At present, the allocation efficiency of regional scientific and technological resources is low, and there are few research studies on social equity and economic efficiency. Therefore, this paper puts forward the allocation method of regional scientific and technological resources based on rationality. With the support of rationality perspective, the evaluation model of reform path of regional scientific and technological resource allocation is constructed to analyze the economic benefits and equity benefits of regional scientific and technological resource allocation. According to the principle of optimum allocation of regional science and technology resources, three-dimensional structure is constructed to maximize national investment and benefit and determine the optimal Pareto of resource allocation to measure the efficiency of resource allocation. The evaluation index system of the reform path of resource allocation is constructed by selecting the evaluation index of the reform path of resource allocation. The benchmark platform of big data was selected to generate data sets to be processed, and the spark on yam platform was used to submit jobs and generate spark job running data sets. The operation performance prediction model was established to optimize the configuration parameters of regional science and technology resources. The analysis results show that the designed method has high configuration capability and good effectiveness.

This study examines ways to provide assistive technology interventions within literacy courses for adolescents and young adults with disabilities. Instead of separating students from their peers during reading and writing assignments, literacy teachers who implement assistive technology can support equitable access to school curricula and technology-based learning resources. Unresolved questions about teacher training and accessibility led to the problem statement: What technology resources have special education service providers found useful during literacy instruction for students with support needs? Research reporting findings from intervention studies and/or interviews with educators showed differences between activity systems in secondary and post-secondary environments. Teachers' beliefs and expectations about student characteristics and the need for individual assistance could contribute to inequities in access to literacy instruction. The thematic analysis revealed practices within literacy classes that can decrease or maintain inequities for students with support needs.

The study aims to innovate the teaching and learning process of mathematics with a group of elementary school students from a rural population of Colombia, where the use of information and communications technology resources, as well as internet access in limited. The teachers implement microlearning so that children learn to solve arithmetic problems. The experience is descriptive with a non-probabilistic convenience sampling, developed from the creation and application of a virtual learning object whose pedagogical strategy was the use of microlearning. The study shows that the use of information and communications technology resources assist the students to learn mathematics. It also develops the office content, skill to interpret, know and solve mathematical problems from everyday situation to students

Creating University spin-offs (USOs) is considered one of the most effective ways to transfer scientific research results and promote national science and technology resources. However, several studies have identified factors limiting their growth: a lack of management skills among entrepreneurial teams. Therefore, human resources development in general and scientific and technological human resources, in particular, are the most critical factors to promote the development of USOs. This paper analyzes some general characteristics of human capital for USOs, finds some experiences to promote USOs' human resources development in China, and then gives some recommendations for USOs of Vietnam.  Keywords:   Human Resource Development, Entrepreneurship Development, University Spin-Offs.

Digital Technology Resources (DTR) are considered essential in society and education for teaching-learning. Due to the Covid-19 pandemic, higher education classes have moved from face-to-face to remote teaching. Therefore, students and professors have the challenge of using DTRs as the main artifacts in their activities. This paper investigates the professors’ perceptions of DTRs in teaching practices before and during social isolation. A survey that obtained 140 responses indicates that several DTRs will remainupon the face-to-face teaching modality resumes. So, by sharing the Survey’s results, we hope to support future instructional design practices and suggest new requirements for educational software development.

The allocation efficiency of China’s agricultural science and technology resources (ASTR) varies in different regions and has a complicated spatial distribution pattern. To visually study whether there are correlations and mutual influences between the allocation efficiency of different regions, we use social network analysis methods (SNA). The study found that: (i) China’s allocation efficiency of ASTR has significant spatial correlation and spillover effects. The overall network density is declining. (ii) The spatial correlation network has significant regional heterogeneity. Some eastern provinces play “intermediaries” and “bridges” in the network. (iii) Geographical proximity, differences in economic development levels, industrial structure levels, and differences in urbanization have a significant impact on the formation of spatial association networks.

Abstract Science and technology resources are the strategic resources for the development of today’s society and the basic conditions for improving the ability of independent innovation. For scientific and technological innovation, the optimal allocation of science and technology resources is crucial. For countries along the “Belt and Road”, the efficiency of the allocation of science and technology resources has become the key to the development of innovative international construction. Therefore, this study takes the countries along the “Belt and Road” as the research area, and takes the period of rapid development of science and technology resources from 2005 to 2018 as the research period, comprehensively using the DEA-SBM model and ArcGIS spatial analysis methods to deeply analyze the allocation of science and technology resources in the countries along the “Belt and Road”. The long-term dynamic evolution law and spatial differentiation pattern of efficiency. The research methods and conclusions can provide useful reference for the efficient allocation of the international science and technology resources along the “Belt and Road” and realization of the “the innovative Belt and Road”.

In order to survey the attitudes towards the different social participants of intelligent collaboration program on linguistic landscape in Chinese university language resources and university technology resources, find effective methods and applied path to develop new management mode in Chinese university language education and professional training quality of foreign language majors, this article is to carry out attitude survey towards new management mode, namely Government-Industry-University-Research management mode, which can solve the dissatisfied responses for service competence of foreign major students in their real profession field and the implementation difficulty of Standards which issued for the translation revision program on linguistic landscape for local city images construction. Based on the perspective of intelligent diagnosis and intelligent collaboration, this article explores the applied path model on quality monitoring system of linguistic landscape in the aspects of target orientation, content index, implementation process and intelligent collaboration system, which has an important enlightenment and reference role for improving the national quality monitoring system of linguistic landscape by the mix research of qualitative and quantitative methods. And it describes the hierarchical comprehensive evaluation index for the construction of quality monitoring system on linguistic landscape with two steps: 1) the first step is to use analytic hierarchy process (AHP) to decompose the quality monitoring of linguistic landscape into multi-level and multi-dimensional index system, model and quantify the implementation process of quality monitoring, and to construct the first and second-class index system to solve the current problems of quality monitoring and quality improvement; 2) the second step is to use decision tree(DA) analysis to view the evaluation and suggestions of participants in relevant fields on various indicators at all levels from collect feedback results, ensure scientific and reasonable determination of quality monitoring indicators through supplement and scientific revision. The conclusion is that: 1) The new management mode of linguistic landscape programs will benefit the education quality of foreign language majors and improve their service function for the society development. 2) The new management mode will benefit the government department on language technology resources, linguistic technology platform, intelligent collaboration and talents mapping of local city development.

Implementation of tax self-assessment system gives full trust to taxpayers to calculate, pay, and report their tax themselves. To get the optimum result, the implementation of this system is determined by the level of compliance of the taxpayers. It is affected by internal and external factors such as technology, resources, legislation where the tax authority operating, organization’s aim and strategy, and public general tax conformity. This study aim to analyze taxpayer conformity level with machine based Compliance Risk Management (CRM) policy. This study is using qualitative approach through interview with people who have roles in implementing tax policy in Indonesia. This study founds the importance of machine learning based CRM policy, in which the tax authority cannot apply the same treatment to all taxpayers, so it needs to decide which taxpayer needs to be investigated with rational justification based on risk level. Tax authority needs to focus on implementing big data analytics with machine learning algorithm as an important source of information in decision making process, and helps predict taxpayers with potential fraud, so it can be used to reduce task risk before it happens.
