The water resources carrying capacity (WRCC) shows remarkable fuzziness and randomness, which causes the uncertainty and instability of the WRCC assessment (WRCCA). In order to solve these problems, we proposed a novel hybrid approach for WRCCA, in which the fuzzy comprehensive evaluation (FCE) and analytical hierarchy process (AHP) methods were integrated with the cloud model (CM). Firstly, an evaluation indicator system of WRCC was constructed. Secondly, the AHP and FCE methods were subsequently improved with the CM. The CM was used to scale the relative importance and aggregate the judgment matrices, where the weights of the clouds were obtained. These integrations of AHP and CM greatly reduced the randomness in the weight calculation; the CM was used to describe the comment sets, calculate the membership degree matrices and determine the assignment clouds, the evaluation sets and the WRCCA index clouds were obtained. These integrations of FCE and CM effectively blurred the boundary fuzziness and gave more intuitive results. Finally, the hybrid FCE-AHP-CM approach was applied to a case study. It was concluded that the novel approach has particular advantages in dealing with the fuzziness and randomness comprehensively, and therefore could assess the WRCC and enhance the robustness and intuition of WRCCA results.

The water resources carrying capacity is an important component of natural resource carrying capacity in a country or region sustained development process. It is the key being related to using the water resources reasonably, which means vital to the sustained growth of the water resources, the social economy and the ecological environment concordant development.Taking the case of river basin in arid zone of the Manasi River Basin,The author evaluated water resources supporting capacity condition basin in different year of the Manasi River by establishing fuzzy comprehensive evaluation model. The results indicated that because of saving water technological progress and industry restructure advancement, the water resources carrying capacity of Manasi River will be improved in the future twenty years. The water resources supply and demand contradictory will be obtained certain alleviation, but the uneven of water resources space and time distribution is still the main restrictive factor of the development of society and economic and the ecological environment construction.

Based on adequate consideration of status of water resources utilization and socio-economic development in the Shanxi Provinces, the AHP method was used to calculate the weights of each index and the fuzzy comprehensive evaluation of water resource carrying capacity in the Shanxi Province was carried out from 2006 to 2011. The evaluation results indicated that the overall level of the water resources carrying capacity in Shanxi Province was contained in critical state, however, a steady rise.

China is a water resource-poor country, in recent years, rapid population growth resulting in water issues have become increasingly prominent. Taking Anhui Province as an example, using fuzzy synthetic evaluation method and combining the analytic hierarchy process evaluation analysis of water resources carrying capacity. Firstly, establishing the evaluation criteria of the index system of regional water resources carrying capacity and individual indicators, calculating evaluation index weight,establishing the weight fuzzy matrix, using Vague set and analytic hierarchy process method to determine the weight vector.Secondly, compositing a fuzzy matrix of weight values after obtaining the value of the weights of the various indicators, calculating the degree of membership, establishing the fuzzy relation matrix, fuzzy subset into a comprehensive evaluation model, and seeking the comprehensive evaluation value .Finally, determining the level of sustainable use of water resources in the specific area based on the principle of maximum degree of membership . After the evaluation are analyzed and compared in order to elaborate the evaluation method is feasible and effective.

The carrying capacity of water resources is one of the focuses in water resources research, and it has an important significance in measuring the effects of water resources on regional development. Wuhan City is selected as an example in this study. Eight indexes are selected to assess the carrying capacity of water resources in Wuhan City in recent three years based on the fuzzy comprehensive evaluation method. The results show that the degree of exploitation and utilization of water resources is relative high, and the potential of carrying capacity is relatively small. In addition, the contradiction between supply and demand of water resources is outstanding, and it tends to overload. The fundamental measures are put forward to improve water resources carrying capacity such as improving the utilization efficiency of water resources and enhancing the capacity of water saving from the perspective of promoting economic and social development

