Intercity travel congestion during the main national holidays takes place every year at different places around the world. Charge reduction measurements on existing toll roads have been implemented to promote an efficient use of the expressways and to reduce congestion on the public transit networks. However, some of these policies have had negative effects. A more comprehensive understanding of the determinants of holiday intercity travel patterns is critical for better policymaking. This paper aims to investigate the effectiveness of the road toll discount policy on mode choice behavior for intercity travel. A mixed logit model is developed to model the mode choices of intercity travelers, which is estimated based on survey data about intercity journeys from Beijing during the 2017 Chinese Spring Festival holiday. The policy impact is further discussed by elasticity and scenario simulations. The results indicate that the expressway toll discount does increase the car use and decrease the public transit usage. Given the decreased toll on expressways, the demand tends to shift from car to public transit, in an order of coach, high-speed rail, conventional rail, and airplane. When it comes to its effect on socio-demographic groups, men and lower-income travelers are identified to be more likely to change mode in response to variation of road toll. Finally, policy effectiveness is found to vary for travelers in different travel distance groups. Conclusions provide useful insights on road pricing management.

RESUMENLas infraestructuras de transporte presentes sobre el territorio condicionan las relaciones sociales y de comunicación de muchos espacios. Grandes estaciones, puertos o aeropuertos se presentan como ejes de centralidad sobre los que se distribuyen flujos de mercancías y personas, configurando a su vez el diseño y la funcionalidad de las ciudades. Hoy en día, con el avance producido en sectores como el ferrocarril de alta velocidad, las estaciones han transformado su función principal de nudo de intercambio, proyectándose como nuevos espacios comerciales y de negocio. En este artículo se analiza este nuevo fenómeno de transformación espacial y social vinculado a la alta velocidad ferroviaria, focalizando su ámbito en España. Se desgrana a su vez el papel de las comunidades sociales, políticas y empresariales para la ciudad y el espacio público presentes en las nuevas estaciones de ferroviarias. Palabras clave: ferrocarril; espacio público; urbanismo. ABSTRACTThis work aims to discuss the transport infrastructures presents on the territory and the conditions to the social and communication relations of many spaces. Large stations, ports or airports are presented as axes of centrality on which flows of goods and people are distributed, configuring in turn the design and functionality of cities. Nowadays, with the advance produced in sectors such as high-speed rail, the stations have transformed their main function as an exchange hub, projecting themselves as new commercial and business spaces. This article analyzes this new phenomenon of spatial and social transformation linked to high-speed rail, focusing its scope in Spain. At the same time, the role of the social, political and business communities for the city and the public space present in the new railway stations.Keywords: railroad; public space; urbanism.

The development of new technologies has significantly influenced railways modernization and has caused the appearance of high-speed rail which represent a safe, comfortable and ecologically sustainable way of transportation. The high-speed rail present a big step in a relation to conventional railways, where the biggest difference is speed which even entails a change of other organizational and operational parameters, better utilization of trains, higher performance of manpower and better service to users.  That is visible in many cities around the world where high-speed trains are used by billions of users. In the EU there is no unique high-speed railway network, besides that in many EU member countries various operational models are applied. The future of the high-speed railways market depends on political, economical and technical factors and challenges as high infrastructure costs, various rates of return on investment and the negative effects of economic crises. The main objective of the paper is to analyze infrastucture costs of high-speed rail in Europe and benefits such us  time savings, higher reliability, comfort, safety, reducing pollution and the release of capacity in the conventional rail network, roads and airport infrastructure.

In this study, a theoretical framework is developed in order to assess the viability of transport infrastructure investment in the form of High Speed Rail (HSR) by assessing, the mode choice behaviour of the passengers and the strategies of the operators, in the hypothetical scenario. Discrete choice modelling (DCM) integrated with a game theoretic approach is used to model this dynamic market scenario. DCM is incorporated to predict the mode choice behaviour of the passengers in the new scenario and the change in the existing market equilibrium and strategies of the operators due to the entry of the new mode is analysed using the game theoretic approach. The outcome of this market game will describe the strategies for operators corresponding to Nash equilibrium. In conclusion, the impact of introduction of HSR is assessed in terms of social welfare by analysing the mode choice behaviour and strategic decision making of the operators, thus reflecting on the economic viability of the transport infrastructure investment.

In the current practice of mode-choice modeling, models typically focus on the more traditional choices, such as those between automobile, transit, and nonmotorized transportation. For most travelers these are, indeed, the most relevant modes. However, for some segments of the population, particularly the elderly, the choice is more limited. This study investigates the factors that affect the elderly and disabled travelers’ choice between public transit and paratransit. Data collected from the public transit service, Sacramento Regional Transit, and the paratransit service, Paratransit, Inc., in Sacramento, California, were used to develop a mode-choice model and to calculate elasticities of significant factors. Age was found to have an elastic effect, whereas the difference in fare had an inelastic effect.

To explore the influence of weather conditions on the choice of the intercity travel mode of travelers, four modes of traveler transportation were studied in Xi'an, China, in March 2019: airplane, high-speed rail, conventional train, and express bus. The individual characteristics of travelers and intercity travel activity data were obtained, and they were matched with the weather characteristics at the departure time of the travelers. The Bayesian multinomial logit regression was employed to explore the relationship between the travel mode choice and weather characteristics. The results showed that temperature, relative humidity, rainfall, wind, air quality index, and visibility had significant effects on the travel mode selection of travelers, and the addition of these variables could improve the model’s predictive performance. The research results can provide a scientific decision basis for traveler flow transfer and the prediction of traffic modes choice due to the effects of climate change.

Significance High-speed rail continues to develop in Europe, but there are increasing concerns about the balance of economic benefits and costs as well as, in some cases, the public acceptability of the sector. Hopes that the industry's development in Europe would provide a base for exports may be optimistic, in the face especially of Chinese competition. Impacts Growth in the European market will continue, but much of the sector's potential development is in other regions, especially Asia. The breakdown of the Schengen zone or introduction of airport-style security would blight the environment for the European sector. Liberalisation, driven by either national or EU reforms, could increase competition on Europe's densest national and international routes. Spain's fiscal and centre-periphery challenges could make its development of high-speed rail especially sensitive.

The high-speed rail line (HSR) Ligne à Grande Vitesse Sud Europe Atlantique (LGV SEA) was inaugurated and put into operation on July 2, 2017. Since then, a decrease has been observed in air traffic and in air service frequency on the Paris–Bordeaux route. This paper examines the competition between HSR and air transportation services and the influence of this new transport infrastructure on passenger behavior. Using discrete choice models along with data from traveler surveys, an econometric analysis of traveler demand is conducted, dealing jointly with mode choice and schedule choice between Paris and Bordeaux. Results demonstrate that the variables specifically constructed to represent the schedule delay cost are significant, with late arrival generating relatively greater costs compared with early arrival. This model also makes it possible to evaluate the quality of transport timetable proposed by the transportation operators with the help of market share prediction.
