The Art of Making-Up: Ibsen, Ireland, and Metropolitan Performance

The economies of theatre and performance in Ireland in the 1890s depended on various intersections of cultural and nationalist politics, but they also depended on Ireland's position within the wider circulation of English, European, and U.S. touring companies. This essay traces Herbert Beerbohm Tree's production of Henrik Ibsen's An Enemy of the People from London to New York and Dublin. Tree's decision to stage the play is a key moment because it moves Ibsen's work out of small, independent theatres and into a major touring company's repertoire. At the same time, especially while on tour in Ireland and the U.S., Tree's performance techniques and business practices obscured almost all of the qualities in Ibsen's work that had made him so controversial and had inspired the independent theaters in the first place. Following Tree's production illuminates two important shaping conditions for theatrical writers and entrepreneurs at the turn of the century: the demands for “stage business” within a burgeoning London-based commercial touring circuit and the effects of the experience of empire on performances of “parochial” languages.

Joseph Hardcastle was one of the foremost authorities on subjects connected with the mathematics of finance and other topics in accounting in the late 19th and early 20th centuries. As a teacher, author, and leader in the profession, he figured prominently in the elevation of accountancy. Hardcastle is relatively unknown in the literature except for having the distinction of scoring the highest grades on the first CPA exam in New York in 1896. However, he was well respected during his time as one of the premier theorists in accounting and was awarded an honorary degree of Master of Letters by New York University. Because of his prolific writings, his teaching of future accountants, and his interactions with members of the Institute of Accounts, he had a strong impact on the “science of accounts,” the dominant accounting theory in the U.S. at the turn of the century.

Our society has reached a frustrating impasse: everyone wants consumer goods, but nobody wants the associated waste. In all levels of society from the grass-roots to the highest level of politics, enormous public opposition has developed to siting landfills, incinerators, or transfer stations. With complex judicial and political systems that promote empowerment of the people, it has become common for opposition groups to delay or halt altogether the introduction of new waste management facilities. The NIMBY—Not In My Back Yard—syndrome has become a powerful force. This chapter explores the process by which the sites for landfills and related waste facilities are selected. This fascinating topic goes far beyond technical issues: it provides insight into human behavior and the ways political decisions are made. An understanding of the NIMBY phenomenon is essential for anyone who wishes to pursue a career in waste management. In some regions there is already a crisis. In New Jersey, for example, the number of landfills has dropped from more than 300 to about a dozen in the past two decades. As a result, more than half of New Jersey’s municipal solid waste must be exported to other states. In New York state, 298 landfills were closed and only 6 new ones opened in the decade since 1982. The same story is unfolding in almost all jurisdictions in North America; the number of landfills in the United States dwindled from 20,000 in 1979 to about 5,300 in 1993 (Miller, 1997). There is a very strong trend toward fewer—but much bigger—landfills. In the United States it is estimated that 8% of the existing landfills handle 75% of the country’s garbage. As the number of landfills decreases, their heights grow, casting dark shadows across the land. There is no doubt that new landfills are safer than old ones: they are generally better sited and incorporate better engineering and modern technology such as liners, covers, and leachate and gas extraction systems. However, people still do not want them next door. Thus, the few new landfills that are being developed are getting larger and larger; the megadump is the trend of the future.

In May 2006, foreign-born workers, largely from Latin America, mobilized across the United States in response to calls from anti-immigrant groups for tougher federal policies against illegal immigrants. About 400,000 protested in Chicago, 300,000 in Los Angeles, and 75,000 in Denver. In fifty cities between Los Angeles and New York, workers organized walkouts, demonstrations, and rallies in an effort to show just how important they were to the smooth operation of the U.S. economy.

James Henretta's “Charles Evans Hughes and the Strange Death of Liberal America” takes up one of the most interesting and important interpretive questions in the history of American political economy. What explains the dramatic transformation in liberal ideology and governance between 1877 and 1937 that carried the United States from laissez-faire constitutionalism to New Deal statism, from classical liberalism to democratic social-welfarism? That question has preoccupied legions of historians, political-economists, and legal scholars (as well as politicians and ideologues) at least since Hughes himself opened the October 1935 Term of the U.S. Supreme Court in a brand new building and amid a rising chorus of constitutional criticism. Henretta, wisely in my opinion, looks to law, particularly public law, for new insights into that great transformation. But, of course, the challenge in using legal history to answer such a question is the enormous increase in the actual policy output of courts, legislatures, and administrative agencies in this period. Trying to synthesize the complex changes in “law-in-action” in the fiercely contested forums of turn-of-the-century America sometimes seems the historical-sociological equivalent of attempting to empty the sea with a slotted spoon. Like any good social scientist, Henretta responds to the impossibility of surveying the whole by taking a sample. Through a case-study of the ideas, political reforms, and legal opinions of Charles Evans Hughes, particularly as governor of New York and associate and chief justice of the U.S. Supreme Court, Henretta offers us in microcosm the story of the revolution (or rather several revolutions) in modern American governance.
