The access to credits for companies with high productivity is an important factor for the economic recovery after the shock. In this paper, we analyze changes in banks’ lending to Russian companies’ in 2020. Our analysis shows that in 2020 the volume of new ruble credits increased relative to the level of the previous year. At the same time, there were changes in loans’ structure, which are explained by the effect of government lending support programs that began in May—June 2020. This fact indicates that a large number of firms made use of these programs last year, partially or fully covering temporary liquidity needs in the period of significant decrease in demand and revenue. Outside of the government support programs, the structure of market lending did not change significantly in 2020 compared to 2019. Banks prefer to lend to more productive companies: we see that the volume of credits to high productive firms was at the same level as in 2019. This means that efficient firms that should be drivers of economic recovery did not have problems with access to credit in 2020.

Abstract The gender inequality is the hot topic for most countries in the world. However, sometimes the talks about the risks and threats are more dramatic than the reality is. The paper aims to test the gender gap in the selected states and to consider the hypothesis that gender matters in entrepreneurial activity. The methodology of the regression and statistical analyses is proposed to access the main hypothesis and to trace the dynamics of the gender indexes and ranks. The preliminary results show that gender affects the level of entrepreneurial activity; besides government support programs and socio-cultural factors have a significant impact as well. The valid results for all states represented positive correlation and dependence between Entrepreneurial Motivation for TEA and Female/Male ratio for all analysed states. We can conclude that the change in the ratio of women and men engaged in entrepreneurial activity in the state (i.e. Poland) will affect the level of business innovation. For example, when the gender structure of entrepreneurs in Poland changes towards the number of women compared to men, the level of innovation of products and services will increase, or vice versa.

The article presents the main problems of street lighting associated with the presence of large volumes of electricity losses, which are the reason for its irrational use. A method for solving these problems through the use of energy service contracts is described. The possibility of implementing these contracts together with state support mechanisms is considered, which allows for an integrated approach to achieve the main goals of modernizing street lighting systems aimed at ensuring energy conservation and improving energy efficiency. The results of the application of this approach are presented on the example of the Smolensk region, which justify the feasibility of its use.

Background The vast opportunities that digital realities present in cultural and information industries have not been fully embraced by Canadian scholarly journal publishing and attendant policy. Analysis In Canada, the journal support programs that currently exist are minimal, dated, and do not encourage the development of a vibrant publishing sub-sector. A review of the evolution of Canadian government programs for book and magazine publishing underlines the achievements of government support for these sectors and the benefits they bring to Canada. Conclusion and implications Parallel support focused on emerging digital prospects in journal publishing, rather than editing and accessibility, would help pave the way for increased Canadian development in the quickly expanding knowledge economy. Contexte L’édition de revues savantes au Canada et les politiques qui s’y rattachent n’ont pas entièrement profité des grandes occasions que représentent les réalités numériques des industries de la culture et de l’information. Analyse Au Canada, les programmes actuels d’appui aux revues sont rudimentaires et périmés. Ils n’encouragent pas le développement d’un sous-secteur dynamique dans le monde de l’édition. Un recensement de l’évolution des programmes du gouvernement canadien pour l’édition de livres et de magazines souligne cependant les accomplissements de l’appui gouvernemental pour ces secteurs et les bénéfices que cet appui apporte au Canada. Conclusion et implications Plutôt qu’un appui axé sur la révision ou l’accès, c’est unappui parallèle portant sur les nouvelles possibilités numériques de l’édition des revuessavantes qui accroîtrait au Canada le développement de l’économie du savoir en pleineexpansion. Purpose – This study aims to develop adoption barriers model that captures location factors and non-transparency in government support programs, and attempted to unveil why certain locations offer more adoption opportunities than others. Design/methodology/approach – The opinions of small and medium enterprise (SME) owners/managers in the six geo-political zones of Nigeria were purposefully sampled. Two major cities (the commercial nerve center and a state capital) in each zone were chosen for the study and the data were analyzed using multiple regressions. Findings – Irrespective of the need to enhance operations through real-time knowledge sharing and network externalities; evidence from the study shows that SMEs in Nigeria are yet to exploit the full potentials of e-commerce solutions. This is evidenced by non-transparency in government support programs, location factors, weak finances, firm’s size, confidentiality of information, infrastructural inadequacy and lack openness and business integration. Research limitations/implications – Sampling the opinions of SMEs in Nigeria limits the power of generalization. Therefore, extended data and measures are required to replicate the study to improve external validity and reliability, and possibly build theories. Also, some errors seem unavoidable in the course of converting data just as all the measures used appear subjective and prone to common method bias. Originality/value – Though e-commerce adoption draw-backs enjoy huge literature, location factors and non-transparency in government support programs as critical inhibitors seem least studied. Therefore, this paper complements literature, stimulates future research and advises policymakers on promulgating, and real implementation of, appropriate policy frameworks to create information, communication, technology (ICT)-friendly environment within which e-commerce diffuse amongst SMEs.
