In California, the current risk of inadequate electricity supply is highest around sunset in late summer. In a zero-carbon grid, resource adequacy will increasingly require adequate stored energy throughout the entire year. Here we seek to develop an intuition about the times of the year when resource adequacy may be most challenged for a solar-dominant system. We use a simplified approach and show that the month of the biggest challenge occurs in winter and can shift by more than two months depending on the amount of solar and storage that are built.</p></div></div></div>

Many nations have committed to midcentury net zero carbon emissions targets in line with the 2015 Paris Agreement. These require systemic transition in how people live and do business in different local areas and regions within nations. Indeed, in recognition of the climate challenge, many regional and city authorities have set their own net zero targets. What is missing is a grounded principles framework to support what will inevitably be a range of broader public policy actions, which must in turn consider pathways that are not only technically, but economically, socially and politically feasible. Here, we attempt to stimulate discussion on this issue. We do so by making an initial proposition around a set of generic questions that should challenge any decarbonisation action, using the example of carbon capture and storage to illustrate the importance and complexity of ensuring feasibility of actions in a political economy arena. We argue that this gives rise to five fundamental ‘Net Zero Principles’ around understanding of who really pays and gains, identifying pathways that deliver growing and equitable prosperity, some of which can deliver near-term economic returns, while avoiding outcomes that simply involve ‘off-shoring’ of emissions, jobs and gross domestic product.

In oil and gas plants, the cost of devices applicable for supervising and controlling systems directly depends on the transmission and storage systems, which are related to the data size of process variables. In this paper, process variables frequency-domain and statistical analysis results have been studied to infer if there exists any possibility to reduce data size of the process variables without loss of any necessary information. Although automatic control is not applicable in a shutdown condition, for generalization of the obtained results, unscheduled shutdown data has also been analyzed and studied. The main goal of this paper is to develop an applicable algorithm for oil and gas plants to decrease the data size in controlling and monitoring systems, based on well-known and powerful mathematical techniques. The results show that it is possible to reduce the size of data dramatically (more than 99% for controlling, and more than 55% for monitoring purposes in comparison with existing methods), without loss of vital information and performance quality.

Carbon Capture and Storage (CCS) is a climate change mitigation technology which has had a rather chequered history in British policy making and in the British public sphere. This article deals with the neglected topic of representations of CCS in the British media and their possible impact on public perceptions and public policy. Public perception of CCS is shaped in part by the media which provide tools for making sense of complex technological and political issues such as CCS. This article compares articles on CCS in two UK newspapers, one national (“The Times”) and one regional (“The Aberdeen Press and Journal”) in 2011, a year during which some of the last battles over CCS demonstration projects were fought. It applies frame and metaphor analysis to a corpus of 150 articles. Findings reveal that during 2011 CCS coverage moved through a cycle of hype and disillusionment, with both newspapers reaching a trough of disappointment at the end of 2011. It will be difficult to reignite interest in CCS in this context, both in terms of media and public attention, and in terms of policy and investment. Regional confidence in national CCS policy in particular will be difficult to recover.
