This article is devoted to topical issues of the fishing industry development in the Russian Far East. Far East is the largest and the most abundant with fish resources region of Russia, and also it is the largest territorial administrative unit. The main scientific and practical task the research can help to solve is implementation of strategic prospects and scientific support of the industry development government programs. The aim of the research is to update the trends and identify the main problems of the fishing industry development in the Far East of Russia over the past decade. Methodologically the research is based on the concept of regional economy sustainable development. The article analyzes such indicators of the industry development as: number of enterprises in the industry, number of employees at the industry enterprises, volume of fish products production and processing, level of domestic prices for fish products, fish products consumption volume, fish products export value, volume of investments in fixed assets of industry enterprises. The key trends are identified and the most important problems of the regional fishing industry development are noted. Among such problems: the industry’s dependence on the world market situation, insufficient development of domestic market, excessive growth in prices for fish products in the domestic market, low degree of fish products processing, dependence of fish products export on Asian countries’ consumers.

The article analyzes global strategic trends in the development of the fishing industry, whose most important role in terms of the successful development of society is increasingly recognized. For a number of priorities and indicators, the leading countries in the production, export and import of fish and fish products are indicated. The strategic vector of development of the fishing industry in Russia as a whole and, in particular, the Russian Far East has been substantiated. The competitive advantage of the region is the best resource base among all regions of Russia. The main objects of the fishing industry of Russia, determining its competitiveness in the global market, are concentrated in the Kamchatka Territory, Sakhalin Region, Primorsky and Khabarovsk Territories. The level of development of the productive forces of the fishing industry of the Far Eastern Federal District predetermines the role of  Russia in the most important economic space of the world – the Asia-Pacific region, where, since 1992, leaders of the fishing industry have been localized. The problem of realizing the strategic potential of the fisheries complex in Russia is complicated by the lack of capacity of the fishing fleet, port infrastructure, refrigeration and storage facilities onshore, and coastal fish processing plants.

The article discusses the impact of competition in the market of aquatic biological resources on the end-user price of fish products and the introduction of an auction quota mechanism for the catch of aquatic biological resources proposed by the Federal Antimonopoly Service of Russia to increase competition in the industry and cut prices in retail fish markets. The study aims to test the hypothesis that the fishing industry has a high level of monopolisation and low competition based on the data on the allocation of quotas for the aquatic biological resources of the largest fishery region—the Far East fishery basin. Technical issues of conducting research in the Far East fish products market are considered using concentration coefficients and taking into account its specificity, geographical location, and trade flows of fish products. Based on the distribution of quotas for the total allowable catch of the magister armhook squid (Berryteuthis magister), walleye pollock, Pacific herring, cod, Kamchatka crab, and smear dab in the subzones of the Far East fishing area, (1) market shares of fishing enterprises are analysed, leading producers are identified in each of the analysed segments with an estimate of their specific share in the total volume of quotas for aquatic biological resources, (2) the CR3 concentration ratio and the Herfindahl-Hirschman index are calculated, with the variance of the quotas, the mode and the median of the distribution of the quotas additionally calculated. Assessment of the CR3 concentration index and the Herfindahl–Hirschman index for the producers of Pacific herring, walleye pollock, cod, Kamchatka crab,and smear dab allowed classifying these markets as non-concentrated, while a significantly higher concentration was found for the magister armhook squid producers. The study did not confirm the assumption of monopolisation and high concentration of the fishing industry. The formation of the retail market price of fish products is influenced by various factors, including logistics, the number of resellers, and some others. Alternative distribution channels for fishing companies, reduction of the number of intermediaries between producers and retail consumers, and the creation of fish markets may prove an effective way to develop the industry.

The study’s aim is to assess the potential and processes of formation of sectoral clusters in the Far Eastern regions fishing industry. The paper suggests the strategy for forming the fishing industry clusters in the Russian Far East, analyzes trends, taking place in the fishing industry, from the perspective of its clusterization, interprets locatization and density ratios of capture fisheries and fish-farming businesses in the Far Eastern territories. The research first describes methods used to evaluate localization and geographical density of fishing-industry companies in the Far Eastern regions, and offers methodological recommendations for investigating fishing industry clusters. The second stage outlines trends of the industry such as increasing harvest level, changing proportion of capture fisheries and fish breeding, growing export, emerging exporting clusters, forming fishing industry associations. The third stage analyzes density ratios and specialization of fishing and fish-farming businesses by regions, compares the calculated ratios’ values to other Russian regions’ ones. On the basis of integral ratio we estimate the potential for clusterization of the fishing industry in Russian regions as well as on the territories of the Far Eastern Federal District. The research comes to conclusion that a set of state support measures and effective investment projects, concerned with the fishing industry cluster, can produce an additional synergetic effect for the whole gross regional product.

Recently, the Russian Far East has been receiving close attention from the government of the Russian Federation. Accelerated economic development of the Far Eastern regions requires trade intensification with foreign and domestic markets, which implies a reduction of various barriers. The study aims to assess the external and internal trade barriers of the Russian Far East using a consistent dataset and relevant econometric model for estimations. The assessment of trade barriers, expressed as values of the relative trade intensity and transport costs in the framework of modern gravity models, confirmed the trade bias of the Russian Far East in favour of the domestic market in the long term. High values of relative transport costs were offset by a high relative trade intensity between the Russian Far East and the domestic market. The conducted analysis shows that the reduction of external trade barriers between the Russian Far East and foreign markets can significantly increase their turnover. The obtained estimates revealed a trend of linking the regions of the Russian Far East to the domestic market due to the barrier reduction in the form of transport costs. This study can be further developed, as the presented methodology for qualitative assessment of internal and external barriers can be applied to analyse the costs of trade in commodity markets, to decompose export and import barriers, as well as to determine the potential for expanding regional trade with foreign countries.
