BKDIKLATDA in Salatiga is an Personnel Institution located in the Salatiga City Government area, which is currently implementing IT as a supporter of business processes. One of the IT used is the Personnel Management Information System (SIMPEG). SIMPEG is a system specifically designed to provide personnel administration management information quickly, accurately and accurately, and has the function to manage staffing data and information in the working environment of the Salatiga Municipal Government. In this study COBIT 5 was used specifically the Monitor, Evaluate, Assessment (MEA) domain to observe, evaluate and evaluate the performance of IT governance on the application of SIMPEG in the Salatiga City BKDIKLATDA. MEA is a domain in COBIT 5 whose purpose is to observe, evaluate and assess all processes related to IT in a company or organization. The purpose of this study was to help the Salatiga City BKDIKLATDA to optimize the SIMPEG process performance and find out the level of maturity and the ability to apply SIMPEG in the Salatiga City BKDIKLATDA. The research methodology used in this study is mixed method. Mixed method is a research approach that combines or links qualitative and quantitative research methods. The results of this study are expected to optimize the effective and efficient performance process in the application of SIMPEG in the Salatiga City BKDIKLATDA so that in the future it will be even better.

The Law on Regional Autonomy has the impact of the Regional Government having the authority to manage the assets and regional income independently. Semarang City is an area in the Central Java Province managed by the local government of Semarang city that is required to be able to carry out autonomy well. One of the things done is the management of land and building assets owned by Semarang city government that functioned for the public interest and the implementation of city government semarang. data of government assets owned by Semarang city government recorded in Identity Card belonging to the Regional Finance and Asset Management Agency (DPKAD) there are 3,092 plots of asset managed by Regional Secretariat, Institution under Semarang City Government and management by sub-district and kelurahan area.Land assets managed by the municipal government of Semarang are currently not considered optimal. The application of the management information system for the location of the city government's land assets is planned to use the Google Maps Application Programming Interface (API), can be viewed as a solution to help the implementing officer recognize the location of the asset land and provide competitive advantages and advantages in an effort to transparency of the city government semarang on assets owned and the achievement of Semarang city to semarang be smart city.With the support of management information system application of land asset location of Semarang city government which can represent referring to location of location of real asset with remote sensing (sensing) is expected to be used effectively to manage, control and control the land asset.

AbstrakTeknologi Informasi (TI) telah berkembang sangat pesat sehingga kebutuhan yang sangat penting saat ini, tidak terkecuali bagi perusahaan, instansi maupun lembaga. Rumah sakit menerapkan TI dalam bentuk sistem informasi manajemen tumah sakit atau juga disebut SIMRS. Dalam menyelenggarakan SIMRS, COBIT (Control Objectives for Information and Related Technology) merupakan kerangka kerja yang sangat direkomendasikan untuk melakukan tata kelola TI, hal itu disebutkan dalam bab empat mengenai tata kelola pada lampiran peraturan menteri kesehatan nomor 82 tahun 2013 tentang penyelenggaraan SIMRS. Saat ini, RS UMM belum menggunakan COBIT untuk tata kelola TI, terutama dalam menganilisis tingkat kematangan dari SIMRS yang sudah diterapkan. Pada penelitian ini, penulis mengukur nilai tingkat kematangan SIMRS yang ada di RS UMM menggunakan proses TI pada COBIT 4.1 diantaranya PO8, AI2, AI3, AI5, DS3 dan DS5. Hasil tingkat kematangan SIMRS UMM saat ini berada pada tingkat tiga (defined) dengan nilai rata-rata 3,02 yang artinya secara umum prosedur SIMRS UMM sudah distandarisasi dan didokumentasikan. Berdasarkan hasil tersebut, penulis memberikan rekomendasi yang mengacu pada framework  COBIT khususnya untuk mencapai tingkat empat (managed and measurable) yaitu pihak pengelola perlu mengawasi dan mengukur kepatutan SIMRS UMM serta mengambil tindakan jika terdapat proses TI yang tidak berjalan secara efektif.AbstractInformation Technology (IT) has grown so rapidly that the need that is very important at this time, not least for companies, agencies and institutions. Hospitals apply IT in the form of management information system of hospital or also called SIMRS. In organizing SIMRS, COBIT (Control Objectives for Information and Related Technology) is a highly recommended framework for IT governance, it is mentioned in chapter four on governance in the attachment of Minister of Health Regulation No. 82 of 2013 on the implementation of SIMRS. Currently, UMM Hospital has not used COBIT for IT governance, especially in analyzing the maturity level of SIMRS that has been applied. In this study, the authors measure the maturity level of SIMRS in UMM Hospital using IT process in COBIT 4.1 such as PO8, AI2, AI3, AI5, DS3 and DS5. The maturity level of SIMRS UMM is currently at the level of three (defined) with an average value of 3.02 which means that UMM's SIMRS procedure is generally standardized and documented. Based on these results, the authors provide recommendations referring to the COBIT framework in particular to achieve level four (managed and measurable) that the manager must monitor and measure the merits of SIMRS UMM and take action if there is an IT process that is not running effectively.

