The housing sector is one of the most globally recognized sectors, which estimate the need for affordable housing of 96,150 units/day in urban areas at a global level. Although the task represents an enormous challenge, but it also constitutes a great opportunity for developing countries' economy. After agriculture, the housing sector is the second leading employer in India over a growth of 30 percent in the last decade. The aim of this paper is to study and provide a solution to the existing urban housing problem in India. It attempts to distinguish the problem of the massive urban housing shortage that exists mainly in the Low Income Groups and Economically Backward Sections and provide low-cost housing choices that can be made available with proper policies by Indian Government. The total housing shortage estimated after 2011 census was 18.78 million. The urban population of India has risen from 285 million to 377 million from 2001 to 2011with growth of 32 percent and by 2050; 900 million people will be surviving in urban areas. The rapid growth of urban migration is putting an enormous strain on urban planners to develop an infrastructure in Indian cities. Absence of urban planning can exacerbate existing scenario of housing shortage. Thus, the need arises for a broader and a more encompassing set of policies by which housing affordability can be measured. In this paper, different government schemes are discussed with existing and new reforms of tax policies like REITs, GST, RERA and Benami Transaction Act. A sustainable and accessible model for the affordable housing can be achieved in developing nations through proper implementation of government schemes.

Since 1991 with the advent of globalization and economic liberalisation, basic conceptual and discursive changes are taking place in housing sector in India. The new changes suggest how housing affordability, quality and lifestyles reality is shifting for various segments of the population. Such shift not only reflects structural patterns but also stimulates an ongoing transition process. The paper highlights a twin impetus that continue to shape the ongoing transition: expanding middle class and their wealth - a category with distinctive lifestyles, desires and habits and corresponding ‘market defining’ of affordable housing standards - to articulate function of housing as a conceptualization of social reality in modern India. The paper highlights the contradictions and paradoxes, and the manner in which the concept of affordability, quality and lifestyles are embedded in both discourse and practice in India. The housing ‘dream’ currently being packaged and fed through to the middle class population has an upper middle class bias and is set to alienate those at the lower end of the middle-and low-income population. In the context of growing agreement and inevitability of market provision of ‘affordable housing’, the unbridled ‘market-defining’ of housing quality and lifestyles must be checked.

The year 2014 had witnessed the scenario where most of the states in Malaysia pledged to declare themselves as Zero Squatter state. Thus far, most of the states in Malaysia are still striving to achieve the goal. The government has therefore aspires to reach the target by the year 2020. The Malaysian government under its 5-years National Plan has since introduced the low, medium and high cost housing categories. The housing policy was therefore designed to provide the public of all income levels, particularly the low-income groups, with affordable housing as part of an effort to eradicate squatters. However, despite the various policies, the number of squatter families remains large, especially in the urban areas. This paper therefore, intends to examine the instruments put forward by the government to eliminate squatters and assess the roles of related parties assigned to achieve the government’s mission. Through a qualitative approach, results demonstrated that Malaysia has various types of polices and guidance at both the federal and state levels in relation to low-cost housing provision. These would have supposed to help reduce the number of squatters in the country. However, to date, Malaysia is still experiencing problems with squatters. This calls for further investigation.

To have a quality of life is the ability to own a house. Housing affordability affects the quality of life concerning household well-being and economic security. The research sets to evaluate the location housing affordability for the low-income group base on housing and transportation expenditures in urban areas. 148 respondents have interviewed and by using an integrated Location Housing Affordability, it had indicated that location does influence housing affordability. The findings showed the urban area for the low-income group is seriously unaffordable. “Location" should be part of affordable housing because it affects housing affordability thus concerning the quality of life.

AbstractAffordable Housing is a critical issue in many developing countries that impacts their potential for sustainability and socio-economic development. Lack of affordable housing, slower growth of housing stock, and aging housing conflates numerous other problems in Pakistan, including overcrowding, poor indoor air quality, prevalence of preventable diseases, and development of slums and katchi abadies, etc. These challenges lessen living standards in many areas. Unaffordable housing forces low income families in urban areas to live in dilapidated areas. An increase in the construction of affordable housing is needed to mitigate housing affordability challenges in Pakistan. Setting aside land quotas for low-income families in housing development schemes is not sufficient because the households still lack the means to construct housing. This paper attempts to identify the causes of unaffordable housing and solutions for its provision.

