From a scientific viewpoint, as well as from the perspective of navigation practice, it is clear that the Adriatic Sea feeder service is relatively underdeveloped. Hence, the objective of this study is to suggest a model for selecting the hub port and to optimize the network of seaports engaged in the feeder service. Accordingly, an appropriate hub port has been identified through the methods of multi-criteria decision making and expert assessment, and the optimum shipping route has been calculated by applying the travelling salesman algorithm (TSA). In order to analyze whether there is a possibility of obtaining better optimization results, an integration of a sub-hub port system is suggested. Optimization has been achieved by applying a minimum spanning tree algorithm (MST) and a combination of these algorithms. The proposed methodology for selecting the hub port, sub-hub port and optimizing the feeder network can be implemented globally. The practical application of the achieved model would result in cost minimization, owing to shorter shipping routes or a combination of different transportation means (feeders).

The article addresses the problem of estimating the expected losses of a bank when information security threats to functioning computer systems materialize. A scenario approach to solving the problem is developed based on multi-criteria decision-making methods, taking into account quantitative and qualitative indicators and expert assessment, and applying the analytic hierarchy process for comprehensive assessment of expected losses in probabilistic terms. That allows to take into account different levels of the hierarchy of criteria and the weight of their impact on the calculated results. The process of estimating the probability of materialization of various threats under accepted standards and situational conditions, the actions of the attacker and the consequences on the bank’s functioning is formalized. Expert assessments are grouped with control over the sufficiency of the degree of logic and dispersion of opinions of each expert, compliance with the established requirements for the degree of consistency of opinions of the group of experts, assessment and formalized consideration of the degree of their competence. The process of assessing expected losses is presented as a daily business process of the functioning of the bank’s security system.

Currently, control of access to information and physical resources has become extremely important. Numerous methods and solutions for architecture of systems aimed at controlling physical access are available; however, there is little information about application of Multi-Criteria Decision Analysis methods when evaluating separate logical components, needed for the design of access control systems and their interconnection in the final architecture.This paper is the first part of a two-part article, discussing application of multi-criteria decision making for architecture of access control systems. The first part defines the problem and discusses the possibility to use Multi Criteria Decision Making techniques when designing access control systems, including risk analysis for specific criteria and practical application of the developed model. In the second part, the possible solution model will be presented.

 Interests and number of STMIK Balikpapan new student enrollments are increasing every year. The balance of the ratio of lecturers to students is one of the most important components in improving the quality and teaching and learning process of a university. Avoiding shortages in the number of lecturers can be realized by providing scholarship programs to alumni and teaching assistants. This study aims to build a multi criteria decision making application that can assist the Head of HRD in the process of receiving scholarships to advanced and effective study lecturers. The multi criteria decision making application developed in this study uses the SAW method. The implementation of the SAW method includes the process of evaluating the weighting of criteria, evaluating alternative weights, the matrix process, the results of decision making preferences, resulting in the weighting and ranking of each alternative candidate for the scholarship recipient. The results of the evaluation of multi-criteria application decision making in the study are expected to produce modeling with a high degree of accuracy. The results of the analysis carried out can provide alternative recommendations for prospective scholarship recipients to advanced study lecturers in STMIK Balikpapan.

Banking has always played an important role in the economy because of its effects on individuals as well as on the economy. In the process of renovation and modernization of the country, the system of commercial banks has changed dramatically. Business models and services have become more diversified. Therefore, the performance of commercial banks is always attracting the attention of managers, supervisors, banks and customers. Bank ranking can be viewed as a multi-criteria decision model. This article uses the technique for order of preference by similarity to ideal solution (TOPSIS) method to rank some commercial banks in Vietnam.