Abstract Jinan is a city that typifies the water resource shortage in North China. This study selected nine indices to evaluate the regional water resources carrying capacity (WRCC), which is an important constraining factor in relation to socioeconomic development and the ecological environment. The AHP-CRITIC weighting method was applied to determine the index weighting, and WRCC dynamics during 2011–2016 were analysed and evaluated quantitatively using the fuzzy comprehensive evaluation method. The results revealed the following. (1) During 2011–2016, the comprehensive score of the WRCC was <0.4, indicating poor WRCC. (2) The degree membership of the average evaluation results to V1, V2, and V3 increased successively during 2011–2016. The degree membership of V2 in 2011–2013 was greater than that of V3; however, the situation was reversed during 2014–2016. (3) The indices of available amount of water resources per capita, utilization rate of water resources, water supply per capita, modulus of water supply, quota of domestic water demand, and population density were factors that affected the WRCC of Jinan unfavourably. Conversely, the indices of water demand per 10,000 Yuan industrial output value and water use rate of the ecological environment were factors that played positive roles in improving the WRCC.

Water resources carrying capacity is the maximum available water resources supporting by the social and economic development. Based on investigating and statisticing on the current situation of water resources in Shandong Province, this paper selects 13 factors including per capita water resources, water resources utilization, water supply modulus, rainfall, per capita GDP, population density, per capita water consumption, water consumption per million yuan, The water consumption of industrial output value, the agricultural output value of farmland, the irrigation rate of cultivated land, the water consumption rate of ecological environment and the forest coverage rate were used as the evaluation factors. Then,the fuzzy comprehensive evaluation model was used to analyze the water resources carrying capacity Force status evaluation. The results showed : The comprehensive evaluation results of water resources in Shandong Province were lower than 0.6 in 2001-2009 and higher than 0.6 in 2010-2015, which indicating that the water resources carrying capacity of Shandong Province has been improved.; In addition, most of the years a value of less than 0.6, individual years below 0.4, the interannual changes are relatively large, from that we can see the level of water resources is generally weak, the greater the interannual changes in Shandong Province.

Water resources carrying capacity was evaluated by using fuzzy comprehensive evaluation method after the evaluation index system was constructed according to water resources condition, socio-economic development level and economic structure characteristics in Heifei City. The results showed that development and utilization degree of water resources was high and further development and utilization potential was small. The water resources development potential of city proper was the minimum in all regions and WRCC of it was saturated. The development and utilization degree of water resources in Feixi County was smaller than other districts, there were certain development potential. On this basis, some suggestions and measures were proposed for improve regional water resources carrying capacity and ensure regional sustainable development.

Because lack of water resources in Manas river basin, the water resources carrying capacity evaluation is important to the water sustainable development. In this paper, we select the main factors of the water resources carrying capacity and separate into water resources subsystem, social subsystem, economic subsystem and ecological subsystem. Then established three evaluation models to evaluate the different years of water resources carrying capacity and made the application comparison. The fuzzy comprehensive evaluation model and matter-element models are adaptable to the water carrying capacity evaluation, but the determination of weights is too subjective; The projection pursuit theory is based on the sample characteristics of their own, and without given weight of each indicator, the results is more objective. The results show that the water resources carrying capacity in Manas River basin was at V1-stage in 2000; it is at V2- stage in 2010 and V3- stage in 2020, and then the water resources carrying capacity in Manas River basin is the ideal carrying capacity status. At the same time, because of saving water technological and industry restructure adjustment, water resources carrying capacity in Manas River Basin is on a benign trend. At last, some measures of improving the water resource carrying capacity were put forward.

Water resources carrying capacity (WRCC) is an important factor which influences development speed and scale of society and economy. The evaluation index system of WRCC was constructed according to municipal economic development status and the utilization of water resources in Suzhou City, using the fuzzy comprehensive evaluation method, analyzed water resources carrying capacity in different years. The results showed that water resources carrying capacity has tended to be smaller in recent years. It indicated that the development and utilization of water resources were large, water resources carrying capacity was close to saturation and the development potential of water resources was small in Suzhou City.
