, sustainability and climate change, universal access to mental healthcare, social isolation in older adults, and food insecurity. This session will conclude with a moderated discussion between the panelists and audience to brainstorm specific societal challenges that HFE can address as well as how methods can be adapted to this context.

Despite the existence of a National Adaptation Plan to climate change (NAP) in Burkina Faso, operationalizing adaptation still face a number of challenges. The current study focused on identifying institutional barriers to the strategic objectives of climate change adaptation (CCA) using a literature review and semi-structured interviews conducted with key stakeholders / resource persons involved in the implementation of the NAP. The results revealed a weak collaboration between the NAP steering institution and the ministerial departments covered by the NAP. This situation, first, hampers the implementation of adaptation actions and secondly, the monitoring reporting and verification of adaptation initiatives. Further, the analysis revealed that lack of financial resources poses constraints to many actions that were to be taken by the steering institution and therefore creates poor ownership of the NAP by the main stakeholders that should be actively involved in the NAP process. To cope with the various constraints, it is necessary to have strong political support in many aspects. For instance, it was judged that institutionalizing the role of climate change (CC) focal point within the ministries and embedding NAP monitoring and evaluation (M&E) objectives and indicators with existing functional M&E systems in the sectorial ministries will ease CCA actions integration in operational plans, their implementation and documentation. Moreover, it is relevant to have a continuous capacity building plan to keep stakeholders updated on climate change issues as this will support them in their mandate of mainstreaming CC into ministerial operational plans and lead to optimal CCA implementation and monitoring.
