The impacts of mass tourism and COVID-19 crisis demonstrate the need for healthy, peaceful, and authentic recreation options, giving prominence to emerging destinations, such as remote Mediterranean islands. These, although endowed with exquisite land and underwater cultural heritage (UCH), are confronted with insularity drawbacks. However, the exceptional land and especially UCH, and the alternative tourism forms these can sustain, e.g., diving tourism, are highly acknowledged. The focus of this paper is on the power of participation and participatory planning in pursuing UCH preservation and sustainable management as a means for heritage-led local development in remote insular regions. Towards this end, the linkages between participation and (U)CH management from a policy perspective—i.e., the global and European policy scenery—and a conceptual one—cultural heritage cycle vs. planning cycle—are firstly explored. These, coupled with the potential offered by ICT-enabled participation, establish a framework for respective participatory cultural planning studies. This framework is validated in Leros Island, Greece, based on previous research conducted in this distinguishable insular territory and WWII battlefield scenery. The policy and conceptual considerations of this work, enriched by Leros evidence-based results, set the ground for featuring new, qualitative and extrovert, human-centric and heritage-led, developmental trails in remote insular communities.

The purpose of this paper is to define a common framework of the Cultural Planning application, in order to provide a range of theoretical and practical tools to combine the conservation of cultural heritage and local development in urban and rural areas, where the management of cultural heritage can have a significant role improving the active participation of the community in the public decision making process. The idea of participation is, at different levels and in different contexts, strongly present in Europe; modern urban design and planning projects are increasingly including local communities in urban development planning activities. In conclusion, the paper argues the possibility of applying the Cultural Planning tool in the field of the Metropolitan City of Reggio Calabria strategic planning.

This paper analyses the development of tourism and ecotourism in Cambodia. The paper shows that tourism not only helps the country to earn foreign income but also helps raise its identity in the eyes of the world. Alternative tourism including ecotourism has recently been introduced in Cambodia. For Cambodia, ecotourism is seen as a better option for tourism than conventional or mass tourism. Ecotourism development in Cambodia requires informed participation of all relevant stakeholders, as well as strong political leadership to ensure wide participation and consensus building.

The seabed can be considered as the world’s largest museum, and underwater sites explored and studied so far provide priceless information on human interaction with the sea. In recognition of the importance of this cultural resource, UNESCO, in its 2001 Convention on the Protection of the Underwater Cultural Heritage, determined that objects/sites should be preserved in situ, whilst also advocating for public access and sharing. The implementation of these principles is not without difficulties. Some states have opened up underwater sites to the public—mainly through diving, yet the vast majority of the world’s population does not dive. In Malta, 7000 years of human occupation is reflected in and on the landscape, and recent offshore surveys show that the islands’ long and complex history has also left an indelible mark on the seabed. Besides difficulties related to their protection and management, these sites also present a challenge with regard to sharing and communicating. Recent advances in underwater imaging and processing software have accelerated the development of 3D photogrammetry of submerged sites and the idea for a virtual museum was born. The virtual museum, UnderwaterMalta, was created out of a need to share the plethora of underwater sites located on the seabed of the Maltese Islands. A multitude of digital tools are used to share and communicate these sites, offering visitors a dry dive into submerged sites that would otherwise remain invisible to the vast majority of the public. This paper discusses the basic principle of the sharing of underwater cultural heritage and the difficulties that beset the implementation of such a principle. A detailed explanation and evaluation of the methods used to gather the raw data needed is set in the context of the particular and unique working conditions related to deep water sites. The workings of this paper are based on first-hand experiences garnered through the recording of numerous wrecks over the years and the creation and launch of The Virtual Museum-Underwater Malta—a comprehensive virtual museum specifically built for “displaying” underwater archaeological sites that are otherwise invisible to the general public.

This paper addresses the fundamental role that cultural heritage can play in local development processes to guarantee community wellbeing, quality of life, and quality of society. The enhancement of cultural heritage’s tangible and intangible values may result in sustainable and resilient territory, but a number of issues emerge when dealing with the reuse of specific inherited assets, such as former military barracks. This paper conducts an in-depth analysis of these assets, especially those released from the military after the end of the Cold War. We thus explore the Italian case through the comparison of before-1900 and 1900-to-1950 former military barracks. The objectives are the following. First, to discover how these two types of military sites are approached (or no) as proper heritage. Second, to understand how the reuse management is carrying out and how it deals with conservative and profit-driven approaches towards the achievement of cultural, economic, environmental, and social sustainability. Third, to compare the Italian case with similar international good practices to discover common/different trends and innovative solutions to be applied in Italy.
