This study is devoted to presentation of the concept of risk, and the possibility of applying mathematical methods in supporting decision making in the energy sector to promote sustainable energy development. The problem with risk assessment in the energy sector arises mainly due to the difficulty of expressing risk in numerical terms. To avoid risk, it is necessary to set the criteria and objectives of measurement before making decisions in the energy sector. The aim of this study is to try to fill in this gap by means of comparing decisions under risk conditions within models supporting energy decisions. The authors’ focus is on the problem of risk in supporting decision making towards sustainable energy sector development, which is the main target of the European Union (EU) energy policies. Without the ability to determine the probability of occurrence of certain phenomena and their inclusion into the model, it is not possible to determine how well the solutions resulting from the models are accurate, and what is the probability of their implementation under specific conditions linked to renewable energy development.

The global economic development is, to a great extent, dependent on access to large amounts of cheap energy sources. The growing social awareness of ecology and the enormous damage to the Earth’s ecosystem due to the production of energy from conventional sources have forced fundamental changes in the energy sector. Renewable energy is considered to be an opportunity for such changes. The current state of the art allows such changes to be made without restricting economic development. Therefore, activities related to the energy transition are being taken all over the world. The European Union has definitely managed to achieve the most tangible effects in this regard. This article presents the findings of the research aimed at presenting the current state of renewable energy in the European Union and analyzing the changes reported in this sector in the last decade. The research was carried out using a selected set of 11 indicators characterizing renewable energy in individual countries. These indicators were selected on the basis of literature review and own studies of the state of renewable energy and its development prospects. Based on these indicators, changes in the energy structure of individual European Union countries between 2008–2018 were determined. The study is divided into two main stages. The principal components analysis (PCA) was used for the first analysis. In turn, the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) was adopted to assess the level of renewable energy development in the European Union countries. Both these methods and the extended statistical analysis were applied to determine the state of renewable energy development in the European Union countries in the studied period and to divide the Member States into classes with different levels of development. The results of the study showed that the EU countries are characterized by significant differences in the development of RES during the period in question. The unquestionable leaders in this respect are Sweden, Austria, Finland, and Latvia. Based on the findings, it is possible to evaluate the effects of activities related to renewable energy development and to prepare assumptions for future activities. Additionally, both the research and its findings broaden the knowledge of the directions of renewable energy development in individual European Union countries. This is particularly important in the context of changes related to the need to reduce harmful substance emissions and the implementation of the European Green Deal idea.

The measurement of sustainability is actively used today as one of the main preventative instruments in order to reduce the decline of the environment. Sustainable decision-making in solving energy issues can be supported and contradictory effects can be evaluated by scientific achievements of multi-criteria decision-making (MCDM) techniques. The main goal of this paper is to overview the application of decision-making methods in dealing with sustainable energy development issues. In this study, 105 published papers from the Web of Science Core Collection (WSCC) database are selected and reviewed, from 2004 to 2017, related to energy sustainability issues and MCDM methods. All the selected papers were categorized into 9 fields by the application area and into 10 fields by the used method. After the categorization of the scientific articles and detailed analysis, SWOT analysis of MCDM approaches in dealing with sustainable energy development issues is provided. The widespread application and use of MCDM methods confirm that MCDM methods can help decision-makers in solving energy sustainability problems and are highly popular and used in practice.

This paper focuses on the concept of Corporate Social Responsibility (CSR) and its relationship with sustainability. The authors investigate the linkages between CSR and sustainability at both enterprise and country levels. The main focus of this study is the energy sector due to its importance in terms of economic, environmental, and social impacts. There are some doubts as to whether a socially responsible business meets public welfare expectations and fosters the country’s social and economic development, as well as the successful achievement of sustainable development objectives. However, it becomes apparent that the development of corporate social responsibility in the energy sector faces a plethora of challenges. Corruption is one of the most important challenges of sustainable energy development. The study analyzes the main areas of CSR policies where energy companies are expected to make a positive contribution to sustainable energy development: mitigation of environmental impact, economic and social development, and good governance. The authors argue that the corruption risks represent a very important issue that is hampering sustainable energy development, and CSR can be applied to mitigate these risks in the energy sector. In addition, government policies might be necessary to create a favorable environment for corruption risk mitigation. The study analyzes the main tools of corporate social responsibility in the energy sector and addresses the impact of CSR on the sustainability of energy sector and corruption risk mitigation. The study analyzes a corruption risk mitigation model in the energy sector and provides recommendations for strengthening corporate social responsibility and mitigating corruption risk. Our results show that CSR can play a vital role in dealing with corruption in the energy sector at the enterprise level. It becomes apparent that anti-corruption standards represent the main supporting means for achieving other CSR goals and principles. Therefore, mitigation of corruption risks should become a priority for socially responsible companies that are operating in the energy sector.

One of the basic objectives of the European Union’s energy policy is to obtain and use energy in a sustainable way. Multiple-criteria decision making (MCDM) methods, in particular linear ordering based on the synthetic variable procedure, are used for comparative analyses of the level of energy sustainability. Despite many studies, the problem of choosing the optimal ordering method is still not fully resolved. This paper presents an original procedure that facilitates the selection of an effective method of the linear ordering of multi-feature objects for the evaluation of sustainable energy development of regions. What is understood as the effective ordering of regions is not only the effective ranking of objects but also their effective clustering. In order to obtain the best results of linear ordering, the authors put forward a multi-stage optimization of the selection of the method of ordering and normalization of diagnostic variables. Analysis of variance was used for the assessment of the object ranking quality, while for the assessment of the object clustering quality, an innovative approach was presented based on the analysis of the empirical distribution of the frequency of occurrence of the distance between objects. The linear ordering method, selected on the basis of the procedure proposed in the paper, was used to assess the energy sustainability of Polish regions. The calculations and analyses were carried out using the set of indicators developed by the authors. They characterize the sustainable energy development of regions in the social, economic, and environmental dimensions.

One of the key objectives of the European Union is the transition to a total decarbonization of the economy by 2050. Within this strategic framework, the renewable energy development target plays a key role. This renewable energy deployment must be translated into national and European Union realities through specific political decisions. The econometric analysis techniques have the capacity to represent, in a mathematical and objective way, the system of relations comprising the economic, technical, and political factors that contribute to the deployment of renewable energy, and the impact that such an investment in renewable energy has at an economic, environmental, and social level. Therefore, econometric studies have a high potential to support policymakers who have to translate the guidelines of the strategic plan for renewable energy deployment into concrete policies. This article analyzed the capacity of the econometric literature on renewable energy development to provide this support, by means of a bibliometric study carried out on a sample of 153 documents related to 1329 keywords. The results show that, in general, there is a large literature based on econometric methodology to support the different renewable energy guidelines provided by the European Union 2020–2030 climate and energy strategic framework.

The purpose of this paper is to introduce a methodology-Backcasting for policy makers in renewable energy development, with expect to enable the development of an alternative strategy and the facilitation of a more flexible and responsible policy agenda. Take biomass energy domain as a case to explain the application of this methodology, and multiple factors should be taken into account. The study indicates that China’s renewable energy is still in the transition period from research and development to industrial production, and the effective, scientific and timely decision-making from government policy makers is utmost crucial to the healthy development of renewable energy industry in China because it regulates the development path of this innovative industry. It is an innovation to link biomass industry development with urbanization strategy in China rural area in the long run.
