Linking climate action with sustainable development goals (SDGs) might incentivize social and political support to forest conservation. However, further examination of the conceptual entry points for linking efforts for reducing forest-based emissions with those for delivering SDGs is required. This review paper aims to contribute to fulfilling this research need. It provides insights into the links between conserving forests for climate change mitigation and peacebuilding. Specifically, the paper examines opportunities to harness climate finance for conserving forests and achieving long-lasting peace and sustainable food. It does so via a literature review and the examination of the Orinoquia region of Colombia. The findings from the literature review suggest that harnessing climate finance for conserving forests and peacebuilding is, in theory, viable if the activities are designed in accordance with social, institutional, and economic factors. Meanwhile, the Orinoquia region provides evidence that these two seemingly intractable problems are proposed to be solved together. At a time when efforts for reducing forest-based emissions are being designed and targeted at (post-) conflict areas in Colombia and elsewhere, the paper’s findings might demonstrate the compatibility of programs aimed at reducing forest-based emissions with efforts relating to peacebuilding and sustainable food to both environmental and non-environmental government agencies.

Purpose The purpose of this paper is to provide an overview of the links between climate finance and tourism adaptation development. Besides increasing adaptation and mitigation efforts to limit greenhouse gas emissions, climate change remains a major challenge in the twenty-first century and beyond especially for tourism which is highly climate sensitive. Hence, it is necessary for tourism to adapt to survive. The aim of the study is to provide a systematic overview of the topic to offer a foundation for better understanding different ways of integrating climate finance initiatives with tourism. Design/methodology/approach The research focused on the top-ranked, peer reviewed journals of each of the two selected research fields. To address this topic, an in-depth systematic literature review in the fields of climate change finance and tourism adaptation development was conducted. Furthermore, because it is a relatively new research topic, conference proceedings were also explored. To guarantee wide coverage of the literature, a query of the following scholarly databases was considered: Elsevier, ScienceDirect and Web of Science. Findings Based on the analyses of the literature available on the topic, the paper highlights the main research trends and conclusions. It is argued that there is imbalance of knowledge on climate change finance as it relates to tourism. To date, there have been relatively few published articles on this topic in the context of tourism. Based on the findings, promising areas for future research were identified, and in particular for small island communities and recommendations for future research are outlined. Research limitations/implications The paper is limited by the scope of the literature review accessed by the researcher. The results of this review may vary according to the databases used. Originality/value Currently, there is no extensive review of articles on climate finance and tourism adaptation. This paper aims at reviewing climate finance studies published in English language to explore knowledge gaps in tourism adaptation. Sets of themes being advanced are also highlighted. Recommendations for future research are provided.

Interest in the environmental dimensions of peacebuilding has emerged from the early 2000s onward due to two developments. First, with an increasing number of peacebuilding interventions by the international community and nongovernmental organizations (NGOs), addressing environmental issues in post-conflict contexts has become a major concern. This is especially so as water and land are crucial for (re-)building livelihoods while modern wars produce considerable environmental damage. Second, an increasing number of scholars and policymakers are expressing concerns about the security implications of global environmental change, with the impact of climate change on violent conflict being a particularly salient topic. A focus on environmental cooperation and its potential peace-enhancing effects provides a complementary analytical perspective that can counter determinist and securitizing environmental conflict narratives. Environmental peacebuilding can be broadly defined as efforts to build more peaceful relations through conflict prevention, resolution, and recovery processes that integrate the management of environmental issues. In this context, peace refers to negative peace (the absence of physical violence) as well as positive peace (the absence of structural violence and the inconceivability of physical violence). Environmental peacebuilding can take place at the macro level (e.g., between states) as well as on the meso level and the micro level (e.g., between or within local communities). Environmental peacebuilding includes four sets of practices (which are not mutually exclusive): First, with resources like water or land becoming increasingly scarce in some regions and oil or mining projects often being heavily contested, preventing conflicts over natural resources is increasingly important. Second, in post-conflict contexts, natural resources must be managed well, for instance to reduce land-related grievances or prevent conflict financing through resource revenues. Third, climate change mitigation, adaptation to environmental change, and disaster risk reduction (DRR) can reduce grievances and promote community coherence. Finally, joint and severe environmental problems can act as entry points for cooperation across political divides, hence supporting processes of trust building and deepening interdependence (the respective set of practices is often termed environmental peacemaking). These practices can also fail, however, implying that they have no impact on environmental problems or peace processes. In the worst case, environmental peacebuilding practices can even facilitate new forms of exclusion, conflict, and environmental degradation. Over the past two decades, interest in environmental peacebuilding has grown remarkably, not at least due to the intensification of environmental problems and recent trends toward a less peaceful world. As a result of these developments, the literature on environmental peacebuilding has grown dramatically.