Personnel management is a series of management activities for the company to select, use, train, evaluate, reward and punish its employees. The personnel management information system designed and implemented in this paper integrates the functions of batch import of information, instant update of personnel information, position transfer, information inquiry and statistical analysis. This system is oriented to various users such as managers at all levels of small and medium-sized enterprises and institutions. In this paper, using the aspect-oriented programming, Inversion of Control features of the Spring framework, using spring MVC model and using the ORM (Object Relational Mapping, Object Relational Mapping) feature of MyBatis, using B/S architecture and MySQL database, with high scalability, high refactorability as the design goal, designs and implements an Personnel Management Information System. The system builds a personnel database covering more than 20 information about personnel's basic information, education background, and positions, and realizes functions such as batch import of information, instant update of personnel information, job transfer, entry management, resignation management, information inquiry and statistical analysis. At the same time, it is ensured that these functions will not be illegally operated by users without authority, so that the system has higher security. This system provides an integrated solution for the informatization of personnel management and has high practical and commercial value.

Human Resources (HR) development through education and training is not effective in shaping the character of the technology-based State Civil Apparatus. Technology-based human resource development, the Ministry of Law and Human Rights (Kemenkumham) built a Personnel Management Information System (SIMPEG). This study aims to determine how the effectiveness of SIMPEG at the Regional Office of the Ministry of Law and Human Rights of North Sumatra and how to realize e-government at the Regional Office of the Ministry of Law and Human Rights of North Sumatra, precisely at the Class II Immigration Office of TPI Belawan. The research approach used is a qualitative approach, which focuses on problems that exist at the time of the research or actual problems, and describes the facts about the problem being investigated along with their interpretation. Based on the research, it is found that SIMPEG of the Ministry of Law and Human Rights in its implementation has not been effective in improving employee professionalism, has not been used in the context of assigning employees according to their competence, and has not been used in the context of making employee transfer decisions and making decisions for promotion. The use of the Ministry of Law and Human Rights Simpeg is one form of e-government implementation at the Ministry of Law and Human Rights, especially the Class II TPI Belawan Imgrasi Office, where all employment processes are carried out electronically through the Ministry of Law and Human Rights Human Rights Management Information System application.

Arrangement in law Number 32 Year of 2004 of Local Goverment, especially Chapter XI about Village generates several problems, specifically authority and institution of village. For that reason, the government has stipulated Law Number 6 Year of 2014 about Village. However, there is vagueness about the administration of Village-Owned Property which is belong to village and obtained from State Budget. This research aims to provide explanation and authority reference in administrating Village- Owned Property obtained from State Budget. The research approach in this study is juridical normative approaches (legal research). The result of the research specifies that the administration of Village- Owned Property should be administered in Management Information System and State Property Accounting.

This empirical study was intended to analyze, measure, and discuss the effect of human resource competency and the implementation of regional financial management information system on the quality of financial statement at BPKAD office of Gorontalo City.. Based on the initial study and research problem, hence the research used a quantitative approach and supported by ex post facto method. The technique of data analysis employed multiple regression. The findings of this study include: first, there has been a significant effect of human resource competency on the quality of financial statement at BPKAD office of Gorontalo City. Second, there has been an important effect of the Implementation of Regional Financial Management Information System on the quality of financial statement at BPKAD office of Gorontalo City. Third, there has been a contribution of the effect of human resource competency and Implementation of Regional Financial Management Information System simultaneously on the quality of financial statement at BPKAD office of Gorontalo City. Based on the previous conclusions, it is recommended: 1) To improve the human resource competency in regard of the use of regional financial management apps through training and advanced technical guidance activities, 2) To make an effective use of regional financial apps in various institutionsin Gorontalo City government, 3) that further research should examine the effect of other factors on the quality of financial statement.
