The coastal zone is a mixed anthropogenic and environmental area (socio-ecological system) characterized by the significant variety of morphological conditions, land uses, which significantly change in time and space.Natural systems located on the border between the terrestrial environment and the marine environment are characterized by a morphological, ecological and dynamic variety, which changes over short and medium periods of time, under the influence of climatic factors and taking into account from the tidal effect every two hours to wind erosion or wave-related phenomena. In this paper, the authors will choose the optimal approach of strategic management that aims to analyze and evaluate these options by addressing economic, social and environmental factors. The multifactorial approach must consider a careful analysis of stakeholders in a coastal area, having in mind that each area has its peculiarities and needs to be treated separately. When developing the approach for analyzing and evaluating strategic options, the authors will consider the sectorial plans designed for the coastal area, as well as the local, regional and national development plans.

Coastal region of  Pekalongan Regency has many potential resources to develop such as marine fishery, fishery cultivation, tourism and fishery port. These potential resources influencing the coastal region because of the interaction between stakeholders. This intensif interaction potentially  effecting conflict of interest that threat the coastal ecosystem. Therefore, to ensure the sustainability development in coastal area, the government of Pekalongan Regency adopt Integrated Coastal Zone Management by means of zonation regulationThe objective of the research was to study the level of effectiveness of The Zonation of Pekalongan Coastal Area and determine alternative priority of coastal region development. The methodology research was a survey and to achieve these objective, two methods of analysis was used. Scoring methods conducted to determine the level of effectiveness of The Zonation of Pekalongan Coastal Area and an AHP Method used to determine alternative priority of coastal region development.Five indicator in this research to determine the level of effectiveness are physical condition of the area, economics aspect, space use accuracy, ICZM and regulation goal achievement. In order to determine alternative priority of coastal region development, the research results shows, that are three main priority components of coastal region development ; transportation system (0,2616), infrastructure development (0,2307) and improving the environment (0,1816). From Analytical Hierarchy Process, informan tent to prioriate SKP I (0,6205) as the main priority to develop coastal area. Pengelolaan kawasan pesisir berkelanjutan memerlukan peran dan dukungan seluruh stakeholders. Penelitian ini bertujuan untuk menganalisis peran, kepentingan, dan pengaruh stakeholders dalam pengelolaan kawasan pesisir Gunungkidul, serta merumuskan strategi untuk pengelolaan kawasan pesisir yang berkelanjutan. Penelitian ini menggunakan metode kuantitatif dan kualitatif dengan alat bantu kuesioner dan wawancara mendalam. Pengumpulan data dilakukan pada bulan April-Juli 2018; sedangkan pengolahan data menggunakan software Mactor dan dianalisis menggunakan analisis stakeholders. Hasil penelitian menunjukkan bahwa pengelolaan kawasan pesisir Kabupaten Gunungkidul melibatkan tiga pemangku kepentingan kunci, enam pemangku kepentingan utama, dan tiga pemangku kepentingan pendukung, yang bertindak sebagai koordinator, fasilitator, dan pelaksana. Pemetaan stakeholders menunjukkan kategori pemangku kepentingan yang terlibat dalam pengelolaan kawasan pesisir sebagai subyek, pemain, aktor, dan penonton. Strategi untuk mengoptimalkan pengaturan pemangku kepentingan dalam mewujudkan pengelolaan kawasan pesisir yang berkelanjutan diperlukan melalui peningkatan kolaborasi dan kerja sama antara subyek dan pemain yang memiliki tingkat kekuasaan dan kepentingan yang tinggi terhadap kebijakan pengelolaan kawasan pesisir. Hal ini dapat terwujud melalui peningkatan kerja sama dan kolaborasi yang efektif antara pemerintah dan masyarakat dalam perwujudan kebijakan pengelolaan kawasan pesisir berkelanjutan. Strategi pengelolaan kawasan pesisir berkelanjutan harus melibatkan seluruh pemangku kepentingan sehingga dapat melindungi sumber daya alam dan jasa lingkungan, memperhatikan kualitas lingkungan, dan meningkatkan pendapatan masyarakat pesisir. Title: Stakeholders Analysis of Sustainable Coastal Zone Management in the Gunungkidul RegencySustainable management of coastal area requires a role and support from all stakeholders. The aims of this study are to analyze the role, interest, and influence of stakeholders in the coastal zone management of Gunungkidul, as well as to formulate sustainable coastal management strategies. The research used quantitative and qualitative methods with questionnaires and in-depth interview. Data were collected from April to July 2018; processed by Mactor software and analysed using stakeholder analysis. The results showed that coastal management of Gunungkidul Regency involved three key stakeholders, six primary stakeholders, and three supporting stakeholders as a coordinator, facilitator, and implementer. Mapping stakeholders shows the categories of stakeholders involved in the management of coastal zones as subjects, players, actors, and spectator. Therefore, strategies are necessary to optimize stakeholder arrangements in realizing sustainable coastal area management through increasing collaboration and cooperation between subjects and players who have a level high of power and interest in coastal management policies. The sustainable coastal area management policies can be realized through effective collaboration and cooperation between government and community. The strategies must also involve all related parties to protect natural resources and environment, to concern with environment quality, and it increase the income of coastal communities.

The integrated coastal zone management (ICZM) is the modern approach used in the study, management and exploitation of the coastal area in various applications whereas in this area are concentrated interests concerning the most different fields, economic, environmental, legal, scientific and social. The coast is in fact inherently unstable by nature and consequently its characterization should take into account a continuous monitoring and updating of its variations and trends. The coastal area is that portion of land emerged and submerged containing the shoreline and is subject to both continental and marine geomorphic processes. The shoreline is the clearest expression of how this sector is particularly dynamic. Proper analysis and representation of the shape and nature of the coastal area are a first step to provide reliable and comparable tools to those who study and manage it. This paper presents the results of a study aimed to the realization of an integrated approach in the extraction of the shoreline using a case study of Lazio coast as a part of the European Project “Intercoast”.<br> This work is based on national and international directives on the coastal zone, whether linked to a more terrestrial or maritime area, still within the broad definition of Hydrography provided by the International Hydrographic Organization (IHO).<br> The spatial information extracted by direct or indirect measurements of the most dynamic coastal sector emerged and submerged (emerged coast and sea bottom) have been provided by associating with a budget of measurement uncertainties, and assessing the quality.
