The current study evaluates the role of a democratic institution—participatory budgeting—in improving government efficiency. Participatory institutions aim to enhance governance, information sharing, and the responsiveness of political agents to citizens, leading to fiscal accountability and efficiency. Drawing from a database of 221 municipal governments in South Korea around a mandatory participatory budgeting adoption period, we find that participatory budgeting adoptions are followed by improvement in multiple dimensions of government efficiency. In particular, municipal governments experience statistically significant improvements in their fiscal sustainability and administrative efficiency. In additional analysis, we find that the efficiency improvements are more pronounced in the presence of strong mayoral leadership. Overall findings suggest that participatory budgeting programs contribute to fiscal health and administrative efficiency, above and beyond their role in securing fiscal democracy. Points for practitioners The current study suggests that participatory budget systems not only contribute to quality in democracy (as prior studies have found), but also improve fiscal efficiency and accountability by serving as a bottom-up governance mechanism. We document that introductions of participatory budgeting programs are followed by statistically significant improvements in fiscal sustainability and administrative efficiency. The results also indicate that the efficiency-improvement effect differs across municipalities, depending on their political environments. Overall, this study provides a strong argument for the participatory budgeting system by empirically supporting its efficiency-improvement effect.

Brutalist architecture is an object of fascination on social media that has taken on new popularity in recent years. This article, drawing on 3,000 social media posts in Russian and English, argues that the buildings stand out for their arresting scale and their association with the expanding state in the 1960s and 1970s. In both North Atlantic and Eastern European contexts, the aesthetic was employed in publicly financed urban planning projects, creating imposing concrete structures for universities, libraries, and government offices. While some online social media users associate the style with the overreach of both socialist and capitalist governments, others are more nostalgic. They use Brutalist buildings as a means to start conversations about welfare state goals of social housing, free university, and other services. They also lament that many municipal governments no longer have the capacity or vision to take on large-scale projects of reworking the built environment to meet contemporary challenges.

In the postwar period, the strong economic growth in Western countries coincided with the configuration of their modern urban planning systems. This article aims at exploring to what extent the targets of the economic planning that was broadly adopted in this growth period conditioned the performance of urban planning tools by analyzing the case of Spain. During the so-called “Spanish miracle” that started in the early 1960s and lasted until the mid-1970s, there were notable contradictions between economic and spatial planning policies and between the performance of the national and the municipal governments. It is concluded that the lack of an integrated approach to regional and urban planning policies at national level combined to the gap with the actual local planning framework, illustrated through the example of three cities, can help to understand the patterns of urban growth in a context of an expanding economy.

Food’s place on the urban, municipal agenda has become an increasing focus in the emergent fields of food policy and food planning, whose leaders argue that food needs to be more explicitly added to the urban agenda. Yet, public food markets are a food system activity that municipal governments have been long engaged in. Reports from leading health, planning, and food organizations assert that farmers markets—the dominant form of public retail food markets in the US today—should be explicitly included in zoning and other municipal codes to ensure that they can be created and sustained. Despite their popularity as a local sustainable food system and healthy food access strategy, it is unclear whether markets have been codified through municipalities’ planning and policy instruments, and research has largely not addressed this topic. This study aims to elicit whether markets have been codified into law, focusing on US municipal charters, codes and zoning ordinances, using Michigan, an upper Midwest state, as a case. After analyzing municipal documents to determine whether and where markets have been codified into law in ninety Michigan cities, this study concludes that markets are highly underrepresented in municipal policy, rarely defined in code, and mostly absent from zoning ordinances, even among those cities with currently operating markets. Market presence in code is, however, associated with the presence of historically operated markets. These findings raise questions about why markets are missing from codified food policy and what risks this poses to the future of markets. They also highlight the need to better document the market sector and underline the importance of including historic perspectives when examining the efficacy of current food policy efforts.

This paper aims to analyze the financial and operational approach to land regularization and financing used in Brazil by an innovative private social enterprise in order to demonstrate that the approach widens the concept fit-for-purpose land regularization to include fit-for-purpose land financing, with relevance for wider efforts in informal settlement regularization and upgrading. In this approach, the enterprise acts as a coordinator and broker to organize the residents of informal settlements to regularize their settlements by negotiating buyouts of the underlying private owners at discounted values, handling titling and registration of the occupants, and coordinating with municipal governments to provide infrastructure. The analysis of parcel-level repayment and price data provides evidence of the sustainability of the business model and increase of property values of the regularized parcels. The results presented from the enterprise’s own repayment data demonstrate that under (non-pandemic) historical conditions residents are largely able to pay an affordable monthly payment over 7–10 years to the enterprise for the service to purchase the plots and maintain the enterprise. In operation since 2001, the enterprise has regularized over 20,000 parcels in more than 30 settlements, primarily in the cities of Sao Paolo and Curitiba in Brazil. The approach suggests that it could be widely replicable and add to the set of options for regularizing informal settlements, especially when purchase of private land is required.

We study the impact of politicians' tenure in office on the outcomes of public procurement using a dataset on Italian municipal governments. To identify a causal relation, we first compare elections where the incumbent mayor barely won or barely lost another term. We then use the introduction of a two-term limit, which granted one potential extra term to mayors appointed before the reform. The main result is that an increase in tenure is associated with “worse” procurement outcomes. Our estimates are informative of the possibility that time in office progressively leads to collusion between government officials and local bidders. (JEL D72, H57, H76)

AbstractThis article engages the question of what happens to labor as Indian cities become transformed into “global cities.” It does so by focusing on the convergence of three interrelated trends over the past few decades: the informalization of labor, the making of global cities, and the financialization of the economy. The article explains the effect on labor, capital, and urban space of this concatenation of trends. It challenges the conclusion of urbanization scholars who emphasize how labor has been largely excluded and bypassed by the growing urban economy. Instead, the article demonstrates, by using nationwide data as well as examples from Bangalore, that as labor is being displaced from formal employment and as wages become compressed, the urban commons is becoming a more valued terrain. On the one hand, displaced urban and rural workers must increasingly rely on subsistence practices and depend more upon the city's public spaces and goods to survive. On the other hand, these spaces, vital to city life, are becoming attractive to indebted municipal governments and aggressive financial investors for their speculative land values, and hence have led to greater insecurity and dispossession. The global city, therefore, is being built in large part with workers' wageless labor. Consequently, the struggle between capital and labor has reached far “beyond the factory” and farm, to the urban commons, sites simultaneously key to the majority's survival and integral to the urban speculative project of financialization.