Social housing constitutes a partial response to the demand for affordable housing. In Europe, there are different forms of social housing, which are distinguishable based on whether they employ a universal or residual approach. The latter is employed by Italian initiatives for social residential construction, the financial instrument of which is the Investment Fund for Housing, a closed-end fund managed by CDP (Cassa Depositi e Prestiti) Investment, which provides public–private partnerships. The main obstacle to the supply of low-cost houses is the high cost of building areas or, in other words, the high urban land rent. The value of building areas is particularly high in urban areas and in widespread settlement areas, for instance, in Northeastern Italy. The main objective of this paper is to identify the trade-off between urban land rent and housing affordability in a social housing intervention in Pordenone (Northeastern Italy). Four different scenarios are developed, the variables of which are: Cost of the area (urban rent), cost of construction works (quality of the buildings), and household income distribution. The results show that achieving the economic and social objectives of a social housing investment simultaneously is not possible in any of the scenarios evaluated. To allow the social groups most in need to access affordable housing would require a reduction of approximately 30% of the estimated cost of a building area.

Purpose The purpose of this paper is to provide affordable housing to low- and middle-income groups. The gravity of India’s housing affordability problem has led us to study and analyse the attributes hindering affordable housing for economically weaker section (EWS) and low-income group (LIG). The attributes such as viable parameters, economic parameters, location and communication, regulatory, source of finance, construction, services and infrastructure parameters affect the supply and demand of affordable housing in Indian urban areas for EWS and LIG with an annual household income below 2 lakhs. Design/methodology/approach The judgement sampling is used amongst housing and planning professionals working in five different sectors, including local authorities, housing developers, housing sectors, town planning and property/affordable housing consultant. The Analytical hierarchy process method of multi-criteria decision-making was used to analyse the data collected. Findings A detailed analysis of the data collected reveals that a viable parameter is the most governing attribute in the supply and demand process of developing affordable housing. Major reforms can be implemented at various levels of housing development in the urban area that can help in reducing the affordability gap for EWS/LIG. The suggested approach will be helpful for developers, urban planners and decision makers while designing an affordable housing project. Originality/value The model being proposed in this paper seeks for a proficient allotment of policies and assets, to some extent, by remedying the current market distortions and different inconsistencies that negatively influence the incentive structure of the affordable housing section in India. This paper offers a plan for a housing procedure that is applicable to all measurements of housing poverty and the groups that sustain it. In this way, the current study is, to a greater extent, a facilitator, and not an immediate solution of affordable housing.

This paper presents concepts important for understanding the potential of sustainable low-income housing in Vietnam, with a focus on key environmental, socio-economic, and cultural dimensions that bear on its housing sector. It examines challenges for sustainable urban development in Hanoi and HCMC, Vietnam's two main cities. Recognising the current challenges in balancing affordability and sustainability, the study explores Vietnam's lack of adequate and affordable housing and the problem of its urban slums. Synergistic strategies suitable for the Vietnamese context are then suggested for sustainable low-income housing in these two cities.

AbstractBreast cancer is the most common type of cancer and the leading cause of cancer-related death among women worldwide. Hormone receptor-positive (HR+) tumors represent the most common form of this disease, with more than 70% of breast cancers expressing these receptors. Response and benefit to neoadjuvant chemotherapy (NCT) varies according to HR expression, with lower responses in luminal tumors as compared with hormone receptor-negative (HR-) and human epidermal growth factor receptor 2-positive (HER2+) tumors. Neoadjuvant endocrine therapy (NET) is an option for selected patients with HR+ locally advanced breast cancer. Neoadjuvant endocrine therapy has a favorable toxicity profile, and is associated with benefits such as having low cost and being more easily available even for cancer care professionals outside major urban areas or tertiary centers. These factors are particularly relevant, as 70% of breast cancer deaths occur in women from low-income and middle-income countries. Additionally, NET is being increasingly explored, not simply to allow for less extensive surgery, but also as a scientific tool, with the use of biomarkers to predict outcomes in adjuvant trials and for the individual patient. This review details the current and most relevant evidence about NET for breast cancer as well as the future directions of this field.
