The need for a transition to sustainable food systems is widely recognised. Over the last three decades, movements have been demanding and proposing a radical transformation, foregrounding the social values of food. Experiences inspired by solidarity economy have given rise to highly innovative pathways, grounded on the redefinition of the food-related values and practices and the reconstruction of local, community-based food systems by referring to social and ecological sustainability. One can usefully draw from these experiences for identifying challenges, opportunities and benefits and for analysing the most effective modes of action leading to the creation of alternatives. Capturing and supporting this innovation is particularly important when looking at the opportunities offered by local food policies. This significantly involves the meanings, goals and forms that food governance takes on. The paper aims at investigating these aspects, reading the initiatives inspired by SE principles as an example of social innovation. Their engagement in re-signifying food in terms of “commons” and in “commoning” food systems constitutes a complementary key of analysis. Focusing on the Italian context, the paper draws on many years of qualitative research and direct involvement in these initiatives. The analysis provides useful insights about the potential for change existing in society and invites us to develop reflexivity on how local food policies capture the opportunity for a re-politicisation of food-related issues.

The contemporary food system, in its global and local dimensions, is a central element of the debate on the sustainability of the planet, a debate that increasingly involves more stakeholders and areas of knowledge in the search for answers to the multiple questions related to the attainment of more sustainable patterns for food and agriculture. The present chapter analyses the participative multi-stakeholder and multilevel model of food governance of the Community of Portuguese Speaking Countries (CPLP), in which stakeholders from different societal and expertise sectors participate in equal manners in the process of co-construction of institutional, technical, and financing measures for the functioning of a given food system. The present chapter has the main goal of sharing and critically analysing the CPLP´s institutional context for the promotion of sustainable food systems as an example of an integrated methodological approach to support the creation of coordinated public policies and institutional conditions to implement a transition to more sustainable food systems and diets.

Self-organization is a term that is increasingly used to describe how engaged citizens come together to create sustainable food systems at the local community level. Yet, there is a lack of understanding of what this self-organizing activity actually means. While previous literature has addressed self-organization as an outcome of building consensus and a collective intentionality shared by the members of a group, we focus on the complex social processes involved when people with a diverse set of interests and motivations interact in the food network. In this study, we analyze what kinds of boundary negotiations emerge when grassroots-led food networks scale up. Our embedded single case study focuses on a REKO (‘REjäl KOnsumtion’, meaning ‘fair consumption’ in English) network in Finland comprising distributed local food groups and three types of actors: consumers, producers, and local administrators. We examine a conflict that arose within the REKO network in May–June 2016 when a small group of actors demanded that all local groups should implement similar rules, principles, and ethical standards. Our findings illustrate how moral, geographic, market, and power boundaries emerge in a self-organized grassroots-led food network. We further explicate the challenges that may appear within a self-organized grassroots-led food network, as it grows in scale and scope.

This article presents an account of food citizenship based on a governmentality framework. Moving beyond the dichotomy of democratic or neoliberal accounts of food citizenship, a food governmentality framework is presented. This Foucaultian inspired framework conceptualises food citizenship as identity formation in relation to various modes of power that govern food systems and subjects in significantly different ways. The article empirically illustrates how food citizenship relates to food governmentality by focussing on the food-related activities of a Transition Town initiative in the Netherlands (The Hague) called <em>Den Haag In Transitie </em>(DHIT). By defining food as a community issue, and employing holistic-spiritual and collaborative knowledge, food citizens in the DHIT case render sustainable food systems governable in radically new ways. I argue that this type of citizenship can be considered <em>neo-communitarian</em> food citizenship and moves beyond democratic or neoliberal accounts. Finally, the article reflects on neo-communitarian citizenship and argues for a nuanced understanding of food citizenship, moving away from either democratic romanticism or neoliberal criticism.

This article analyzes the development and organization of the United Nations Food Systems Summit (UNFSS), which is being convened by UN Secretary General António Guterres in late 2021. Although few people will dispute that global food systems need transformation, it has become clear that the Summit is instead an effort by a powerful alliance of multinational corporations, philanthropies, and export-oriented countries to subvert multilateral institutions of food governance and capture the global narrative of “food systems transformation.” This article places the upcoming Summit in the context of previous world food summits and analyzes concerns that have been voiced by many within civil society. It elaborates how the current structure and forms of participant recruitment and public engagement lack basic transparency and accountability, fail to address significant conflicts of interest, and ignore human rights. As the COVID-19 pandemic illuminates the structural vulnerabilities of the neoliberal model of food systems and the consequences of climate change for food production, a high-level commitment to equitable and sustainable food systems is needed now more than ever. However, the authors suggest that the UNFSS instead seems to follow a trajectory in which efforts to govern global food systems in the public interest has been subverted to maintain colonial and corporate forms of control.

