In an attempt to ensure sustainable water resource development, this paper constructs a comprehensive scientific index evaluation system focused on the macro socio-economic-ecological environment. Inspired by the theory of dissipative structure, the sustainable development system of water resources is regarded as a complex and huge dissipative system. In order to effectively measure the coordinated development status and orderly evolution trend of the system, this paper uses the information entropy method to construct the measurement model of the water resources system and analyze its internal entropy flow changes. The empirical analysis of the water resources in China from 2007 to 2016 found that coordinated water resource subsystem development could achieve sustainable development, and that over the examined period, the sustainable water resource development system in China became more orderly and coordinated; therefore, the sustainable development aim is gradually being achieved.

Limited water resources have become a serious problem in recent decades. Based on previous research results, this article develops an index system to evaluate sustainable water resource development that includes a water resource condition system, a water resource development and utilization system, a water resource protection and management system, and a socio-economic system. A measurement model is then constructed based on a principal component analysis (PCA) -entropy weights-weighted average method to optimize the evaluation index system for dimensionality reduction, to assign weights to the principal component factors, and allow for a comprehensive evaluation of water resource sustainability. The measurement model is applied to an empirical analysis of sustainable water resource development in Sichuan Province from 2008 to 2017, from which it is found that coordinated sustainable regional water resource and social economic development can be achieved through rational exploitation, efficient utilization, and environmental water pollution control. This research could provide a reference for regional sustainable development of water resources and policy developments.

As a large agricultural nation, China attaches great importance to agricultural development, as sustainable, regional agricultural development affects the sustainable development of China. Taking Chengdu, Sichuan Province as an example, this paper selected indicators and data from the past 15 years from the Chengdu Statistical Yearbook and applied the dissipative structure theory to establish an evaluation system for sustainable, regional agricultural development based on five main factors including economy, society, environment, education, and population. The entropy weight method was used to empower each indicator, and the changes in Chengdu’s sustainable agricultural development in the past 15 years were calculated. It was found that Chengdu’s sustainable agricultural development has been annually increasing, among which, economic and education subsystems had the greatest support for sustainable agricultural development. From 2003 to 2017, the entropy change of the total agricultural sustainable development system in Chengdu was negative, and the total entropy of the system gradually decreased. The sustainable agricultural development system in Chengdu has been developing towards a more orderly dynamic equilibrium state.

Water Resource Carrying Capacity related to Economic Sustainable Development of an area. To improve the utilization efficiency of water resources in Gansu.Carrying Capacity of the Water Resource provides a useful measure of the sustainable development of a region. The results showed that most parts of Gansu Province overloading of water resources. And the situation of Water Resources Carrying is far from adequate.And the utilization degree of water resources in Gansu is at the highest level and the exploitation potential is small.

Water shortage and water pollution have become the key factors restricting the sustainable development of animal husbandry in China. In this study, the water footprint model was used to analyze the water resource carrying capacity and water environment bearing pressure of animal husbandry in 31 provinces of China from 2001 to 2019. The findings indicate that: (1) The development of animal husbandry has exacerbated the regional water deficiency problem. Shandong, Henan, Hebei, and Liaoning have become the most serious water deficit areas of animal husbandry in China. The decreasing water resource carrying capacity indicates that water resources are difficult in supporting the growth of animal husbandry; (2) the change of animal feeding structures has led to the decrease of gray water footprint and the alleviation of the water environment bearing pressure; however, the water environment of animal husbandry in northern China and the northwest is still overburdened, which poses a major challenge to the control of agricultural non-point source pollution; (3) furthermore, according to the spatial and temporal characteristics of the water resource carrying capacity and water environment bearing pressure, the main livestock-producing areas in the north are facing a profound “water-livestock” contradiction and showing an increasing trend. The research results will help decision-makers to adjust the development mode of animal husbandry, optimize resource allocation, and promote the sustainable development of resource-saving and environment-friendly animal husbandry.

Water resources are a very important issue in the Global Risk 2015 published by the World Economic Forum. The research objective of this study was to construct a Water Poverty Index (WPI) for islands. The empirical scope of this study was based on Kinmen Island in the Taiwan Strait, which has very scarce water resources. Kinmen has a dry climate with low rainfall and high evaporation. Therefore, the Kinmen area is long-term dependent on groundwater resources and faces serious water resource problems. This study used the WPI to examine various issues related to water resources. In addition, this study selected several main indicators and performed time series calculations to examine the future trends of water resources in Kinmen. The results show that the overall water resources of Kinmen are scarce. To ensure sustainable development of water resources in Kinmen, policies to improve water scarcity, such as water resource development, water storage improvement, and groundwater control, should be researched. The research results of this study can be used as a reference for government agencies in formulating and revising water resources to achieve the sustainable development of island-type water resources.
