Water supply in the sandy dry lands (the Netherlands). Spatio-temporal developments Wells as water facilities were standard elements of the Dutch settlement landscape only since the Roman period. At the same time (drinking) water facilities became largely detached from the local topography. The position of a well within a settlement became determined by that of its associated house, and its position relative to the house became more or less fixed. This reflects the functional and social subdivision of the farmhouse into two distinct sections: ‘front’ and ‘back’. Communal water facilities (socially important as well) seem to have been associated with nucleated settlement, and they always existed alongside private facilities. Communal (public) wells first appeared in towns around the 13th or 14th century, but in rural areas probably not until the 16th century. In different periods there is evidence for the expression of social and functional differentiation.

Since 1900 seven successive stages can be distinguished in the development of agricultural engineering and in land and water management research in the Netherlands. The development process is traced from the introduction of fertilizers during 1900-1930, through mechanisation, improvement of water management and land accessibility, and increase in the size and specialisation of units, to increasing emphasis on the ecological and recreational value of land. The main features of economical development in agriculture after 1945 are disucssed, including changes in production volume, structure and costs, labour input and productivity, and the cost of wages. The influence of land and water management projects on the rise in agricultural productivity is considered, together with the present policy of selective growth. The paper discusses rural transformations resulting from urban influences. The analyzed area consists of rural municipalities (the smallest administrative units in Poland) in the immediate vicinity of Olsztyn, Elblag and Ełk – the largest cities in Warmia and Mazury. The type and rate of social and spatial changes in rural areas with high urban impact were analyzed. The following issues have been addressed: – a comparison between demographic changes in rural municipalities neighboring on urban centres and demographic changes in the city, – changes in the land use structure of rural municipalities neighboring on urban centers, with particular emphasis on open and protected spaces, – architectural changes in the analyzed suburban areas, – landscape changes in the analyzed suburban areas.

Urbanization, land subsidence and sea level rise will increase vulnerability to droughts in the urbanized low-lying areas in the western part of the Netherlands. In this paper a possibility is explored to decrease vulnerability of urban areas by implementing an alternative water supply option. A four component vulnerability framework is presented that includes threshold capacity, coping capacity, recovery capacity and adaptive capacity. By using the vulnerability framework it is elaborated that current water supply strategies in the Netherlands mainly focus on increasing threshold capacity by constructing improved water storage and delivery infrastructure. A complete vulnerability decreasing strategy requires measures that include all four components. Adaptive capacity can be developed by starting experiments with new modes of water supply. A concept which is symbolically called ‘the closed city’ uses local urban rainfall as the only source of water supply. The ‘closed city’ can decrease the water dependence of urban areas on (1) the surrounding rural areas that are diminishing in size and that are increasingly under strain and (2) river water resources that will probably be less constant and reliable as a result of climate change.

In response to the increasing care demand of older adults and their families, the construction of the long-term care (LTC) security system has been widely recognized by the government, society and families. This article discusses the socio-demographic background, current situation, achievements and issues of this system. The LTC security system in China has achieved considerable progress in enriched service provision and expanded social insurance system pilot programs. However, the issues of unbalanced service provision and the explorative design of the insurance system still need to be resolved. Our recommendations for the development of the LTC security system include comprehensively reviewing the integrated care service system in terms of placing “old adults at the center,” addressing the long-standing divisions between urban and rural areas in service provision and insurance design, advancing research and discussion concerning pilot experiences and improving the unified evaluation and financial planning systems.

This article describes and evaluates cash-for-care programmes for older people in four European countries, namely Home-Care Grants in Ireland, Direct Payments in the United Kingdom (England), Service Vouchers in Finland and Personal Budgets in The Netherlands. The purpose is to raise understanding of the background and reasons for the introduction of cash-for-care programmes and their impact on the countries' care regimes. It is argued that while the motives for introducing cash-for-care programmes in the four countries are similar, namely to promote choice and autonomy, to plug gaps in existing provision, to create jobs, and to promote efficiency, cost savings and domiciliary care, the relative importance of these goals varies. Current cash-for-care programmes have comparatively modest coverage as compared with direct service provision and provide no more than an optional, supplementary source of care in three of the studied countries. Cash-for-care schemes have not radically transformed the care regimes in Finland, The Netherlands or the United Kingdom. In Ireland, however, the restricted availability of alternative forms of formal service provision means that the expansion of cash-for-care might shift care provision significantly towards private provision and financing.