There has been an increasing focus on the potential of city-based initiatives to address the negative impacts of the global food system. Adopting a meso-level policy perspective, this study aimed to explore whether, how, and why the UK non-government organisation led Sustainable Food Cities (SFC) programme has influenced this food agenda at the level of city governance. The research fills a gap in our understanding of the detailed processes through which trans-local food networks influence the capacity of local food partnerships to effect change, sustain themselves, and through a collective effort, to shape the attention of national and international decision-makers. Based on documentary evidence from 29 of the most active member cities and interviews with a purposive selection of stakeholders, the analysis suggests that SFC provided a point of origin for solutions and inspiration on a major and complex issue. However, the absence of a national sustainable food policy framework and little formal national-government recognition of local food governance together with the paucity of funding opportunities threatens the long-term viability of local food partnerships and ultimately places significant constraints on the ability of the programme to effect long-lasting, systemic change.

In partnership with communities of the Williams Treaties First Nations in southern Ontario (Canada), we describe an approach to work with communities, and highlight perspectives of food security and sustainability, including priorities and opportunities to revitalize local food systems as a pathway to food security and food sovereignty. The objectives of our project were: (1) to build a shared understanding of food security and sustainability; and (2) to document community priorities, challenges and opportunities to enhance local food access. Utilizing an Indigenous methodology, the conversational method, within the framework of community-based participatory research, formative work undertaken helped to conceptualize food security and sustainability from a community perspective and solidify interests within the four participating communities to inform community-led action planning. Knowledge generated from our project will inform development of initiatives, programs or projects that promote sustainable food systems. The community-based actions identified support a path towards holistic wellbeing and, ultimately, Indigenous peoples’ right to food security and food sovereignty.

China has witnessed a growing number of social and environmental challenges, which remain obstacles for its rural vitalization. At the core of the discussion on sustainable agriculture and rural development lies the development of sustainable food systems. This article conducts a case study and examines a local food network which has created a reciprocity mechanism between smallholder producers and consumers. The discussion puts a particular emphasis on the interaction between sustainable consumption and production initiatives in the process of achieving the network’s ecological goals. Based on the discussion and findings, the study concludes by proposing to draw on the concept of the moral economy and constructing “a moral economy of foods” to conceptualize social structure of local food systems. In a re- localization process of “local cultural repertoires of foods”, while protocols of certification and traceability could constitute conclusive proofs of the moral economy of foods, a belief in sustainable food systems would stand the moral economy itself in good stead in a time when trust and confidence in the foods labeled “organic” are diminished. The findings presented in the study may have significant implications for designing policies for rural vitalization in China and promoting transitions to more sustainable agriculture and rural livelihoods.

The safeguarding and promotion of food heritage are often considered as a possible way for achieving social and cultural sustainability objectives. This literature review investigates some of the dynamics underlying the heritagisation of food and explores the risks of this process. It focuses mainly on anthropological, geographical, and sociological publications. Overall, it aims to shed light on the strengths and limitations of food heritagisation regarding the improvement of the socio-cultural sustainability of the food system. The analysis highlights cross-cutting risks, namely the omission of tangible and intangible elements of the local food system, and the exclusion of key stakeholders from the recognition and institutionalisation of food heritage. The review highlights the strict interdependence between intangible and tangible elements during food heritagisation, and assesses how local and global interactions can activate and shape this process. It sheds light on the need to pay more attention to the factors, actors, and relationships underpinning the emergence and recognition of food and food-related elements as part of the local heritage.

This paper traces the partnership between the University of Toronto and the non-profit Local Food Plus (LFP) to bring local sustainable food to its St. George campus. At its launch, the partnership represented the largest purchase of local sustainable food at a Canadian university, as well as LFP’s first foray into supporting institutional procurement of local sustainable food. LFP was founded in 2005 with a vision to foster sustainable local food economies. To this end, LFP developed a certification system and a marketing program that matched certified farmers and processors to buyers. LFP emphasized large-scale purchases by public institutions. Using information from in-depth semi-structured key informant interviews, this paper argues that the LFP project was a disruptive innovation that posed a challenge to many dimensions of the established food system. The LFP case study reveals structural obstacles to operationalizing a local and sustainable food system. These include a lack of mid-sized infrastructure serving local farmers, the domination of a rebate system of purchasing controlled by an oligopolistic foodservice sector, and embedded government support of export agriculture. This case study is an example of praxis, as the author was the founder of LFP, as well as an academic researcher and analyst.
