Considering the impact of science and technology resource allocation on regional innovation output, based on the inter-provincial panel data of 30 provinces in China from 1998 to 2017, this paper establishes a regional innovation output growth model, including science and technology resource input and science and technology resource allocation, and investigates the spatial relationship between regional innovation output and the allocation of science and technology resources, the effect of the inter-subjective configuration structure and inter-regional space re-allocation on regional innovation output. The research results show that there are obvious spatial autocorrelation agglomeration characteristics of China’s regional innovation output and science and technology resource input. The efficiency of the allocation of science and technology resources in the region is relatively low. The application-oriented research subjects with enterprise-oriented research are more efficient in investing in science and technology resources, and the promotion of regional innovation output is more significant. The investment in science and technology resources in neighboring provinces will have a significant inhibitory effect on the province’s innovation output. The regional mobility of science and technology resources has a significant role in promoting regional innovation output growth. The effect of science and technology personnel mobility on regional innovation output is better than that of technology capital flows.

This paper proposed a substantial gap to a large-scale population density and city size on regional innovation output. To measure the impact of population density and city size on regional innovation output, this study employs the threshold effect model with panel data of 230 prefectures and cities from 2007 to 2016. Based on the econometric analysis, the results exhibit a positive and significant relationship between population density, city size, and innovation output. This correlation suggests that when one factor increases, the other increases in the parallel direction and vice versa. Moreover, when the city size expands the threshold value of 2.934 percent, the innovation promotes and increases the effects of urban-scale expansion. On the other hand, for medium- and low-density cities, the increase of urban population density has a significant and positive impact on urban innovation output. However, for high-density cities, the increase of population density has no significant impact on innovation output.

The allocation efficiency of China’s agricultural science and technology resources (ASTR) varies in different regions and has a complicated spatial distribution pattern. To visually study whether there are correlations and mutual influences between the allocation efficiency of different regions, we use social network analysis methods (SNA). The study found that: (i) China’s allocation efficiency of ASTR has significant spatial correlation and spillover effects. The overall network density is declining. (ii) The spatial correlation network has significant regional heterogeneity. Some eastern provinces play “intermediaries” and “bridges” in the network. (iii) Geographical proximity, differences in economic development levels, industrial structure levels, and differences in urbanization have a significant impact on the formation of spatial association networks.

Purpose The literature stresses the importance of collaboration patterns and the role of public funding in regional competitiveness. This study aims to contribute to a better understanding of this subject by focusing on two key dynamics of technological cooperation. First, the authors focus on the ability of public funding to support regional technological demand through the promotion of science and technology-based innovation (STI) and innovation based on learning-by-doing, learning-by-using, learning-by-interacting (DUI) cooperation. Second, the authors investigate whether such cooperation patterns influence the companies’ ability to support the development of novel products through the effective transfer of knowledge. Design/methodology/approach The data used in this longitudinal study are taken from the Basque statistics agency’s (EUSTAT) technological innovation survey, which compiles activities, personnel, funding sources, support institutions and other innovation-related aspects of businesses in the Basque region. The survey was carried out following the methodology of the community innovation survey (CIS). CIS data are used to generate official innovation statistics for the EU and its member countries and have been used extensively for analysis in economics. The sample included an unbalanced panel of 17,431 companies that reported research and development expenditure for the period 2013‐2017. Findings The results of the analysis confirm that the relationship between STI cooperation and regional funding is positive (Piñeiro-Antelo and Lois-González, 2019), but regional DUI cooperation will have a greater impact than STI cooperation on a company’s ability to generate novel products. The authors can, therefore, say that public funding is successful at supporting cooperation between science and technology agents and firms but fails to promote the transfer of knowledge and subsequent development of novel products in companies in the region. Practical implications Following a quadruple helix approach, it is important to underline the need for public policies to strengthen the connections between all the key agents in the ecosystem (where the research community, industry, public sector and citizens are all active actors), promoting technology transfer and dissemination, as well as trust among the parties, absorptive capacity and business access to resources and financing. Thus, the design of public policies should be oriented to support a firm’s innovation, balancing the exploration and exploitation of STI and DUI regional cooperation. Originality/value The contribution of this research is threefold. First, it serves to emphasize the importance of the impact of regional innovation systems on business innovation modes and their performance. Second, it takes the study of innovation systems and their impact on companies a step further by examining the impact of public funding on the companies’ ability to explore and exploit regional innovation modes. Thirdly, the authors offer a dynamic view of the region’s ability to support its own demand for technology and study the impact of regional business modes on the firms’ ability to support novel products.