In response to the Paris Agreement and the Sustainable Development Goals (SDGs), the IDB Group Board of Governors endorsed the target of increasing climate-related financing in Latin America and the Caribbean (LAC) from 15% in 2015 to 30% of the IDB Groups combined total approvals by 2020. Currently, the IDB Group is on track to meet this commitment, as in 2018, it financed nearly US$5 billion in climate-change-related activities benefiting LAC, which accounted for 27% of total IDB Groups annual approvals. In 2019, the overall volume and proportion of climate finance in new IDBG approvals have increased to 29%. As the IDB continues to strive towards this goal by using its funds to ramp-up climate action, it also acknowledges that tackling climate change is an objective shared with the rest of the international community. For the past ten years, strategic partnerships have been forged with external sources of finance that are also looking to invest in low-carbon and climate-resilient development. Doing this has contributed to the Banks objective of mobilizing additional resources for climate action while also strengthening its position as a leading partner to accelerate climate innovation in many fields. From climate-smart technologies and resilient infrastructure to institutional reform and financial mechanisms, IDB's use of external sources of finance is helping countries in LAC advance toward meeting their international climate change commitments. This report collects a series of insights and lessons learned by the IDB in the preparation and implementation of projects with climate finance from four external sources: the Climate Investment Funds (CIF), the Forest Carbon Partnership Facility (FCPF), the Green Climate Fund (GCF) and the Global Environment Facility (GEF). It includes a systematic revision of their design and their progress on delivery, an assessment of broader impacts (scale-up, replication, and contributions to transformational change/paradigm shift), and a set of recommendations to optimize the access and use of these funds in future rounds of climate investment. The insights and lessons learned collected in this publication can inform the design of short and medium-term actions that support “green recovery” through the mobilization of investments that promote decarbonization.

This paper examines the climate rhetoric and climate action of the Obama administration in its first term. It first traces the trajectory of the term “climate change” as used in 1,908 speeches by administration officials from January 2008 to December 2011; after an apex in 2009, the phrase nearly disappeared. Second, the article details the history of US international climate funding since 2009. In the Obama administration's first budget alone (Fiscal Year 2010), dedicated climate change foreign assistance increased from $321 million to $1.008 billion. Using anonymous administration sources, “fast start finance” reports, and the Congressional Research Service, the paper details the numbers and behind-the-scenes details of President Obama's apparent determination to prioritize climate finance despite powerful congressional opposition. Although these seemingly contradictory trends in rhetoric and finance can be seen as cohering in a highly strategic, energy-focused “two-level game” by the administration, the program's longevity is endangered.

Climate change is a politically-polarised issue, with conservatives less likely than liberals to perceive it as human-caused and consequential. Furthermore, they are less likely to support mitigation and adaptation policies needed to reduce its impacts. This study aimed to examine whether John Oliver’s “A Mathematically Representative Climate Change Debate” clip on his program Last Week Tonight polarised or depolarised a politically-diverse audience on climate policy support and behavioural intentions. One hundred and fifty-nine participants, recruited via Amazon MTurk (94 female, 64 male, one gender unspecified, Mage = 51.07, SDage = 16.35), were presented with either John Oliver’s climate change consensus clip, or a humorous video unrelated to climate change. Although the climate change consensus clip did not reduce polarisation (or increase it) relative to a control on mitigation policy support, it resulted in hyperpolarisation on support for adaptation policies and increased climate action intentions among liberals but not conservatives.

This article addresses three research questions: How does climate change impact food production? What are the governance challenges associated with managing such impacts? What are the conditions for future success in managing the impacts of climate change on food production? To answer these questions, the researcher undertook a document review and analysis to address these various aspects with a major focus on East Africa. The study finds that climate change affects food production largely through its physical impacts on precipitation and increased the frequency of extreme weather events. Within a context of weak governance; climate change further challenges governance institutional structures and mechanisms. The study concludes that specific aspects of the prevailing climate change governance regime require major reforms (particularly the role of the state, corporations and civil society) while other climate governance mechanisms need to be completely overhauled (for example through establishment of a new World Environment Organization).
