Capitalism, in order to reproduce itself, must allocate more and more resources to the enhancement of the wealth already produced, rather than to increasing productive investments. The strategies for absorbing the surplus range from the reduction of supply to the creation of waste, from public spending to financialization. With the prevalence of these strategies, capitalism renounces to the maximum possible economic expansion in favour of its maximum expansion on society. It is a change that has consequences for environmental issues. The model of pure capitalism, in which the entire surplus is directed towards growth, is ecologically unsustainable. In today's historical capitalism, the goal of economic growth remains important, but it falls within that of increasing social power. Whether this is good or bad news for our biosphere will be discussed in other Chapters. Here we analyze the novelty.

The 2018 Nobel Economics Prize was awarded to two American economists - William D. Nordhaus and Paul M. Romer - who designed methods for better assessing environmental issues and technological advances on growth. This year’s Laureates, Nordhaus was the first person to create an intergrated model to assess interactions between society and nature and Romer laid the foundation for what is now called endogenous growth theory. According to the Swedish Royal Academy of Sciences, these two macroeconomists’ research have helped “significantly broaden the scope of economic analysis by constructing models that explain how the market economy interacts with nature and knowledge” which integrates climate change measures into long-term sustainable economic growth. A reflexão sobre as práticas ambientais, em um contexto marcado pela degradação permanente do meio ambiente e do seu ecossistema, tem exigido novas posturas das organizações. Contudo, adotar a gestão ambiental como estratégia de desenvolvimento, contempla as necessidades das organizações em aliar crescimento econômico e sustentabilidade. Neste sentido, este artigo tem como objetivo identificar se existe a preocupação com as questões ambientais por parte das organizações da região da Quarta Colônia e se as mesmas adotam programas de gestão ambiental, analisando fatores que podem influenciar nas diferentes abordagens dadas ao tema. Para atingir o objetivo proposto, utilizou-se uma abordagem qualitativa em um estudo considerado exploratório e compreendido como estudo de caso. A amostra foi de cinco organizações da Região da Quarta Colônia onde foram realizadas visitas técnicas e entrevistas semi-estruturadas. Como resultado significativo do estudo, pôde se constatar que as organizações estudadas limitam-se apenas às exigências da legislação ambiental em vigor. Assim as organizações necessitam adotar novas posturas e um processo de atualização contínua que pode ser viabilizado pela gestão ambiental. Abstract The reflection about environmental practices, in a context marked by permanent degradation of the environment and its ecosystem, has required new strategies from the organizations. However, adopting environmental management as a development strategy satisfies the organizations needs to gather economic growth and sustainability. Thus, this paper aims on identifying whether the organizations from the Quarta Colonia Region are concerned about environmental issues and whether they adopt environmental management programs, analyzing aspects which can influence the different approaches applied to this issue. In order to reach such aim, a qualitative approach was used in a study considered exploratory and comprised as a case study. The sample consisted of five organizations from the Quarta Colonia Region where there were technical visits and semi-structured interviews. A relevant result of the study was that it was possible to observe that the studied organizations are restricted only to the operative environmental law requirements. Thus, organizations ought to adopt new emplacements and a continuous updating process, which can become viable through the environmental management. The decline in oil prices globally has led to diversification of economy in most oil enriched countries.  In Nigeria, more attention is given to agriculture and non-tax revenue sources to ensure that the country overcomes a mono-economy syndrome which has affected the nation in the past.  This study assesses the contributions of agriculture, oil and non-oil tax revenue to economic expansion in Nigeria using data that cover a period from 1981 to 2017.  The regression results indicate that oil revenue has a significant negative impact on economic growth which is represented by gross domestic product.  On the contrary, the study finds evidence that agriculture and non-oil tax revenue have a robust significant and positive influence on economic growth.  Therefore, the study suggests that tax administration in Nigeria should be more business-growth conscious and that agriculture should be given a boost by creating an enabling environment that could attract foreign direct investments in the agricultural sector.  The study also recommends that oil revenues should be utilized for reinvestments into other sectors of the economy. Keywords:  Oil revenue, non-oil tax revenue, agriculture, economic growth, Nigeria.JEL Classifications: H27, H24, H25, N5, O4

This chapter will discuss the legal framework for consumer and data protection in Europe. Central to this discussion will be the law of the European Union (EU) on data and consumer protection.3 Recent years have seen the creation of legal frameworks in Europe which seek to secure the protection of consumers while simultaneously facilitating economic growth in the European Union. This chapter will outline the main sources of law which protect consumers and their privacy. This chapter will outline the important provisions in these sources of law and critically analyse them. The chapter will also point up the gaps and deficiencies in the consumer and data protection legal structures.

Purpose The purpose of this paper is to examine the relationship between government expenditure and economic growth in Botswana over the period 1985‒2016. The study employed the auto-regressive distributed lag (ARDL) bounds testing approach in investigating the nexus. The study makes the argument that the effectiveness of public spending should be assessed not only against the amount of the expenditure but also by the type of the expenditure. The empirical findings showed that aggregate expenditure has a negative short-run and positive long-run effect on economic growth. When expenditure is disaggregated, both forms of expenditures have a positive short-run effect on economic growth, whereas only a long-run positive impact of recurrent expenditure is observed. The study suggests the need to prioritize scarce resources in productive recurrent and development spending that enables increased productivity. Design/methodology/approach This study examined the effectiveness of government spending in Botswana, within an ARDL framework from 1985 to 2016. To achieve this, the analysis is carried out on both an aggregate and disaggregated level. Government spending is divided into recurrent and development expenditures. Findings This study examined the effectiveness of government spending in Botswana, within an ARDL framework from 1985 to 2016. To achieve this, the analysis hinged on both the aggregate and disaggregated levels. The results of the aggregate analysis suggest that total public expenditure has a negative impact on economic growth in the short run; however, its impact becomes positive over the long run. On disaggregating government spending, the results show that both recurrent and development expenditures have a significant positive short-run impact on growth; however, in the long run, the significant positive impact is only observed for recurrent expenditure. Practical implications The results provide evidence of the diverse effects of government expenditure in the country. In the period under investigation, 73 percent of total government expenditure in Botswana was recurrent in nature, whereas 23 percent was related to development. From the results, it can be observed that although the recurrent expenditure has contributed to increased growth and must be encouraged, it is also pertinent for the Botswana Government to endeavor to place more emphasis on productive development expenditure in order to enhance short- and long-term growth. Further, there is a need to strengthen the growth-enhancing structures and to prioritize the scarce economic resources toward productive spending and ensuring continued proper governance over such expenditures. Originality/value The study provides empirical evidence on the effectiveness of government spending in a small open, resource-reliant middle-income SSA economy and argues that the effectiveness of public spending must be assessed not only against the amount of the expenditure but also on the type or composition of the expenditure. The study contributes to the scant empirical literature on Botswana by employing the ARDL approach to cointegration technique in estimating the long- and short-run impact of government expenditure on economic growth between 1985 and 2016.
