COVID-19 is a concern for everyone, and specifically for Universities, students, teachers and authorities, responsible for public policies. Physical distancing became an element when deciding where and how to study, which reduces the possibility of educating oneself in environments with other people who may be infected. In this context, this research analyzes how the pandemic affected and continues to affect Ecuadorian universities, and its influence on all university actors. The crisis has put processes to the test. Communication is an example of this process that faces an unprecedented situation. In this sense, it is intended to reflect on how the pandemic affected and conditioned the practice of university communication, internal and external communication. Finally, emphasis is placed on the importance of managing the relationships of trust between teachers and students in the current health emergency scenario.

This article aims to analyze the process that gave rise to the Innovative Higher Education Program (ProEMI) as a way of understanding the actions taken by public and private actors in the construction of a new project for secondary education in Brazil. The analysis seeks to understand the cognitive and normative framework that gave rise to and legitimized this educational policy, considering that policy is the result of a process of interaction and relations of force. ProEMI is a policy that seeks to transform the public action of managers, teachers, and students in the country's high schools. The study examines the period 2003-2016 and was developed in the cognitive theoretical perspective of public policies, a perspective focused on understanding the formulation and implementation of public policies based on the relationship between politics and the construction of social order and not just as a troubleshooting mechanism. We find that ProEMI originates from the public actions of a number of actors that construct and accept a matrix of interpretation, resulting in the emergence and legitimization of the choice of a public policy that calls for a counterhegemonic high school.

The objective of the research was to examine and analyze the articles that address public tourism policies in specialized magazines at a global level, with the aim of knowing through comparative public policies, alternative solutions in a post-pandemic scenario. Regarding the methodology, articles were selected whose titles presented one or more keywords that referred to the disease "Covid-19" and "public tourism policies" in Spanish and English. To process the information, the content analysis technique was used. The results showed that the place and space occupied by tourism public policies in the main tourism magazines is scarce and not seen as a management tool for the sector. The conclusion emphasized the lack of clarity regarding the methodology used in the articles and the scarce proposal of public policies that were implemented in situations of health crises, epidemics, wars, etc. For the rest, the following questions served as a guide for the analysis: 1) What is the role of governments in the tourism sector? and, 2) What public policies did governments implement in similar situations such as the current health crisis?

ResumoO artigo analisa a contribuição das novas tecnologias da informação e comunicação para o trabalho docente na atualidade. Busca contribuir para o aprimoramento da formação continuada de professores, conscientizando-os da necessidade de conhecerem os principais desafios que as mudanças tecnológicas trazem para o ensino; pretende também lançar um olhar crítico sobre a eficácia das políticas públicas, no sentido de inserir nas escolas públicas recursos e profissionais capacitados. Como apoio à formação continuada docente, são apresentados os recursos educacionais abertos (REA) que promovem a educação aberta, incentivam práticas de colaboração e compartilhamento, facilitam o acesso ao conhecimento e incentivam os professores e estudantes a serem coautores na produção de materiais para fins educacionais. A metodologia utilizada é a pesquisa bibliográfica, incluindo busca a sites como domínio público, TV escola e portal do professor. O estudo concluiu que apesar das falhas nas políticas públicas, e a falta de investimento em informática educativa na educação pública, há repositórios que podem contribuir para a formação continuada de professores, de iniciativa do ministério de educação; mas infelizmente são pouco visitados pelos docentes ou usados pelas instituições para formação em serviço. AbstractThe article analyzes the contribution of new information and communication technologies to teaching work today. It seeks to contribute to the improvement of the continuing education of teachers, making them aware of the need to know the main challenges that technological changes bring to teaching; it also intends to take a critical look at the effectiveness of public policies, in the sense of inserting resources and trained professionals in public schools. In support of continuing teacher education, open educational resources (OER) are presented that promote open education, encourage collaboration and sharing practices, facilitate access to knowledge and encourage teachers and students to be co-authors in the production of materials for educational purposes. The methodology used is bibliographic research, including search for sites such as public domain, TV school and teacher portal. The study concluded that despite the flaws in public policies, and the lack of investment in educational computing in public education, there are repositories that can contribute to the continuing education of teachers, initiated by the ministry of education; but unfortunately they are seldom visited by teachers or used by institutions for in-service training.
