The Covid-19 pandemic hit the world during the winter 2020. Still on-going, it impacts everyone’s everyday life on a great scale. While the pandemic is considered as a global challenge, it has particular effects in the Arctic due to local parameters, such as remoteness, need of communication, other health challenges, presence of indigenous communities, etc. Using the author’s personal experience as a starting point, this paper aims to provide a broad and objective analysis in order to identify and discuss major stakes of the pandemic as well as the opportunities it provides.

Developing democracy institutions and citizen participation in state affairs, the world community focuses on postcolonial studies, which allow us to identify new perspectives, set new priorities in various areas, in law and public administration among others. In Arctic countries, postcolonial discourse has an impact on the methodology of research related to indigenous issues, and this makes possible to understand specific picture of the world and ideas about what is happening in the world. Moreover, the traditions of Russian state and governance are specific and interaction between indigenous peoples and public authorities should be studied with a special research methodology which would reflect the peculiarities of domestic public law and aimed at solving legal issue and enrich public policy. The objective of the paper is to present a new integrated methodology that includes a system of philosophical, anthropological, socio-psychological methods, as well as methods of comparative analysis and scenario development methods to involve peripheral communities into decision-making process of planning the socio-economic development in one of Russia’s Arctic regions — the Yamal-Nenets Autonomous District and to justify and further legislatively consolidate the optimal forms of interaction between public authorities and indigenous communities of the North. In 2020, the Arctic Research Center conducted a sociological survey in the Shuryshkararea of the Yamal-Nenets Autonomous District, which seems to limit existing approaches to identifying public opinion about prospects for developing villages and organizing life of their residents. Our proposed methodology for taking into account the views of indigenous peoples can help to overcome the identified limitations.

The 2019 novel coronavirus (previously 2019-nCoV) or coronavirus infectious disease 2019 (COVID-19) outbreak has been summarized as on March 29, 2020. COVID-19 is a highly transmittable and pathogenic viral infection caused by severe acute respiratory syndrome coronavirus 2 (SERS-CoV-2). The disease was first seen during an outbreak in Wuhan, China and continuous spreading from human to human around the sphere. The disease is uncontrolled and increasing the death toll through. The world is facing a global challenge to protect human lives caused by coronavirus outbreak. The number of infected patients is increasing day by day due to COVID-19 as a pandemic. The world health organization (WHO) has declared global public health emergency on January 30, 2020. The disease has been spread around 201 countries with total confirmed cases 634835 and death cases 29891 as on March 29, 2020. The goal of this review to summaries and update the clinical/medical features and suggestions for diagnosis of the COVID-19 as a pandemic. The discussion of the various therapeutic algorithms, risk, prevention and control based on the latest reports has been provided.

Reflection constitutes a way of turning our experience into learning. A reflective journal will successfully link the theory with personal experience through an interactive interpretation of reflected knowledge. My background experience as a trainee teacher for a boy with mild learning disabilities in my placement was about an incident related to Sex and Relationships. This occurrence constituted the starting point of my personal learning experience. Knowledge is the “weapon” you can use to overcome any barriers and evaluate actions and relationships. This essay focuses on the sexuality and the provision of Sex and Relationships Education (SRE) that children with Learning Disabilities (LD) receive in countries around the world and the objectives of SRE. Moreover, children with LD, through the benefits of adequate education, can recognise their sexual identity, fight for their needs and rights and eliminate undesirable consequences. Trying to avoid the dilemma of axiological subjectivism and objectivism “The World of Experience” is taken as the starting point of this article. Basic values are meant to represent notions which symbolize the meaning of human experience of the world. Simultaneously these notions symbolize the meanings of the basic relations between subject and object of experience. Utility, truth and beauty are in this conception the most general notions symbolizing the meanings of practical, cognitive and aesthetic experiences. Moral goodness is a notion symbolizing the meaning of personal experiences of the subject. The practical, cognitive and aesthetic experiences occur within the frame of unilateral, matter of fact contacts of the subject with an object. The specific trait of the personal experience lies in the direct contact with the subjectivity of another human being. The experience of another man as of “one who also experiences” is the foundation of moral experiences. Recognition of the subjective autonomy of another man leads to the experience which presents him as a moral subject. The relations between moral subjects are moral relations. These relations obtain within communities whose members observe certain rules which are adopted in order to protect their autonomy and to strengthen the bonds between them, which are a warrant of the existence of their community. The effort made to preserve one’s subjective autonomy and to establish bonds with other people considered as other autonomous subjects is at the same time the essence.


