The execution of the blasting works involves the management of the problem of storage of explosive materials. This aspect is easier to solve in the case of mines activities with long exploitation time and where storage capacities are arranged, according to the legislation that provides constructive and safety criteria depending on the type and quantity of explosive materials stored. In the case of isolated blasting works, those for road construction, building demolition, underwater or forestry, etc., storage facilities must be arranged for shorter periods of time and smaller capacity, but which must comply with security, environmental and risk requirements, such as high-capacity deposits with long duration of activity. Considering that for the execution of such blasting works, the national legislation provides the possibility of arranging temporary explosive depots, of small capacity, but without specifying the constructive details and the necessary safety requirements to be observed, mentioning only that they must be executed on the basis of a specialized project. This paper presents a series of tests conducted by INSEMEX, in order to establish recommendations regarding the constructive and safety requirements that must be observed when designing and building mobile explosive depots.

There are numerous advantages of building materials based on sulfur-bituminous binder. Using the sulfur-bituminous concretes in road construction leads to improved quality of pavements. In particular, there is an increase of resistance to rutting when extending the bituminous concretes with sulfur. The well-known difficulty limiting the widespread practical use of the sulfur-bituminous concretes is the emission of toxic gases – hydrogen sulfide and sulfur dioxide – which are formed during the manufacture and installation of sulfur-bituminous concrete. The present paper is devoted to the said problem. The survey of processes occurring in sulfur-bituminous mixtures is carried out. This allowed us to select most prospective suppressors for toxic gases emitted during the production and laying of sulfur-bituminous concrete. Series of laboratory tests are made to proof our choice. The results of tests confirm that oxides of amphoteric metals neutralizers are effective suppressors for hydrogen sulfide and sulfur dioxide, while carbon only slightly reduces the emissions. The emission is primarily depends on temperature and water content. Therefore, we recommend not to exceed 145 °C during the production and laying. Components for asphalt must be dehydrated, and sulfur must be degassed. If these requirements are met, than production process of sulfur-bituminous concrete will meet the safety requirements.

The paper includes the analysis of main problems that arise in the process of government purchases and construction pricing with the reference to budget expenditure on road construction. It includes the review and analysis of international experience and possible measures of increasing the efficiency and effectiveness of government purchases and (road) construction pricing in Russia.

The article deals with the issues of political and economic power as well as their constellation on the market. The theory of public choice and the theory of public contract are confronted with an approach centered on the power triad. If structured in the power triad, interactions among states representatives, businesses with structural advantages and businesses without structural advantages allow capturing administrative rents. The political power of the ruling elites coexists with economic power of certain members of the business community. The situation in the oil and gas industry, the retail trade and the road construction and operation industry in Russia illustrates key moments in the proposed analysis.

The first French military engineers in the American colonies between 1635 and 1670 did not belong to a professional corps, being officers with expertise to do military land-surveying and construct emergency defences. Between 1670 and 1691 engineers were under the discipline of Vauban who chose them for missions in Canada or the French Antilles. After 1691, until 1776, they were all ingénieurs du roi. They ranged across citadel and fort construction, cartography and town planning (especially in Louisiana and Saint Domingue).They promoted the urban grid plan, as well as harbours and road construction. With incorporation in a royal Genie corps in 1776 they became much more strictly military.

CREDO RADON UA software provides an automated calculation of the strength of the pavement structures of non-rigid and rigid types, as well as the calculation of the strengthening of existing structures. In the article, one can see the main features and functionality of the CREDO RADON UA software, the main points in the calculations according to the new regulations. Information support of the design process includes necessary databases, informational and helping materials that make up the full support of the pavement design process. The concept of CREDO RADON UA 1.0 software is made on the use of elasticity theory methods in calculations of initial information models of pavements. Performing optimization calculations, the roadwear in CREDO RADON UA is designed in such a way that no unacceptable residual deformation occurs under the influence of short-term dynamic or static loading in the working layer of the earth bed and in the structural layers during the lifetime of the structure. The calculation algorithms were made in accordance with the current regulatory documents of Ukraine. CREDO RADON UA software allows user to create information bases on road construction materials and vehicles as part of the traffic flow for calculations. The presented system of automated modeling makes it easier for the customer to control the quality of design solutions, to reasonably assign designs to layers of reinforcement, to quickly make comparisons of calculations of different designs for the optimal use of allocated funds. Prospects for further improvement of the program should be the results of theoretical and experimental studies on filling the databases, which are used as information support for automated design of road structures.
