The development and utilization of renewable energy is an important way to solve the environmental dilemma. Biomass energy is a kind of renewable energy and one of the most widely distributed and easily accessible energy forms. It has currently become a main direction of renewable energy development. This paper took Gansu Province of China as the research object to calculate its theoretical reserves of biomass energy resources and then evaluate its potential of biomass energy development by using TOPSIS method under different agricultural development and geographical environmental conditions. Spatial autocorrelation analysis was also performed to reveal the spatial distribution and temporal evolution of the potential of biomass energy development in Gansu Province. The results show that: (1) The total reserves of biomass energy resources from agricultural wastes in Gansu Province reach 7.28 × 107 t/year, with equivalent biogas production of about 1.95 × 1010 m3/year. (2) In most counties of Gansu Province, the Ci value is smaller than 0.5000, indicating that the potential of biomass energy development is relatively low in Gansu Province. (3) The spatial agglomeration of biomass energy development potential occurs mainly in the Hexi area, the Gannan area and the Loess Plateau area of East Gansu Province. (4) There is an area with obvious high-low (H-L) agglomeration of biomass energy development potential to the north-west side of the Gannan area with low-low (L-L) agglomeration of biomass energy development potential. It is a key zone to help drive biomass energy development in the Gannan area. (5) The spatial range of positive correlation (high-high and low-low agglomeration) areas shrunk during the evaluation period.

In 2003, the UK Government adopted a target to reduce carbon emissions by 60 percent by 2050, a longer term commitment than is required under the Kyoto Protocol. Given that increasing low carbon generating capacity is essential to achieve the required carbon reductions, renewable energy policies are a central element of overall climate change policy. To facilitate the building of renewable capacity, greater responsibility has been placed upon the English regions, with the advent of regional sustainable energy strategies, though there remain many profound tensions between the liberalized UK energy system and the adoption of a more strategic approach to renewable energy at the regional scale. This paper uses a ‘discourse analysis’ framework to explore wind energy policy in the North West of England from the perspective of competing coalitions. In the light of this assessment, it is concluded that the implementation of national energy policy at regional and sub-regional scales can be considered as a process of coalition building, where Government is reliant on building partnership between state and non-state actors to achieve its objectives.

In Bangladesh, annual per capita energy consumption is approximately 200 KgOE3, which is among the lowest in the world. Presently, 70% of the population does not have access to electricity in Bangladesh (GoB, 2004). The average system loss is 20.97% (GoB, 2006). The demand for power is estimated to increase 300 MW annually (GoB, 1996a). In contrast, concerns have been raised about the conventional energy production from fossil fuels that significantly contributes to environmental degradation at the local, regional and global levels. This situation calls for adoption of sustainable energy strategies that permeate every level of the economy and can provide rural dwellers with the services that they want and need. With this backdrop, Bangladesh has been experiencing a gradual shift towards exploring renewable energy resources as a means to fuel rural development in the off-grid areas. The country is endowed with abundant renewable energy resources. The Local Government Engineering Department (LGED), with its mandate for sustainable rural development has embarked on a program for demonstration and transfer of renewable energy technologies in the off-grid rural areas. The project “Sustainable Rural Energy (SRE)‘ has been conceived within the overall framework of ‘Sustainable Environment Management Programme (SEMP)’ with financial support from United Nations Development Programme (UNDP). This project has already completed a number of renewable energy installations demonstrating diversified community applications of these technologies for livelihood and socio-economic improvement of the people living in the remote off-grid villages. The lessons learned from these demonstration plants reveal that, with careful forward planning, renewable energy can provide far-reaching economic and social benefits to people living in remote rural areas in Bangladesh. The private sectors and NGOs (Non-government organizations) have started to take part in the process of renewable energy development with great promise and enthusiasm. However, the process encounters policy, institutional and technological barriers, which are critical for continued development in this sector.

This paper examines renewable energy developments on Aboriginal lands in North-West Western Australia at three scales. It first examines the literature developing in relation to large scale renewable energy projects and the Native Title Act (1993)Cwlth. It then looks to the history of small community scale standalone systems. Finally, it examines locally adapted approaches to benefit sharing in remote utility owned networks. In doing so this paper foregrounds the importance of Aboriginal agency. It identifies Aboriginal decision making and economic inclusion as being key to policy and project development in the 'scaling up' of a transition to renewable energy resources in the North-West.

The use of renewable energies has a long past, even though its share of the total energy use is rather low in European terms. However, the tendencies are definitely favourable which is further strengthened by the dedication of the European Union to sustainable development and combat against climate change. The European Union is on the right track in achieving its goal which is to be able to cover 20% its energy need from renewable energy resources by 2020. The increased use of wind, solar, water, tidal, geothermal and biomass energy will reduce the energy import dependence of the European Union and it will stimulate innovation.

<p>Since conventional energy resources are major source of CO<sub>2</sub> emission, over reliance on fossil fuels has raised questions on environmental sustainability. On way to address these multi-faceted issues of conventional energy sources, the sustainability of energy and environment is through the green economy approach. As such, this paper aims to discuss the concept of green economy in relation with renewable energy. The interdependence of green economy and environmental quality as well as the compatibility of green economy approach with the notion of sustainable development are demonstrated in the paper. Green economy approach fulfils the methodological gaps that exist in the growth models. It is believed that the best economic tool to attain sustainable development goals is by integrating social, economic and environmental elements. Furthermore, energy is believed to be a significant player in determining the greenness of the economy and sustainability as it has economic and environmental value. In addition, this study illustrates the significance of biomass energy resource and CO<sub>2</sub> emissions from fossil fuel combustion. The illustration framework justifies that biomass is the determinant renewable energy source to be a proxy for renewable energy resources. Similarly, it justifies that CO<sub>2</sub> emission of energy sector is considerably significant to represent the CO<sub>2</sub> emissions of the atmosphere.</p>

In the current world, many types of biomass energy have used but the question “How to use biomass energy efficiently and reasonably” still hard question and this question need to be researched carefully.

The purpose of this paper is to introduce a methodology-Backcasting for policy makers in renewable energy development, with expect to enable the development of an alternative strategy and the facilitation of a more flexible and responsible policy agenda. Take biomass energy domain as a case to explain the application of this methodology, and multiple factors should be taken into account. The study indicates that China’s renewable energy is still in the transition period from research and development to industrial production, and the effective, scientific and timely decision-making from government policy makers is utmost crucial to the healthy development of renewable energy industry in China because it regulates the development path of this innovative industry. It is an innovation to link biomass industry development with urbanization strategy in China rural area in the long run.
