The role and place of public-private partnership in the field of cybersecurity in modern conditions are determined. Models of building public-private partnerships in the field of cybersecurity through the prism of the experience of some advanced countries (Israel, Germany, USA, GB) are detailed. The positive achievements of foreign experience of public-private partnership in the field of cybersecurity are summarized. Problematic issues of public-private partnership development as a component of the national cybersecurity system are formulated. The directions of improvement of public-private partnership in the field of cybersecurity are proposed.

The aim of the work to substantiate the possibility of using public-private partnership (PPP) as a tool for the innovative development of university clinics (UK). Results the article reveals the problems of the current system of university clinics, shows the foreign experience of using public-private partnerships in healthcare. PPP mechanism is defined as the main tool for reforming university clinics. The main directions of the development of the UK, such as: regulatory, organizational, managerial, financial, informational, capable of providing a modern, autonomous, economically sustainable model of the UK, is also presented in the article. Conclusions the article describes the current university clinics in Ukraine. Taking into account the experience of developed countries of the world, as well as the economic situation in Ukraine, a more effective form of organizing of UK on the principles of PPP as a tool for innovative development of university clinics is sustained.

The research involves determination of the extent to which the public-private partnership model can contribute to the improvement and enhancement of the healthcare services in Macedonia. To achieve this purpose, the research embraces comprehension of the common advantages and disadvantages of this model, encompassed with a case study of the public-private partnership in the specialized-consultative health protection for the health activity-dialysis, together with other efforts to ensure high quality health protection. It also reflects the attitudes of the public authorities and private sector entities regarding the significance of the public-private partnership model, consideration of the advantages and disadvantages before entering public-private partnerships and the ways public-private partnerships affect the employees and employments.The study outlines planned and realised efforts to implement this model to ensure better and more efficient healthcare system.Generally, the results from the survey and the outlined case study present this model as good solution for many healthcare challenges, since public-private partnerships offer different services to the citizens that neither the public nor the private sector could separately achieve. The public-private partnership model leads to new employment opportunities according to the opinion of the public authorities, while the private sector entities consider that public-private partnerships increase the responsibility of the employees in such partnership in comparison to the public sector. The outlined case study is an example of successful public-private partnership model in the field of healthcare and can serve as motivation for further implementation of this model to ensure better, enhanced and modern health system.

The article discusses the possibilities of applying foreign experience in using public-private partnerships (PPP) in construction, presents classifications of forms of public-private partnerships. In economic practice, in addition to traditional construction contracts in a number of developing foreign countries, combinations of service contracts, management contracts, leases, construction, operation, transfer and variety of contracts, concessions have found wide application. The development of PPPs led to contracts with a long warranty period (up to 10 years), after which the operation and maintenance services were added to the contract throughout the warranty period of the contract. To reduce the cost of operating the facility, a private partner has the motivation to apply modern and effective solutions at the design stage. The forms directly related to construction are considered in more detail. On the basis of foreign experience, contractor relations in Russia and the possibility of applying contracts based on foreign forms were evaluated. The most significant are the following forms: Design-Construction, Construction-Operation-Transfer, Construction-Transfer-Operation, Property-Operation-Transfer, Construction-Property-Operation, Design-Finance-Construction-Operation, Construction-Rent-Transfer-Maintenance, Rent-Repair-Operation-Transfer. In the Russian practice, contractual relations are based on the separation of the forms “Design” and “Construction”, while the outdated form in the developed foreign countries “Design-Construction” is considered progressive in the domestic economy. For the development of the construction industry, it is necessary not only to consider the classification of PPP forms, but also to provide for the possibility of using the evolutionary development of contractual relations that have passed in foreign practice and the possibility of using them in the Russian economy.

Health systems are now organized across England to deliver a more integrated population-based approach, not competing for services, rather collaborating and driving better value for the population from a fixed resource. This approach of health system leadership and collaboration has resulted in governance including a mixed economy of public-private provision but with greater alignment to delivering an agreed set of outcomes and value-based healthcare for the population. This dramatic shift from provider competition to collaboration and integration means a reframing of contracting and partnerships with the independent sector.