This chapter argues that what well-being means must be articulated at the grassroots level, rather than imposed by experts or governments. People in communities already have the answers to what well-being means to them. It is embedded in the wisdom traditions and the lived experiences, aspirations, hopes, and values of people all over the world. Instead of assuming that leaders will bring the well-being agenda to communities, leaders should instead look at what is happening already and build on what communities are already doing. Additionally, a benefit of engaging communities, people, and organizations as true partners in the work of defining well-being is that this engagement is a starting point for fostering grassroots demand for the implementation of a shared well-being agenda. At the same time, it is critical to practice radical inclusion and ensure that people from communities that are often—and have historically been—excluded from meaningful input and decision-making are engaged and contribute to an understanding of what well-being means. In addition to indigenous communities and racial or ethnic groups, this may include those who are living in poverty, experiencing homelessness, incarcerated, and struggling with substance abuse.

This article explains how search and rescue (SAR) equipment and personnel can strengthen Canada’s Arctic security without contributing to a classic “security dilemma”—whereby a perceived military buildup by one state leads to a responsive buildup by another state, and so on into an arms race. This is because Arctic SAR involves dual-use assets that can fulfill most existing and reasonably foreseeable Arctic security roles as a secondary mission. Avoiding a security dilemma is key with regards to Canada–Russia relations. In the Arctic arena, Russia sees itself surrounded by North Atlantic Treaty Organization states during a period of considerable tension with those same states elsewhere in the world. Although most of the responsibility for that tension lies with Russia, it is still in Canada’s interest to avoid feeding Russia’s Arctic uncertainties and insecurities, since regional military buildups can cause instability and even conflict.

Indigenous members of the Canadian Forces (CF) are an integral part of the organization, working and fighting alongside their non-Indigenous colleagues all over the world. As a non-combative sub-set of the CF, however, the Canadian Rangers are a unique branch of the Reserves that are without compare. Functioning primarily for their communities, the Rangers represent the potential for the CF to effectively work with Indigenous communities and culture, while maintaining CF operational objectives in the Arctic. This article explores how the Rangers balance the sovereignty of their communities with the aims of the CF by integrating Indigenous cultures, language, and ways of knowing into their operational and capabilities, while remaining semi-autonomous from the CF culture and hierarchy. This article concludes that while the Rangers are an example of the potential for Indigenous and Canadian partnerships, there is also an alarming disparity and inequitable access to secure full-time employment and healthcare. Moreover, Rangers face many of the same issues as those in the communities they strive to serve. Therefore, this article argues that if Canada is serious about reconciliation and creating more opportunities for Indigenous persons in the Arctic, then part of that aim should also include providing the Rangers with the same support other areas of the CF are privileged to receive.

AbstractAs a work of propaganda, graphics Austroseraphicum Coelum Paulus Pontius should create a new reality, make appearances. The main impression while seeing the graphics is the admiration for the power of Habsburgs, which interacts with the power of the Mother of God. She, in turn, refers the viewer to God, as well as Franciscans placed on the graphic, they become a symbol of the Church. This is a starting point for further interpretation of the drawing. By the presence of certain characters, allegories, symbols, we can see references to a particular political situation in the Netherlands - the war with the northern provinces of Spain. The message of the graphic is: the Spanish Habsburgs, commissioned by the mission of God, they are able to fight all of the enemies, especially Protestants, with the help of Immaculate and the Franciscans. The main aim of the graphic is to convince the viewer that this will happen and to create in his mind a vision of the new reality. But Spain was in the seventeenth century nothing but a shadow of former itself (in the time of Philip IV the general condition of Spain get worse). That was the reason why they wanted to hold the belief that the empire continues unwavering. The form of this work (graphics), also allowed to export them around the world, and the ambiguity of the symbolic system, its contents relate to different contexts, and as a result, the Habsburgs, not only Spanish, they could promote their strength everywhere. Therefore it was used very well as a single work of propaganda, as well as a part of a broader campaign
