Abstract: School is the main place in improving the quality and initial preparation to face the competition that exists today, namely by creating good and quality school management in accordance with the demands of TQM, because school management is a place to create quality and excellence. School management will be carried out if supported by human resources (HR) who have the ability, integration and high will. This is where the application of TQM that prioritizes quality reliability can be applied in the world of education to produce the best quality education in the school environment.

Quality management is something that needs to be prepared in improving human resources in the coming era. Pursuing an education package is one of the solutions in overcoming the equal distribution of education to improve the quality of Indonesian human resources. The quality of pursuing education packages must also be prepared to carry out quality education. The quality of pursuing education packages can be implemented by fulfilling four aspects, namely aspects of leadership, aspects of the quality of educators, aspects of service quality and aspects of customer satisfaction. The synergy of the four aspects is the key to the success of a quality education that is well realized.

The writing of this article aims to determine the effect of implementing Total Quality Management on its human resources. The discussion in this article refers to and is based on the opinions of existing expert experts. Total Quality Management is one approach that can be done to improve the quality of resources, both human resources, natural resources and other resources. The application of the Total Quality Management approach greatly influences the theoretical abilities of employees, technical, conceptual, moral, and technical skills of human resources themselves. From some research results it can be said that the application of Total Quality Management is very influential on improving the quality of human resources. And if it is associated with the world of education, the implementation of Total Quality Management can support learning by paying attention to three important aspects, namely the formulation of quality improvement objectives, the application of Total Quality Management principles and Total Quality Management supporting components.

Vietnam is classified as one of the five largest textile and garment exporters in the world. With its ambition to engage more effectively in the global textile and garment supply chains, Vietnam's textile and garment enterprises have been implementing total quality management (TQM) programs in order to improve their product and service quality. However, many of Vietnam's textile and garment enterprises are facing barriers to successful TQM implementation. The objective of this study is to empirically examine these barriers to TQM faced by Vietnam's textile and garment enterprises and to compare the results with previous studies conducted with U.S. and Mexican businesses. The results of this study indicate five barriers to Vietnam's textile and garment enterprises' successful TQM implementation. Among these five barriers, the common barrier shared by Vietnamese, US and Mexican businesses is that employees are resistant to change. Managerial implications and future research directions are discussed.

The concept is used in the development and acquisition of systems such as satellite systems and aircraft to prepare officers' performance reports. In the past few years, the concept of Total Quality Management (TQM) has been applied in the world of education.