Through the establishment of a comprehensive evaluation index system, this paper analyzes the allocation of science and technology resources in the Yangtze River Delta urban agglomeration from 2014 to 2020, evaluates the allocation efficiency of science and technology resources from the perspective of multi input and output, and understands the advantages and disadvantages of regional resource allocation. The research results show that: (1) under the guidance of the national strategic policy of actively promoting the development of world-class urban agglomerations, the allocation efficiency of science and technology resources in various provinces and cities of the Yangtze River Delta continues to optimize, and the allocation level of some regions shows a rapid development trend; (2) R&D personnel and R&D funds are the core factors that affect the efficiency of science and technology resource allocation; (3) the marketization of resource allocation is helpful to improve its allocation efficiency; and (4) improving the transformation rate of scientific and technological achievements, opening up the channel for innovative products, technologies, and services to enter the market, and enabling innovative enterprises to make profits can provide strong and lasting incentives for the improvement of scientific and technological resource allocation efficiency. Based on the research conclusions, this paper puts forward countermeasures and suggestions to improve the allocation efficiency of scientific and technological resources in the Yangtze River Delta urban agglomeration from the aspects of human resources and material resources, and provides a theoretical reference for the coordinated and sustainable development of the Yangtze River Delta City Group under the background of the implementation of the urban agglomeration strategy and the construction of a scientific and technological infrastructure platform.

This paper selects the data of big data industry in China’s “Guangzhou Development Zone Big Data Industrial Park” and “Zhaoqing Big Data Cloud Service Industrial Park” from 2014 to 2018, uses the improved knowledge production function to establish an OLS model, and compares the impact of MAR and Jacobs external aggregation on the R&D input and patent output in Guangzhou and Zhaoqing. It is found that: (1) MAR externality is not conducive to the technological innovation of the two cities, and has a stronger negative effect on innovation in Zhaoqing; Jacobs externality can actively promote the innovation of the two cities, and has a stronger positive effect on innovation in Guangzhou. (2) In the impact of Jacobs externality on innovation output of the two cities, R&D plays a part of intermediary effect, and the effect on Guangzhou is stronger; in the impact of MAR externality on innovation output of the two cities, R&D only plays a part of negative intermediary effect in Zhaoqing. The conclusions show that the MAR and Jacobs agglomeration in big data industry all play more effective roles in promoting technological innovation in economically developed cities.

At present, the allocation efficiency of regional scientific and technological resources is low, and there are few research studies on social equity and economic efficiency. Therefore, this paper puts forward the allocation method of regional scientific and technological resources based on rationality. With the support of rationality perspective, the evaluation model of reform path of regional scientific and technological resource allocation is constructed to analyze the economic benefits and equity benefits of regional scientific and technological resource allocation. According to the principle of optimum allocation of regional science and technology resources, three-dimensional structure is constructed to maximize national investment and benefit and determine the optimal Pareto of resource allocation to measure the efficiency of resource allocation. The evaluation index system of the reform path of resource allocation is constructed by selecting the evaluation index of the reform path of resource allocation. The benchmark platform of big data was selected to generate data sets to be processed, and the spark on yam platform was used to submit jobs and generate spark job running data sets. The operation performance prediction model was established to optimize the configuration parameters of regional science and technology resources. The analysis results show that the designed method has high configuration capability and good effectiveness.
